main the reduction is such as was not
called for at all. It is chiefly on that
great article of necessary me, tobacco,
tbat Congress in its wisdom has cut
down the tax; though in dealinz with
the tariff at the same time could not
cut down the duty on that quite unnec
essary luxury, sugar, but even enacted
that thosw who will consume this need
less article shall pay more for it than
before.
' Last year the internal revenue taxes
produced we give a round figure
$146,500,000. The reductions no
, made will cut off from thi3 sum say
40,000,000 or $50,000,000, for the
benefit chiefly of manufacturers of to
bacco, patent medicines, perfumery,
cosmetics, etc., but the cost of collect
ing the remaining revenue will be in no
wist diminished. The thousands of
people in that branch of the service will
all be retained, and the cost of collsc-
tioa will go on just as if no change had
ben made. v
