er advocates of the incorpo

zens of Oakland were at times
disturbed by the disorderly con
duct of whisky-drinking ruffians,
and hence there must bo a city
government at any cost. Well,
fitry-five citizens' taxes were
doubled. So far so good. But
whom of the number ot incurs
porators will have the cheek to
deny that two constables, elected
as provided by the Statute with
out lDcorporation and its expeu
8cs, cculd have maintained good
order in the town, anu compelled
the rufHana aforesaid to pay the
costs ot their wrong-doing with
out an increase in the amount of
anycitizeus taxes? Ihe town
lot owner will not argue on this
point even; and i. he admits this
much, who can contend further
that a useless increase of taxation
cau possibly be a public benefit?

Now, was Mr. McKinnon a vo
ter? The judges of election said
not; according to the Assessor's
returns, Mr. McKinnon no v pays
poll-tax only. Under suc'i cirs
cu instances he uat afford to sup
port a vcity government for the
benefit ot friend-, since it can
cost him nothing, and he can
-grumble on the same plan, since
.he has nothing to lose.

In saying this much we do not
intend to reflect upon those wh.i
were not schemers and specula
tors in the incorporation business.
We want only to bo understood as
one defending the right and ops
posing the wrong; and while we
may iut admire thejudgment ot
some men who pay too much tor
a whistle, we must condemn in
plain J language those who reap
he reward secured always by de
ceit and low cunning.

A copy of the bill pissed by the
last Oregon legislature, pertaining
to hiring Chinese on any public
work in this state, together with
an introduction to the bill by the
Workingmen'a l'iotective Uion,
has been sent to our Senators and
representatives from this State to
Congress, and'a reply is expected
thcefrom in a short time. The
gentlemen who sent the bill com
Dlain that Ball & Piatt, the con
tractors on the canal at the Cas
cades, employ some fifty Chinese
on 'tie work, and that under such
bill as p.issed the work is illegal,
and ti ie contract can be declared
i ull and void. From what we
can learn it seems to be the in
tentioii of the Workingmau's
Union in Portland to push matters
through to a test as soon as possi
ble. I

General Howard, in a recent
correspondence with liev. Geo.
II. Atkinson on " the lnd'au
question, admitted there was
Some danger of au outbreak
from two localities, but thought
the government could and would
take proper measures to prevent
such troubles and losses as we
have had that much trouble may
be avoided by a strict adherence
on the part ot tie government to
promise and stipulation of trea
ties now about to expire. lie fa
vors our view of granting home
steads under patent, with all the
legal rights, to heads of families ;
believes, as we have beloved for
3 ears, that it wi" help break tri

der the laws and customs of white

has justj returned from a tour of
observation on the coast ports of
Oregotj and Washington territory,
and the information he has thus
obtained, by personal inspection,
he proposes to utilize during th
ei.sjing season ot Cougress,in the
way ot piomoting legislation to
develop- the coast trade and im
proving the harbor a along the
whole Trie, lie will be able to
speak more intelligently upon the
important snlje.;t, and there h no
just cause' why his efforts in the
direction mentioned shouid not
be favorably received.

Let politicians te tch what les
sons they wi'l upon the recent No
vember elections; the moial sure
to he drawn hy those abroad who
hold our necirities is that we are
at honest people, and that we may
be relied upon to pay ur lawful
debts in genuine money. We
shall sanction r.o such thing as
repudiation,- no matter , how it
muy be disguised or what new
name may Do invented tor it.
Good faith with ihe creditors of
this nation at home and abroad
must and shall b maintained.

In last Tuesday's Salem Slater
man appeared an editorial article
under the caption of "My Grand
mother." Our readers will be
pleased to learn that the article
had no reference to our'ohl friend,
Odell. since it was not a personal
sketch of the editor of that paper.

THE SUCCESSFUL FARMER.
The ambitious farmer, if per
sistent, is always successful. Ann
successful aa a farmer he may be
successful as a man. He developed J
in culture and breadth. lie has;
the confidence of the community
in which he lives, lie is called
upon to fill the 6mall but impor
tant neighborhood offices. lie is
commissioner of highways, school
director, justice ot the peace. He
tills these offices well. His abili
ty is strengthened. He is sent to
legislature foi the Statu. lie knows
the wants ot the people and he
works for them. , A seat in Con
gress is within his reach. In tact
there need be uo office within the
gift of the people to which he may
not aspire. But such a man will
never torget he is a farmer. Be
ing a true man he thus ennobles
his profession, lie has no cause
to be ashamed of it. To him
there is no higher calling. And
such men will convince, are con
vincing, the world that there is no
vocation higher or more honora
ble. For the good of the country, as
well as for his individual good, it
is the duty ot 'tie tanner to be
ambitious, to get out of the ruts,
and assume all the rights and re
sponsibilities ot hi- pisiuou.
