Assessor Strange bad completed the assessment ot tbe county, and returns the taxable property as amouiit'mgto $2,100,000 a slight iocreaae (60,000) over last year. In . his report he shows that there baa been a remarkable in crease in individual mdebeted uess throughout the county, and in many instances the lndcbeted ness ot a number baa-doubled, and there is a still greater number ot instances where the indebeted- ness has increased one-third in amount. - This last feature in the Asses 'ecr's returns is not altogether gratifying, and yet cannot be helped. There is still eomethiog ( worse, behind, in that most of the increase of indebtedness has been brought about in' the purchase of farming implements and ma chinery and in the improvement of farms with the expectation of a bountiful harvest and good prices tor wnat, and there is neither to reward the producer for the labot and capital he has expended durii.g the last nine or ten months. It is true that there has been rust in the wheat fields of this county this year, the first tifpe in twenty-five years, yet many of our farmers are Dew purchasers of land upon which from the commencement there was an indebtedness, incarred in the purchase, and the failure now comes upon tliem when tbey need prosperity the most, and they have only the alternative of in creasing their present indebted- - x i " ' ." V. ''. ' - -C " T"rfe88 with the hope ot better crops and each prices next harvest as ..will leave them once more treo of debt. We do not expect the rust again next year; but the qaes tion is, - will- prices rule high enough then to leave the farmer in debt a sufficient profit to wipe out his indebtedness? Another failure m crops and low prices would leave many ot our farmers bankrupted. But in thib dark cloud there is to be traced a small etreak of si 1 ver limn?. The assessment this year will permit a reduction of taxation of two mills on the dol lar, and the amount of taxes col lected will furnish ample means to Day the last dollar of the county indebtedness. This year forty thousand dollars will be re quired to run the county and pay the debt, and next year taxes will bo decreased at least 'one-third what thev are now. "In the event ot low prices ruling for wheat next year, it is 6afe to argue there will be a heavy harvest and less taxes to pay. .HURRAH FOR CALAPOOIA. . We hear it from an observing Independent that there are 150 more Independents on (Jalapooia ... creek than ever belore known iu the history of the country. We do not publish the statement of our Irieud with the intention ot creSting a horrid nightmare lot the average Douglas county poli tician, though the sight of an houent Independent is frightful in the extreme to the politician, but more for the purpose of permitn ting the gallant and Independent Old Guard who have through de. feat yet held together and remain ed tba oalance of power io the terror ot political thieves. One hundred gam in, Calapooia precinct means at tbe next dec- . tioa one hundred and fifty or two hundred majority for the Inde pendent ticket, or those who will be chosen by the Independents on other tickets, in the next cam paign, and when Calapooia polls over two hundred majority for any man upon any ticket there never,, can be a question as to his election. Three yearo ago Cala -pooia precinct gave an Independ ent rjQHjerity of from forty to fifty . and the. Iudepenaerits have sitice then held their own. It is true the Independents have not. cast their vote solid for any ticket, bi t the forty , or i fifty " majority has as made itself paramount upon every y occasion. . To take ' our Inde pendent friend's stateraent-aa cor rect, and allowing rothing for his enthusiasm,' one hundred taken from the other parties, counts two hundred for the Independents, and wheu added to the vote of the old Independent " veterans make two hundred and forty Independ ent majority in Calapooia precinct on a straight vote. But we will be liberal even with the politi cians this time, and we will say the gain is only fifty, and even at this figure, Calapooia precinct is good for one hundred and fifty majority at the next election. Hurrah tor Calapooia. When next we hear from our friend we will be ready to about, "Hip ! nip! Hurrah l" It will soon be time for the ap pomtment ot persons to take fhe decennial census.,... The method ot taking the census will be about as lollws: " On or before March 1st, 1880, the aecretaryoi the Iu terior shall appoint one or more supervisors of ceusus for eacn State, but the whole number shall not exceed 150. . These su pervisors shall appoint enumera tors in each county, any county having over 4,000 inhabitants vrill be divided into districts, the enumerators shall begin on the first Monday iu June'. 1880, and fin iah before the first Monday in July, 1880, requiring the work to be finished in less than thirty days.
