Postal Telegraphy.
Since tlic strike of tho Western
Union Telograph operators, and tne de
rangement of commercial business inci
dent to tho uncertain facilities of tek
graphic communication, tlio propriety
of a postal telegraph system has been
widely discussed by the leading journals
ef the country. The project is appar
ently not only feasible, but the need cf
the facilities it will supply is pressing.
If public sentiment, so far . as we are
able to discern it now, be any indica
tion of what popular feeling will be
when Congress meets, there i3 little
question that the scheme w ill be earn
estly urged upon the Government.
There i no doubt that under the
constitutional power to "establish post
Sices and post routes" the government
Las the same right to send let.ers by
telegraph us it has by ruail, and it is as
much its duty to provide for tho quick
er transmission of correspondence in
this manner as it was to substitute the
mail car for the stage coach. The in
auguration of such a system would be
attended with no difficulties. Let the
lines be constructed and tha oili;vs be
established under the direction of the
Postoffice department and let every
postofiice, where necessity demands it,
be also a telegraph office and the whole
system is complete. Tha objection
that a government telegraph would give
an undue advantage to the party in
power in a political campaign i3 of no
weight, since the Western Union and
other mivate lines would ba available
to those who feared to trust tho gov
ernment employees. The increase in
the number of government employees
could easily be prevented by abolishing
tho army of internal revenue officers
which is now swarming over the, whole
country. Tho principal objection
urged is the expense to bo incurred in
building the necessary lines. It is
stated upou good authority that the
Western Union lines and offices can be
duplicated for $23,000,000 at the most.
The revenue derived from the business
would pay a good interest on this
amount and would be a good invest
ment of so much of the surplus rove
nue, the disposition of which is just
now perplexing our legislatures. The
government should not purchase the
existing lines, even if their owners were
willing to sell, firat because it would be
swindled In the bargain and second be
causo tho government ought not to hoi
a monopoly of the telegraph business.

That such a system is entirely prac
ticablo is established by his success in
Great Britain, where it ha? been in op
, eration for thirteen years. In 1S70 it
was established in England, Scotland
and Ireland at a cost of $48,000,000.
Tho expenditure in 1832, a3 shown
from the report, was 0,830,000, which
included 3 per cent interest on tha
purchase money of 4S,QOO,000. The
revenue derived during the same year
was 8,058,000 showihg a net gain of
1,255,000. It is stated in the repor
that this surplus, in excess of what is
used for extensions, constitutes a sin
ing fund which already amounts to
over $25,000,009.

his long public career he filled many
important positions and in all discharg

He was a pure statesman of the JcfFer
sonian school, an eminont jurist, and a
man of unblemished character.
