which the present Congress of the
United States is culled upon to solve;
and upon its action, in a measure, do
ponds the material welfare of the
Pacific states and territories as well as
the prosperity of the entire coimtiy.
The silver dollar is escniiallv the
money of the ,oor man. It is the
money he receives for his days' work
and pa vs. tft the butcher, miller and

ment has paid out of the Treasury each
and every month two million dollars
gold coin for the silver bullion for the
mint, to bo added to the idle mass
already accumulated, and uses tlijs

of the East as an argument in
the repeal of the Silver Bill.

tization. Let us, for a moment, analyze
the bill and see if the Treasurer of the
United States is compelled to use the
gold coin bulou sing to the Government
to the exclusion of silver for tho pur
chaso of bullion when an idle mas.i of
silver dollars remain in tho Treasury
vaults unappropriated. If not then
the major premise laid down by the
President and his Hon. Secretary is
wrong and their conclusion that silver
coinage should cease is erroneous.
Tho Act which was passed on the
28th of Feb., 1878, provides "That
there shall be coined at tho severa
mints of tho United States silver dol
lars of tho weight of four hundred avid
twelve and a half grains troy, of stand
ard silver, as provided in the Act of
January, 1837. On which shall bo
the device and superscription provided
nil fmvr dollars heretofore coined of
like welcluSnd fineness, shall bo a
Clecal tender attWieir nominal value for
all debts and dues jublic and private,
except whore other wisexpressly slip-
ulitcd in the contract Jand the Sec-
retary of the Treasury isuthorized

unit directed to purchase from vtime to
time, silver bullion, at the market! price
thereof, not less than two iillioitf.dol-
lars worth per month, nor 'more than

This idle coin under which thj cof-
fers of the Government groan 6uld all
be applied in payment of-tho interest-

bearing debt . which is over due. and
which, under the P sumption Act,
thc Treasurer is net only empowered
but directed to call in for payment,
This hoarding of the coin in the treas
ury vaults is not only in violation of
the spirit and letter of the law, but
violates all rules of political economy
to keep the money locked up in tho
treasury vaults while the Government
is paying interest "on its overdue
bonds. Such a policy would prove
ruinous to individuals, likewise to a
nation. Pay off the bond holders and
give us more silver, should be the ral
lying cry, not only of tho people of this
coast but of the entire nation.

and we aro much pleased with its gen
eral appearance. It is a healthy look
ing sheet, and is worthy of a largo pat
ronage. As a starter hero is what it
says about the Virginia Senator.
"Tho Virginia Legislature covered
itself with glory in the election of the
lion. John W. Daniel tc the United
States Senate. Mr. Daniels will take
the seat now so disgraced by the noto
rious "Billy" Mahone, on March 4th,
1887. Mr. Daniel is now a member
of. tho lower house of Congress. He
was a prominent candidate for the saiuu
honors in 1875, and came within one
vote of an election. He is a powerful
orator and will lend a mighty aid to the
Democracy in forensic debate. Mr.
Daniels was the orator at tho dedica
tion of the Washington monument at
tho Capitol, in February of this year,
lie has served in both branches of the
Virginia Legislature, and in 1881, he
resigned his seat in tho United States
Senate to run as a candidate for gover
nor of Virginia on tho Democratic
debt-paying platform as against Gov.
Cameron and the i-epudiationiat3. .The
election of the Hon. Daniels'is a tri
umph for the debt-paying Democracy
of Virginia, He will without a ques
tion, make his mark and a high one
in the United States Senate." .
We asked Hon. W. P. Kcady to
explain what he knew about the
"mutilated bill," and he has done so;
mora than this we could not ask. He
gave us a clue in another direction. The
. culprit will be found.

It is announced that immediately
after tlie holidays Mr. Hermann will
introduce bills for among others the
following purposes: One appropriating
850,000 for a public building at Orc-
be used for Land office,
Signal service and Post office; also one
appropriating similar amount for like
purpose in Koseburij. These bills are
in response to a memoiuorial cf the
Oregon Legislature passed last winter
and Mr. llennann is doing quite right
in heeding a request from so high a
source. Nevertheless we regard it
unfrt"t as ell as unjust that the

should be embarrassed by association
with those of any other place. In
other words we prefer that Roseburg
should stand upon her own merits.
The original memorial was drafted -by
Hon. L. F. Lane of this place and
represented that the Federal offices

office, the Signal service and Post office
occupied private buildings at consider
able rental expense and that the erec
tion of a suitable five story building
for government uses would be in the
direction of economy and retrenchment
etc. and prayed that Congress appro
priate 50,000 for the purchase of a
site and erection of such building.
This was forwarded by Mr. Isidore
Caro to Senator Shupo who at once
introduced it and urged its adoption.

The merits of the two cases are not the

Hon. Binder Hermann is certainly
one of the busiest men in
Congress. He is indefatigable and
"will not down" and ho is no ghost
either. So far, we aro well pleased
with his course in the House. His
presence in the Capitol city of these

detrimental to Oregon, if we are to
judge of him by the industry he ha3
already displayed.
