has introduced a bill "to create and
establish a Board of Railroad Com
missioners aud to define and regulate
its powers and duties and to fix the
condensation thereof." Such a bill
will necessarily attract much attention

never heard the claim that it was au
thorized to interfere with the manner
of their construction or renaiis. If

ticulars, the law already provides a due
remedy for the sufferings. If a com
mission were to decide upon these
questions and there was nov refusal on
the part of a company to comply with
its orders, we would respectfully en
quire whether the State or the com
pany was responsible for an accident
caused by a defective bridge or culvert.
Tiie Ingest judicial authority in the
United States has decided that the
States have the authority to fix the
rates of freight and fares on the rail
roads within their boundaries, but this
gives them no authority to delegate
this power to a commission aud if it
did; we deem it contrary to public pol
icy to do so. Not upon the ground
indica'ed by a railroad magnate in Cal
ifornia who said it was cheaper to buy
the commissioners than tlx legislature,
for such a thin could" never happen
n Oregon, especially as two of them
would be republicans, but becaue it
imposes upon three men too great a
responsibility. The people of Oregon
have demanded of their representatives
without distinction of party, in unmis
takable terms that an act should bo
passed regulating freight and fares on
tho railroads and preventing discrimi
nation in regard to tho same. When
such an act is passed aud it is found to
woik injustice to the railroads or the
people it will bo time enough to provide
for a railroad commission to remedy its
defects. The legislature c.xnnot shiik
its responsibility by any such sham as
tho Milh r bill.

The Committee on Cwlebration of the
Inauguration of President Chiveland
met at .the office of Lane & Lane
last Monday evening. Every member
wa3 piesent. W. G. Woo l ward was
chosen Chairman-and L. F. Lane Sec
retary. The meeting was enthusiastic
every member evincing a lively and
sincere interest. It was resolved to
raise a fine flagstaff", hve good music,
good speaking and a good time gener
ally. Everything will le arraugpd to
make this a memorable gala day fur
Roseburg and its surroundings. The
Committeewill do all they can to se
euro exclusion raUs from the railroad
company for visitors. Why should
not every Democrat in or around town
do his best to make this occasion a
brilliant success. Since the organiza
tion of our government, the Democracy
have wor, including Gov. Tilden, ten
out of seventeen regular pitched con
tests and this tanth one wasmo?t vitally
imjoitant of all. On the morning of
the 4th at the hour of half past nine
here the hour of twelve at Washington
will have been reached and the solemn
graud oath of office will have been
pronounced and sealed by the lips of
President Cleveland. At that moment
amidst the general rejoicing our people
here will not be behind. We predict
a most thoroughly happy day. As for
the nijjht we leave that to the Yankee
Doodlers. Their Ball will be the af
fair of all within the memory of man
in Southern Oregon.

It may be safely doubted if any of the
men interested knew what they ' were
