On Monday Holnian of Indiana,

Resolved, That in the judgment of
Ihe house all public lands heretofore
gi-anted Stales and corporations, and to
toid the construction of railroad, so far
&s the( same are subject to forfeiture by
Reason of non-fulfillment of the condi
tions on which tho (pants were made,
ousht to be declared forfeited to the
United States and restored to the pub
lie domain.
Resolved, That it is the highest pub
lic interest that laws touching public
lands be so framed and administered as
ultimately to secure freeholds therein
to the greatest number of citizens; and
to this end laws facilitating speculation
iu public lands, or authorizing or per

large bodies, ought to be repealed, and
Vttil public lands adapted to agriculture,
ousrht to be reserved for the benefit of
actual and bona fide settlers, and dis

As attempt was made to break open
the tomb of the lahe Bishop Wheelan
at Wheeling, West Virginia, recently.
The bishop died in July, 1871, and was
buried ia a massive stone vault, in Mt.
Calvary cemetery. A chapel was

to place the wealth of the nation under

have succeeded to such an extent that
under existing laws the controller cf
the national treasury can combine with i

cial crisis upon the country at any time
they may choose to do so. Tins state
or condition of affairs doos not speak
well for our national laws, and is an
tagonistic to the best interests cf our
country and people. It is not owing
to legitimate business or trade thai
tho money of a great republic like the
United States will accumulate in a few
hands. There is no principle in polit
ical economy better understood than
that the monev of a country, if unob
structed bv legislation, will constantly
flow fi eel y through the avenues of
trade, and that labor, the g'eat motor
or producing power of all wealth, will
receive its reward. hen the money
of a nation is allowed to circulate, then
wo have what- we call jjoou tunes-
When all membeis of a community
have sufficient money with which to
purchase and supply their daily wants,
trade is brisk end the business of the
country is upon a firm footing and
solid foundation; the laborer receives
his wages, the shop keeper his dues,
and the farmer a fair price for his pro
ducts. When the old and silver is
locked up in iron safe3 and controlled
by a few persons, then there is stagna
tion, in business, mills &ve shut down,
men are thrown out of employment, ,
financial failures, waul and poverty
pervado the land. Such have been the
financial throesour country has almost
periodically passed through for the Jast
twenty years. The great iron fur
naces and rolling mills have been shut
down or run ou siiort time more than
half of the time wiihin the last ten
years. The business has run wild with
speculation, followed by financial fail
ures and tho laboring - people have to
stand the brunt of all this misfortune.
To remedy this evil this oligarchy
must be broken up, the nat'onal vaults,
must be unlocked, tbe great corpora
tions must be 'regulated, the money
must be set. in circulation and used for
its legitimate purposes, the government
must be economically administered.
The people can look to but, one source
for this relief and that is a change in
the administration of the affairs of the
government. In the principles of the
grand old Democratic party lies the
hope of the people.
