ITS IMMORALITY.
Our people are moral, and will
not knowingly and willingly ap
prove, aid and abet anything that
is contrary or offensive to their
sense of morality. This respect
for the moralities of things they
carry into their civic life. They
will rebuke civic or political im
morality just as sternly as they
do social or business unrighteous
ness. Unfortunately the immorality
underlying some public questions
is not easily perceived. It may
be, usually is artfully and deftly
concealed. This deception must
be practiced. The immoral ele-!
ment in certain proposed meas
ures must be hidden from the
people or the measures them
selves will be repudiated by the
people. .
The free coinage of diver at an
arbitrary ratio to real values as
expressed by gold was an allur
mg, specious measure. But as
quickly as the people saw that it
involved the immorality of dis
charging an honest indebtedness
of one dollar's value by the pay
ment of fifty cents or less they
would no more of the free coin
age of silver.
Our objections to Statement
No 1 are based, mainly on its
manifest immorality. We have
believed when the people saw
this, the statement would be
ignored, wholly disregarded.
We observe this is the case.
The people will not resort to the
use of immoral means even to
reach desirable and righteous
ends.
They' read: "Thou shalt not
forswear thyself," and see the
immorality of requiring their
servants to do. so. They respect
the sanctity of an oath and will
not consent to any sort of pro
cedure which may impair such
sancity and tempt men to regard
the moral responsibilities of an
oath lightly.
Further than this: Our people
see the immorality of violation of
law. Law, even though it does
not work out all the results de
sired, is to be respected and en
forced. It is grossly immoral for
any one wilfully to violate law
or to encourage others to do so.
The constitution of the United
States is the supreme law, and
its violation is an immoral act
Our people see that Statement
No. 1 invites men to forswear
themselves; that it violates law,

of this the people care little for
the wrangling of politicians over
the Statement.

possibly, in some distant future.
It seems almost incredible that
Mr. Hughes, who is Governor on
the greatest state in the union,
is unacquainted with the wonder
faT, beautiful and simple discov
ery made by our trusted leaders
here in Oregon. The whole
scheme of government without!
party is easy and simple.

selfish and needless. A minority
party can never get its rcachin
ery to work just as successfully
as is desired. Persuade the ma
jority party its machinery is out
of order. This is all that is nec
essary. Party machinery de
stroyed, party cannot long en
dure.
Then see, now, the wisdom of
the boys who burned the barn to
be rid of bumble-bees has been
vindicated. But yet more desir
able. Office does not have to go
seeking for men. Men can now
seek ths office. Dick, Tom and
Harry may now chase for office,
and as for principles, policies
and purposes the old parties
combined were, in comparison,
simply poverty stricken. This
feature is not bewildering, how
ever, since "I want the office" is
the full explanation of it,
If we did not abhor slang we
would say to Governor Hughes,

IGM1XAXCE OF HUGHES.
Governor Hughes says he be
lieves in government by parties.
It is evident he is a fossilized
specimen of an ante-diluvian
politician. At least he has never
heard of Oregon and the wonder
ful discoveries made in the
science of government by the
wise men of that most fertile
state fertile in everything but
wise men. Of these we have, so
far, produced but a few, two or
three probably, but we are young
yet and hope to do better present
ly. It is not numbers of wh:ch
we boast but quality.
We know that in past time
many wise men, all wise men,
indeed, believed as Mr. Hughes
does. It is even possible that
sometimes they wished they did
not believe so, but all human ex
perience taught that it was a cor
rect belief and they clung to it.
We use the past tense, was, cor
rectly, and as it should be by all
Oregonians, for our wise men,
our super-eminently wisest wise
men have put party government
in the past not in the remote

. Meat Inspection.
A commission of seven expert pa
thologists not members of the depart
ment of agriculture was appointed dur
ing the year to advise regarding those
portions of the meat regulations which
deal with the disposal of diseased car
casses. According, to Secretary Wilson's
report, the general conclusion of the
commission was that "if there be any
general error in . the regulations this
is in favor of the public rather than
in favor of the butchers ajid packers."
