the purpose of "getting in on."
A few extracts from his plat
form will suffice, for the present,
to show how difficult a task the
governor had in framing a plat
form which should entice repub
licans, offend no democrat and
serve his own unselfish, non-partisan
ends that is to get in on.
Aftrr the usual statement of
importunity by' many from a
parties to become a candidate he
launches out :
"I believe firmly in the direct
primary." If he did not so be
lieve he'd be the only exception
in Oregon. "I believe in the
election of United States Senators
by direct vote of the people,
Years ago Oregon, by the action
of a republican legislature, offi
cially expressed the desire of Ore
gonians that this method of choos'
ing senators should be adopted
For many years the senators and
representatives in congress from
Orecron have favored and now
favor this method. The gover
nor has no advantage here over
either Senator Fulton or Mr.
Cake.
"To accomplish this no candi
date should be elected to the leg
islature who does not unquali
fiedly sign Statement No. 1."
George E. should hang on here
it is his best hold, but he has no
mnnnnOlv of it. But this, he
says, is the only issue. Has the
tariff been revised, the currency
Rvst.pm corrected and a score of
things carried to completion along
republican lines as they should
be ? Republicans see that there
are other issues, vital issues of
greater moment than this. Can
the President and the Republican
party be better served by a non
partisan senator who is a Demo
crat than bv an earnest, tried and
true Republican ?
Mr. Chamberlain would have
us believe so. for, from his own
language we gather that no Re
publican, even though he has im
bibed his Republican principles
with his mother's milk, can be in
rr.ore nerfect accord with the
President than he, the non-part
isan Democrat Geo. E. Chamber
lain. Hear him; " The President
of the United States and theDem
ocratic and Republican masses
are in accord on all vital issues.
As a result the President has an
tagonized large numbers of his
own party."
Truly this is a most unusual
result of accord. But then the
accord of the Democratic masses

of such "large numbers of his
own party. " Of course the Dem
ocratic party lines right up
squarely with the President and
supports him and his policies.
That is what the Democratic
party sends Senators to congress
for. What man of any party in
Oregon is in such perfect accord
with the President as Mr. Cham
berlain ?
He says "I have been in hearty
accord with most of the policies
of the President." This tense,
"hjvf hppn." is not satisfactory, tion an omce separate trom a
We are not ignorant of what sort private business, at the City Hall,
of accord he has shown in the
past with men and measures
known as Republican, but since
he seeks Republican support he
should plainly state the present
measure of his accord. Is it full,
fair, frank, earnest accord based
on life-long devotion to Republi
can principles : Mot for a mo
ment do we believe it. Then
what policies does he exclude
from "hearty accord" by' the
phrase "most policies?" These,
in the opinion of Republicans,
may be vital issues. He certainly
should explain these things at
large to Republicans. Will he do
so ? Probably not until he is
sworn in as Senator from Oregon.
But if he goes to the United
States Senate it will be because
the members of the legislature
have no discretion in the matter,
and must support him, even
though it violate the conscience
of every member. It is necessary
that Senators respect and obey
the will of the people. The Gov
ernor is very earnest on this mat
ter. "There is no othsr issue be
fore the people" he assures us.
He has us almost persuaded
that he alone, if elected, would
consult the people in all things
and obsequiously bow to their
will. We are all most convinced
(he would refer the style of his
clothes and the brand of his whis
key to the will of the people,
the dear, abused, senatorially be
deviled people. But, hold !
If elected, "I will support those
measures, whether of a Republi
can or Democratic administration
which my conscience approves."
We do not quarrel with the Gov- j
ernor tor this. Tney all do so
or should do so. Possibly the
members of the legislature should
do. When conscience enters the
arena argument may cease. Yet
indeed, the governor should say
what kind his conscience is. Is
it "void of offense toward God
and man ?" Is it ' 'seared as with
a hot iron," or is it of the elastic.

votes ?
W'th a hint to Harry Murphy,
we think, could the Colossus of
Rhodes have seen it he would
have jumped down, beaten at his
own art by the greater straddle
of our Governor. With one !foot
resting on the Democratic Jack
ass, ana tne otner ligntiy planted
on "the Republican Elephant.,
and install- proper files and other
equipments which will enable
him to more conveniently care
for the increasing work of the
office." This will not only re-
J quire a man ot clerical ability
but one well versed in law, and
to our mind we could not find a
man more peculiarly fitted for
this important position than G.
W. Denman. For twelve years
he has filled his present position
as County School Superintend
ent, not only spending his entire
time in Jthe work, but also the
principal part of his salary in
the cause of education. He has
made one of the best Superin
tendents in the State and placed
the schools of this county on
such an advanced plane that it
will make his successor hustle to
maintain the present high stand
ard of excellence.
While s'ome of us were asleep
George studied law and will be
admitted to the bar at the next
term of court and hence he is
legally well qualified. His rec
ord of doing things in the past
is ample assurance of his ability
to make a good Police Judge,

POLICE JUDGE.
With the enviable record he
has made as an officer our peo
ple will regret to see Mr. J. F,
l ates step out ot the omce of
Police Judge at the end of his
resent term. Since 1895 he has
held the office, having twice been
elected, and had he not refused
to stand as a candidate it is
lislilv probable he would have
been re-elected without oppDsi
tion for the third term.
It is seldom we see a man hold
such a position without making
many enemies, but when h red
put the trimmings on an offend
r lie did it in such easy, grace
ful and dignified manner, always
tempering justice with mercy,
that none seemed to take offense.
Malice never enters into his rul-
ngs and in all the trying cir
cumstances his well balanced
mental faculties have been equal
to the occasion. The fact that
that the City Council, without
olicitation on his part, and cer-
ainly presuming he would be a
candidate for re-election, raised
the salary of the office,
hows their appreciation of his
ervices. We believe that when
a man makes a good officer it is
the duty of the people to say so
as it is always an incentive to his
uccessor to emulate his exam-
le and keep step with the rapid
growth of the town.
Now that Mr. Yates has hon
orably retired as a prospective
indidate, suggestion's naturally
come to our minds as to his suc-
essor. As indicated by Mr.
Yates in his retiring card, the
office of Police Judge has grown
to be a question of vital import-
nce to the city and it "should
furnish the holder of this posi-
ti
In his Corvallis speech last
June Senator Fulton made the
declaration that if he did not re
ceive the popular indorsement in
June he would not be a candi
date before the " legislature. In
view of the activity of his, parti
sans in the state against State
ment No. 1, The Journal had its
Washington correspondent ask
Senator Fulton if he still stands
by that declaration, and his an
swer thereto was "I am notmuk
ing any statements now." This
refusal to reiterate his declara
tion, together with the opposition
of his Oregon friends to State
ment No. 1, raises the question,
if, after all, the Fulton move
ment has not had its ultimate in
an attempted legislative election
instead of popular choice. The
plan of some of his friends of
accepting a candidate if he be all
right politically has its wide ten
dency toward promoting a com
plexity that will after all throw
the choice into the legislature.
