joice in the merry Christmas and wish
you a happy new year. As we' start
out with new resolves and high expect
ations for the coming morrow, let us
reflect on the past year, that it may
give' us a better insight into tho future.

bick knew them herd shall know them
no more forever. Others have moved
away and taken their places among
other scenes, while their places have
been filled by strangers who have come
t cast their lot with u3 and make their
hoia! in khe beautiful Umpqna valley.
To those who have left with tho hope
tf bettering their condition, we bid you
Go4 speed, and those who have come to
cast their lot with us, wo bid you a
hearty welcome.
We wera met at the threshhold of
the last yer with a frost which killed
the new-sown grain, a calamity which
jteVer bofcre befall the people of this
alley. With surprising energy our
.farmers re-aowed their fields and were
. rewarded at barvest witn more than
average cropi, There was more wheat
e export than ever bcfeie raised in
the county.
In Roseburg a number of new and
1m pro red dwellings and bu3ines houses
bare been erected during the year. A
bank, a new bakery and a number of
new stores have been added to the bus
ineee interests of th city. In many
parts of the county farmers have made
mew and extensive improvements by
building largo and commodious dwell
ing bouses and outbuildings of the most
improved style of architecture, tho old
tmmble-down worm fences have given
place to new and substantial plank
fence and many large tracts of land are
being divided up into smaller farms
t make place for more settlers, which
will add to the population and wealth
of the county.
The railroad lias moved south and
lef I ua a by station, but instead of being
ea injury it has proven a benefit to this
section. Roseburg has been made the
end of the division; a substantial round
ho mo has been erected at this place,
ith a prospect of machine and repair
hhops being built here. The extension
of tho road ha3 already attracted people
from abroad to this valley, and will in
tim develop tue agricultural, tiaiuer
and mineral resources of the county,
and furnish a better market for our
products.
, These improvements are all pleasant
to note, but there are ether changes
vibich are not so pleasant. During the
year a number of tho oldest and most
substantial citizens of our county have
been taken from onr midst by death.
Scarlatina or scarlet fever in its most
malignant form Las visited vaiious
parts of our county and apparently
baflled the skill of physicians and car
ried off a number of the little ones
whose deaths it has boon a painful
task to chronicle. This should serve
as an admonition to remind us that in
life we are in the midst of death, and
in entering upon the new year we should
strive to live toward each other so that
t the fi;ial parting w may leave no
vain regrets.
The selection of Senator Sabin of
Minnesota, to succeed the late Governor
Jewel), as chairman of the national
Republican committee, excites a feeling
tiuihir to Ui disappointment expressed
ky the farmer who said his hog "didn't
weigli as much as he thought it would,
s,nd didn't expect it would." After
the Republican members cf Congress
bsd indorsed Keifer, there was no rea
son to sxpect much of the committee.
Mr. Sabin has xxude several million dol.
ifirs as a State prison contractor and
Member of the State 'prison ring, lie
knows H&thing about national politics,
&&1 cares nothing for them except as
through them he may find the position
hi money cannot give him. Ho would
jisrsr have been thought of for the sen
ats er any prominent office by tho peo
ple of Minnesota, if he had not been
richt and he must have been selected
for this position for the same reason.
He does not offer many attraction to
"all voters who are in favor of elevating
and dignifying American labor."

All the 206 Chinese traders that
came by the last steamer, the Oceanic,
feave been landed on habeas corpus
writs. Judge Hoffman of the United
States District Coutt has practically
decided, in one case, that if a China
man was a laborer in ni3 own country
and came to this State for the purpose
of going into a merchandising business,
he is, by virtue of testimony adduced to
that effect, entitled under the law to be
clashed as a merchant.

A Washington dispatch to the Ore
gonian of Dec. 20th says: Quite an in
tercsting scene occurred in the house
this afternoon, over an attempt by
Henley of California, to introduce a
new bill amending the Chinese restric
tion law, piepared by tho Pacific coast
delegation. The house voted down the
report of ex-Speaker ICiefer, from the
committee on rule?, calling for the crea
tion of a select committee on woman
suffrage, and prior to adjournment sav
eral executive communications were
being read and referred, and no one
was paying attention to the proceed-
mgs. cmudeniy neniey arose anu ad
dressed the chair, and by previous ar
rangement Speaker Carlisle at once
recognized him.
"On behalf of representatives in the
muse from three States and two terri
tories, I ask unanimous consent to in
troduce a bill," said Henley.
In a moment business stopped and
all eyes were turned on the California!!,
his request taking everybody by sur
prise. V .
Speaker Carlisle said
"The gentle.
man from California asks Unanimous
consent to introduce a bill. The title
will be read when the chair will put the
question of unanimous consent,"
The clerk read the title, whereupon
Wel-er of Iowa, a Republican, famil
iarly known as "Calamity Weller," be
cause he wanted to pay tho national
debt in greenbacks, sprang into tho air
and shouted, "L eh'pct'"
Cries of "No, no'" from the Demo
cratic side and Springer of Illinois,
rushed to Wellei-'s desk and began ex
postulating with him.
"I am glad, Mr. Speaker," said Mr
Henley, "that tho objection comes from
that side cf the house."
Just as the speaker had ordered the
bill returned to Henley, Springer euc
ceeded in mollifying Weller, and that
individual arose, mumbled something
about be'iDg under a tais Apprehension
and withdrew las objection. Ilia ac
tion, however, smothered tho bill, for
when Henley offered it again, Skinner
cf New York, also a Republican, shout
ed, "I object!" and added, as a crowd o
Democrats and Republicans gathered
around him, to expostulate, "I don't
want the gentleman to experience the
privilege of withdrawing his objection
without tho same privilege isextended
to the rest of us. Skinner refused to
backdown, and as llenly threw the
bill into his desk, and closed it with a
bang, he again said: "I am glad that
objection comes from the source it does."
In a few moments the house ad
journed. Thi.g puts the introduction of
the bill off until after the holiday it"
cess, as the house adjourned to Monday
and it is understood no business, ex
cept the announcement of oommittees
will be transacted on that day. All
the Pacific coast members "are much
chagrined at the failure to get the bill
in. It had been arranged to transfer the
bill to the committee on labor, of which
Willis of Kentucky, is likely to be
ehairman, he being a friend of the bilh
who would report at the earliest oppor"
