'Tlios.-"Francis Bayard has been ap
pointed Cleveland's Secretary of State.
"jMr, Bayard is a lawyer Vy profession
'and is recognized as cne of the eminent
fitatesmen of America, He is the third
in direct line to represent the state of
Delaware in the Senate,
having
suc-
ceded his father, aud his grandfather
haying represented the state at the be
ginning of the ? century. Mr. Bayard
was Cleveland's principal competitor
but thft srnallncss of his state made his
nomination inexpedient.
Daniel Manning, of New York, in
becoming Secretary of tha Treasury,
accepts his first office. He is a re-
markable example of the magnificient
system of our free institutions. At an
gany age, carrier ior me Aioany .rgus,
at fifteen a reporter, ana at twenty-four
its chief editor. Mr. Manning has been
: faithful to every trust and has won his
reward. As a politician, he was Mr,
' Tilden's most trusted lieutenant and is
t the man who discovered G rover Cleve
1 land. A waitn personal friend of the
President, a true Democrat and an able
pan, Mr. Manning will be a trusty
adviser.
L. Q. C. Lamar, Secretary ct the
Interior, is one of the best known of
(Southern statesmen. He i3 brilliant
and aggressive, and with a warm and
generous temperament, he counts liis
friends by the thousands. He has been
a Senator from Mississippi fcr several
years, and has ranked as one of the
leaders of that body. He w?.ll
bring
great experience and sound abilities to
the councils of the President. !
.William C. "Whitney, of New York,
Secretary f the Navy, is a man of the
same mould as G rover Cleveland. A
hard-working, pains-taking lawyer of
sound brain force. He was City At
torney for New York, immediately
after the downfall of the Tweed ring,
when 5,000 suits were brought against
the city government These were dis
posed of, the office thoroughly system
atized and a nominal 200 suits turned
orer to hi3 successor. He is also the
founder of that magnihcent system oi
party representation known as the
County Democracy, which has dealt
. Jhe death-blow to Tammany- Hall.
The NaVy department needs just such
an honest, indefatigable man as Mr.
Whitney to clean out its Augean sta
bles of corruption. Like Mr. Manning
he is a warm personal friend of the
President, ' . .
W.m. Endicott, of Massachusetts, is
the least known of all the Cabinet, and
, hag the Portfolio of the War depart
ment. He has been a Supreme Judge
. and a candidate for Governor of Massa-
chasetts. His appointment is i highly
endorsed by the Independents and he
is said to be a man of great ability.
Wm. F. Vilas, of Wisconsin, is the
Post Master General. He is the leader
of the Wisoonsm Bar, and the recog
nized head of the young Democracy of
that state. He was chahman of the
Chicago Convention that nominated
President Cleveland. He is an; elo-
quent orator and a man of great attain
msnts. . . i
Augustus H. Garland, of Arkansas,
Attorney General, was the one ap
pointment of President Cleveland, that
has pleased everybody. He is recog
nized as pre-eminently one of the great
est lawyers of the age. He is a sincere
believer in and a true representative of
the new era in the South. As Attor
ney General, he will watch the inter
ests of the people closely, and the? ad
ministration can always rely on! his
judgment and advice.
To sum up the Cabinet we have but
to say that the three Senators, Bayaid,
Lamar and Garland are all members of

the Judiciary Committee the most
' honorable and able Committee of the
' Senate While the four others have
gained fame for themselves through
taeir untiring industry and good, hon
est work, which means that President
Cleveland's administration will be one
ef great industry and ability. Well
done, bo far!

We learn that the Corvallis Council
has disallowed the claim of E. G.
Hursh ur contemporary for injuries
received there about one yar ago. Now
' we are informed that Eugene City had
va similar case, and allowed the damages
''without any trouble, and so we think
in this case there should have been no
hesitancy in allowing the amount asked
'for, and more especially the medical
part of the bill Now, from what we
can Wther, we are of the opinion that
it wfll cost the city of Corvallis more
than an attorney's fee to liquidate
this claim, for the reason that Mr.
Hursh was injured far more than the
amount asked as an indemnity. .

Cabinet Gossip.
The members of the Cabinet ere all
lawyers, except Manning, who is -an
editor ani a bankpresident!
Attorney. General Garland's mother
presides over his home, from which we
would judge that he is a widower or a
batchelor.
Secretary Whitney has the misfor
tune to be the son-in-law of the mil
lionaire Senator, H. B. Payne, of Ohio.
Secretary Bayard's oldest son lackd
a few years of being old enough to
take the family seat in the U. S. Sun-
ate. He is a chip of the old block and
will get there by and by, though.
Garland in ' his younger days was
dissipated but has been a teetotaller for
years. Walking through a graveyard
once he saw that many of his brilliant
cempanions had gone to ignominious
graves on account of strong drink. It
reformed him. '
The attack all along the Republican
line is being made on Secretary Man
ning. Close ranks, Democrats, do not
be de deceived!- They are afraid of his
ability anil his Democracy. We pre
dict for Secretary Manning a sound
and safe administration of the financps
of the government. He took care of
his own. Stand by Manning, to him
more than any one else is our glorious
victory due.
The foolish remark of RIddJeberger
thet Secretary Bayard is more English
than American is too absurd to no
tice. Mr. Bayard is an American
statesman of the old school, reared of
good old stock and American to the
backbone. Some fool will, soon inform
us that Washington was an
dude.

Gen. John C. Black, of Illinois, has
been appointed Commissiouers of Pen
sions by President Cleveland. G&n

for President. He was prominently
mentioned for the Vice Presidency,
having been placed in nomination by
the state of Georgia aud endorsed b y
Illinois, but the whirlwind that fol
lowed the mention of the name of
Hendricks swept all before it. We
quote a few words .from the speech of
Hon. J. B.Mann, of Illinois. "I know
the gentleman from Illinois. Nobody
knows "him better. I have stood by
him while I have seen the surgeon op
erating upon his arm, taking out the
elbow joint, and yet he declaring, while
that was being done, that notwith
standing he lost a joiut, I113 whole body
yet was firm aud true for tha Union
and firm and true for the Democracy.''

Major, from which, he was gradually
promoted to be a Brigadier General

very painful and have several times
threatened his life. He is only 46
years of age, has been twice defeated
for Congress, and once for Lieutenan
Governor, though largely leading his
ticket in every contest. He was also
the regular Democratic nominee for
Senator in 1878, when Logan wa3 elec
ted. His appointment is received by
old soldiers everywhere with great en
thusiasm.

We cannot stop the tide of immigra
tion. It is coming with capital, skill
and muscle. Not only the good old
pioneer but many others wui loot on
with Surprise when they see a new form
of business and the principles of live
and let life. A division of labor will
be created and labor will be respected.
Our resources will be developed and
our commerce increased. Our income
will become greater than our expenses.
Our Country favored as it is with its
climate and resources must soon engage
the attention of Eastern people. Hor
ticulture and agriculture in all of their
departments in the Pacific States and
the great North West will solve the
problem how the World's population
must be fed. Let us have help to farm,
to pay our taxes, to improve our coun
try, to build up society to promote ed-
ucation and every tnmg else mat is
good and useful especially profitable
employment which is the greatest pre
