Individuality, personal and mental, I

of greatness. Not conceit nor yet I
obstinacy but a prudent recognition of
self ability and conscious reliance up-
on self-contained resources are what I

that illustrates the soldier, adorn 3 the
lawyer and distinguishes the states-
man. Many a man, learned and clever
would have been great had not this
been wanting, but no one however gift-
ed can signalize his talents without it. I

is the timid and desponding that buiies I
the talent that is given him. Upon j
this score we are proud to observe nc

our President. From childhood to
manhood, in every relation in life he
has been self reliant but not arrogant.
He does not jump at conclusions, he
arrives at them and once reached it re
quires weight to disturb him. As gov
ernor of New York his policy was fixed

He does not despise his enemies nor
does he fondle his friends. ' He thinks
he has a duty to perform and he does

sense of duty seems to be concentrated
upon the integrity of the Government

inaugural address was made to the peo
ple, so was his first and great message

very great Democrats differed from
him upon the silver coinage question
but his views upon careful examina
tion are found to be but honest sug
gestions arising from honest consider
ations of a profitable future, not arbi
trary nor arrogant, but sincere and
candid. This difference nmkes not a
feathers weight in his relationship to
the party, he is still the same pure
steadfast Democrat. In treatment of
foreign affairs he has been prompt and
positive, regardless of violent criticism.
He docs not suit diplomatists, he does
not suit the mugwumps, nor can he be
frightened to disturb his cabinet and
therefore he does not suit his leading
party organ, the New York World.
He does not suit Democrats who be
lieve that principles and spoils are one
and the same. He does not suit the
Republican senate nor the Chinese
embassy, in fact there are many in
terests he does not suit, but he does
suit the American people. He loves
the Government and the people. All
good citizens have deep and abiding
faith and confidcace in him and we,
tho people of Oregon should evidence
our appreciation by a handsome Dem
ocratic majority next J une as an in
dorsement of his admirable administra
tion. A strong point made by Secretary
of Stato Bayard on the Chinese ques
tion is that in which he shows
the large preponderance of privileges
enjoyed by the Chinese in this coun
trv as comnared with those to which

Americans are restricted in China.
Here they multiply as immigrants by
. the tens of thousands, till their num
ber is now estimated at 1 50,000, and
have been in the habit of going where
they pleased and engaging in any sort
of business that suited them. This
Americans are not allowed to do in
China, but have certain boundaries as
signed to them, outside of which they
are admonished noi to eo if they set
any value on their lives, Times.

came regularly on the docket and no
doubt made as much haste as the im

the various counties preparatory for
registration. For all this the people
will be compelled to pav and all for no
good. The blunders of the last Legis
lature arfncomprehensible to the or
,dinary common sense of the people
and should be a warning against the
selection of Legislators merely for po
litical reasons. The Grand Jury law,
the Keady tempeauce act, and this
Eegistiation farce had only to reacli
the proper tribunal to be torn into
atoms, with derission and contempt,

lawyers but it is rough on the people
who have to foot the bill.
The president is invited to give a
new definition of "offensive partisan
ship." Thirty-five Democratic patrons
of the postoffice at Putman, Penn.,
