POSTAL SAVINGS BANK SYSTEM
Since the failure of the Steus
land bank in Chicago, a strong
decided movement has been made
by the people of Illinois to get
petitions, numerously signed, to
present them to congress asking
that body to pass a law creating
Postal Saving Banks.
In some respects the Postal
savings bank system has some
apparent meritorious considera
tion. However, as its head
management will proceed from
the city of Washington near the
larpce financial center, New York,
it will afford another link in
the already burdensome chain to
the disadvantage of the common
people. Because the money will
be concentrated in large moneyed
centers of the East, thus with
drawing it from the sparselv
settled districts.
If tha people deposit their sav
ings and moneys in the banks
nearest their homes, such bank
fiords the means by which small
sums are gathered together ag
gregating large amounts.
When anyone in the community
wishes to borrow money to im
prove his farm or buy some stock
or to assist him otherwise, in
business, he can go to the
home bank with proper security
and borrow reasonable sums to
assist him. If however the same
deposits were placed in a postal
savinnr bank and the proceeds
transferred to the U. S. treasury
at Washington the Secretary of
the treasury would as hereto
fore deposit the same in the
United States depositories in the
large cities.
This process would certainly
make money scarce in the coun
try districts and make it more
difficult to obtain funds to pay
laborers and transact the country
trade, while the Wall street
speculators and traders on stock
exchanges would have the postal
saving funds to assist them to
operate and squeeze the small
investor.
It certainly would be difficult
to carry on a postal savings bank
system wherebv the money would
b 3 loaned to needy borrowers in
the remote and sparsley settled
districts as it now is loaned by
the banks near the depositor's
home.
COMMITTED TO ASYLUM.

After an eventful career which
in many respects, as recounted
by old residents of" this city, was
highly sensational, S. M. Driver
hss been committed to an insane
asvlum in California.
In years gone by he resided in
Corvaliis, being the eldest son ot
Rev. I. D. Driver, who was then
pastor of the First Methodist
chinch in this city. The son,
now insane, was called into ser
vic in time of the Indian trou
bles, to keep peace ia Corvaliis

the United States where he

ister a year or two after his mar
riage. The dispatches Tuesday con
tained one from Los Angeles
which tells the story as follows:
Rev. S. M. Driver, formerly
one of the best known Methodist
ministers 'in the West and tor
several years a r-'-Heit of Los
Angtles, was today committed to
Pattern Insane Asylum. The
ground for his commitment was
suicidal mania, alleged . to have
been brought on by alcoholic ex
cesses. For a time the commis
sitreis were . loath to .end the
minister to the hospital for the '
insane unless Mr. Driver con
sented to such commitment, and
he said that he would go willing
ly to the hospital so that he can
overcome his craze for liquor.
Throughout the examination
the minister talked rationally and
his conduct was perfection itself.
It is said a three months' rest
cure to ease his nerves is all that
the minister needs and that only
melancholia caused his attempts
to end his life.
- Driver graduated from Willam
ette University at Salem, Ore.,
and soon, entered the Union
Army as a volunteer. He served
throughout the war and then en
tered the ministry, serving until
a few years ago. Three years
ago he was presiding elder at the
Idaho Conference. -"
Last Thursday night, accord
ing to the testimony offered yes
terday, Rev. Mr. Driver attempt
ed to commit suicide by drinking
poison, tic was saved by quick
work on the part of his family
and was then locked up oa an
insanity chaige.

meeting in the Alsea valley.
