The early development ftLd profperi
. ty "of a section adds to the material
, wealth of the Avhole nation, as well as
to the advancement of thy people di
rectly benefited. It lius ever been
the policy of the national government
to foster and develop our comrpereial
resources by from time to time making
such appropriations for the improvement-
of our rivers and harbors, as
was necessary to furnish an outlet to
. the ea, the greflt highway for interna
tional commerce, and furnish a market
for the industries of our people, as
each section of our broad domain be
; came populated by the advance guard
of civilization. These ; appiopriations
are usually expended and improvements
made by the executive department of
the government. The benefits de
1 rived are proportionate to the intelli
gence of the war department, to which
they are referred, or the skill and wis
dom of the person to whom each spe
cific work is intrusted. During the
last session of Congress liberal appro
priations for the improvement of the
rivers and harbors of the Pacific slope
were passed, in opposition to the exec
tit a, and by the terms of the bill
much was left to the discretion of tho
Secretary of War, in applying some of
the most important appropriations for
this section. So far but little or noth
ing has been done by that degenerate
eon of a noble sire, who occupies the po
sition ot Secietary of War, Robert
Lincoln. This great "boobey," think-
- ing to make a drive at the committee
on commerce in his report to Congress,
took occasion to say that in-the lost
liver and harbor bill there were ap
propriations not in the interest of com
merce Congressman Page, chairman
of the committee on commerce, report-
4 a resolution to the House, which
was adopted, calling upon the Secrita
fy to point out the appropriations
which, were not for the benefit of com
EWrce. The Secretary, in response to
Ike resolution, called upon General
Wright, chief of engineers, and re
quested him to prepare such list. The
Geaer&l was surprised at the request
wad promptly informed him that he
knew of no such appropriations. He
Lowever, had a list prepared which he
fcas sent to Congress, which he claims
? no benefit - to commerce, among
which are the majority of the appropri
ates for tho Pacific slope. The rivers
and harbors named aii($ the reasons as-
lignei, at once expose the ignorance
of the gieat incubus., and confirm
hat was said of his intelligence dur
ing his father's administration, which
vonfor htm the sobriqu et of "Boobey.
If we fail to receive adequate benefits
from the appropriations which our
Congressmen and Senators have ob
tained, it will be attributable to the
unpardonable ignorance at the head of
the war department, which in this in
stance, completely proves the fallacy of
hereditary greatness of fitness for office.
Representative Page, in answer to a
direct inquiry whether the House com
merce committee would in the face of
':e report of Secretary Lincoln under
take to put through a river and harbor
bill this year,1said they most assuredly
would; that the committee intended to
frame reply to the Secretary's report,
which would show that he had made
some very wild statements. He said
that among the list of harbors the Sec
retary said would not be benefited by
the expenditure of money appropriated,
was Plymouth harbor, Massachusetts,
and yet the President had sent to Con
gresi a special recommendation for this
appropriation. He said it would be
news to the Pacific coast that the Sac-
ramento river is not a navigable stream,
yet it waters earned ocean vessels for
hundreds of miles and had a large
commerce. Page said that the bill
vould be drawn and .passed making
appropriations for all rivers and har
tt where it appeared that appropria
tions heretofore nade would be ex
hausted by next July, notwithstand
ing the President's recommendation.
A Buffalo paper says "the result of
the election was hailed by the old con
tractors' ring with delight,, because it
took away from the head of the city
-government the man whom they hated
and feared." -This sounds bad enough
for BufTale, in one sense, .because she
lcset a good mayor; but,1 as a part of
iha State of, New York, she can con
gratulate Kerself on having a good

says that the President bus approved
the act to reimburse Oregon and Cali
fornia citizens for monejs paid in the
suppressitn of Indian hostilities dur

Tlio Republicans and people gener
ally, in the East, do no more compre
hend the Chinese question than they
understand the Indian. The telegraph
informs us that the Attorney Ganerai
has given an opinion that prohibition
against Chinese entering our ports ap
plies only to laborer and others in
tending lo remain in th j Ui i ed States,
and that the law'does not prohibit Chi
nese of any -condition landing in or trav
eling tin otiga the country whose, pur
pose is to go elsewhere. Undor.such
a ruling, the '-restriction act is utterly
worthless and amounts to nothing.
Ten thousand Chinamen can land here
to-morrow and on dimply their word
that they propose going to New York
and thence to CttVa, or perhaps to Eng
land, every one of them '.could safely
stay within five' hundred miles of this.
city and never be molested. There is
not one heathen in fifty known from
one another on our streets f ter he is
landed, and what is to prevent them,
after once landing, assert that they had
a residence here prior to the passage
of the restriction act. If a dozen white
men were to swear that a particular
Chinaman had come subsequent to the
passage of the restriction act, a hun
dred Chinamen would soon be re.uly to
swear he wa3 -barn here, if 100 years cf
age. There is absolutely no secrrlty
against the influx of the Chinese, if this

opinion is taken by the Federal officers,
and coming from the Attorney General,
it is an official order which they must
obey. We may not exjiect to see
them, under this ruling, to corns herp
by the cargo. They are sharp enough
not to land in bulk at our wharves, but
they will land in British Columbia and
Lower California, and in squad3 make
their wy into the interior of California
and Oregon, and no power wi'l be
found to prevent theui from becomins
permanent inhabitants in the first town
they strike. In case a. Chinaman ar
rives here, .'under this opinion, and the
law officer attempts to if fuse him a
landing, .and he claims he has come to
Oregon in order to go'to Victoria, whose
duty will it be to see that he goes; cr,
he states ho wishes to go to New York
and thence to Europe, 'who will follow
the ''movements of such; and see that he
goes. Under such a rule as this, the
restiiction act i-houlJ at cn:e bo re
pealed and not allowed to stand as a
lie upon the statute books. It is a
farce . of. the most palpable" character
and shews the utter hollowness ot the
Republican party which has claimed so
much devotion and love for the labor
ing classy. So far every case decided;
under the restriction act has been a
gainst the law, and it is probable that
the Republicans who voted for the bill
knew it was of no value when the did
so and Arthur signed the bill with tha
same knowledge. A law passed and
p'aced in unfriendly hands to be Car
ried out, as a rule, amounts to but litt!o
a id in this case to nolhing...-Stand.
Representative George has intro
duced a bill to-day asking for the fol
lowing appropriations for the north
west Pacific coast, principally in ac
cordance with the estimate of . the en
gineers in charge: For the permanent
improvement of the mouth of the Co
lumbia river, $500,000; additional ap
propriation for the harbor of ref ugo at
Port Orford, $450,000; locks at the
cascades, $50,000; lower Willamette
and Columbia rivers from Portland to
the sea, $1 25,000; Ccos bay, $75,000;
Yaquiua bay, 140,000; 'Columbia
and Snake rivers, $56,000; Coquillo,
Upper Willamette and Yamhill,
$31,000; Urapqua river '$12,000; Cow
litz river, $3,000; Yonngs river, $1000;
Levis river, r $2,500; Siuslaw river
survey, $1,500; Tilamook survey,
$1,500; Alsca river, $2,500.

The conditions having been met at the
ast legislative session, Mr. Villard will
place ia he hands of regent3 $50,000
in Northern Pacific six per cent bonds
interest livable semi-annually. If, how
ever, at any future time, the board Of
regents can secure a more profitable in
vestment of the fund, they are at liberty
so to do. So soon, as there are available
funds, many plans looking toward the
general improvement of the University
will be matured. Mr. E..E. Biuk,
graduate of the University, has bee,n
employed already as a tutor in the iv

position, and the board of regenta are
to be congratulated on his selection
