Having purchased th Douglas Inde
pendent from C. Btll, I nw, in con
formity with a custom from true im
tnemoral, make my jolitesi low. And
now haying assumed the responsibil
ities that will necessarily accrue in this
new delation, w ask the liberal indulg
ence of the pullic, as we attempt to
discharge them.
In "conducting this
paper,
our main object hhall bo, to
make it the vehicle of all cuneut news
especially devoting much space to the
local department. WTe shall carefully
look after the interest of Southern
Oregon and Douglas County in jmrtic-j
ular. A few words will suffice to pro
perly indicate the future political pol
icy of this paper under our manage
ment. It will be conservatively dem- j
ocratic. We belive that the geuins- of
our system of government . was con
ceived in the brain and nouriahed j in
the heart of Jefferson. We believe
tha. in the selection of officers, his ad-
miraH..tt . sbould prevail,; honesty,
integrity and , capability. W would
not remove an honest and efficient re
publican, and replace him with an un
worthy democrat, just for political rea
sons. In all case3 where fitness is
,abaut the same, we would support the
slemccrat, in short, we shall earnestly
-labor for an honest administration of
affaii-s, and4will rebuke fraud aud cor-
l-uj)tionf wherover, and whenever, the
same may come to our knowledge, ir
respective of party.
'The business management wiil be

ing purchased all the bid accounts of the

trons that are in ariears, v il! hel us
just at this time with a little shining
lust, that we may be able soon to give
you as good a paper as is published in
Southern Oregon. Our predecessor, Mr.
Ball, has been courteous and fair in this
business transaction so fur as we are
able to judge. And launches at onee
into a lucrative law practice. .May
his length never grow &horter, nor his
shadow grow less.

P. M. J ohnson is and has always been
a progressive man, fully abreast of the
times in all that concerns the general
welfare. It is to him our people are
Indebted for the introduction of that
benevolent institution known as the
Self Endowment Association. When
this was first introduced people called
it a humbug, but let us judge it by its
fruits. The following have already re
ceived the loan promised them. Sol

loss of life or prorperty occui-3 by rea
son of neglect in either of the?! par
ticulars, the law already provides a due
remedy for the sufferings. If a com
mission were to decide upon these
questions and there was nov refusal on
the part of a company to comply with
its orders, we would respectfully en
quire whether the State or the com
pany was responsible for an accident
caused by a defective bridge or culvert.
Tiie Ingest judicial authority in the
United States has decided that the
States have the authority to fix the
rates of freight and fares on the rail
roads within their boundaries, but this
gives them no authority to delegate
this power to a commission aud if it
did; we deem it contrary to public pol
icy to do so. Not upon the ground
indica'ed by a railroad magnate in Cal
ifornia who said it was cheaper to buy
the commissioners than tlx legislature,
for such a thin could" never happen
n Oregon, especially as two of them
would be republicans, but becaue it
imposes upon three men too great a
responsibility. The people of Oregon
have demanded of their representatives
without distinction of party, in unmis
takable terms that an act should bo
passed regulating freight and fares on
tho railroads and preventing discrimi
nation in regard to tho same. When
such an act is passed aud it is found to
woik injustice to the railroads or the
people it will bo time enough to provide
for a railroad commission to remedy its
defects. The legislature c.xnnot shiik
its responsibility by any such sham as
tho Milh r bill.

The sale of Syrup of Figs is simply
immense. Everyone is taking it, and
nil admit that it is the best medicine
ever us.rd. Children cry for it on ac
count of its plvaant taste, and grown
up people who have used it once never
take any thing else. Unlike other
remedies for biliousness and constipit
tion, it never loses its power to act,
and it always leaves the orgatis on
which it acts stronger than : before.
