FIGHT CORRUPTION.
- Throughout all Christendom
there is more or less corruption.
Sometimes the evidence is glar
ingly apparent, again all evi
dence is cunningly concealed.
Corruption may be of a public or
- -
vigorously adhered to by men of
all climes. No man alive today
will ever see the time when he
can salelv declare that there is
no corruption in his community.
There may be none, but he will
not be able to prove it. From
and before the time of Jesus
Christ there has been evil doing,
graft or thievery, whichever you
prefer to call it, corruption, be
tT:ival, assassination, and what
not? Christ himself was betray
ed for a little paltry silver.
The most notable fight against
public imposition in the West for
many years is that now being
waged in San Francisco by Fran
cis Heney, the noted prosecutor,
against Ruef, the most daring
and cunning boss that ever com
manded an army of cohorts in
that municipality. Just at pres
ent, so soon after the great earth
quake calamity, if ever in the
history of the Queen City of the
West, San Francisco is in need of
men true of heart and courage
and of upright and honorable
principles. She is threatened by
"boss rule," for "boodle only,"
at the hands of unscrupulous Abe
Ituef and so outraged have the
batter class of citizens become
that it is a wonder that Ruef has
ribt been done bodily harm ere
this. As it is Mr. Heney has
the rogue, Ruef, in court and
may he receive justice that is
all any honest man could ask.
It is the duty of every honor
able man to assist in maintaining
moral discipline in his own com
munity; it is a duty which should
not be shirked; it should be the
first to receive attention. It is
the duty of the papers to stand
for what promises the "greatest
good for the greatest number."
Crime, evil-doing, graft, and all
of those things, stigmatize their
perpetrators and brand them in
the eyes of their fellows as rog
ues. The scoundrel at heart is
never safe, for he is ever fear
ful of exposure. If a man has a
dirty past it is only a matter of
time when the light shall be
turned upon him and all his dark
secrets revealed. The news
papers must furnish the light,
but must first be absolutely cer
tain of their ground. " It is an
old saying that "murder will
out" it might be said of a man
who so conducts himself that he
is driven forth from his commun-
ity to return no more that "a
bird cannot fly so far that its j
tail (tale) will not i follow it."
In ell probability in our next
issue it will fall to our lot to
chronicle some of the pranks of
Hallow'eeners. An indulgence
in harmless jokes, even if prac
tical, will generally be accepted
by the sufferers with a fair
amount of ;race, but it is carry
ins the fan too far that raises
the wind. ' Fun is fun, and we
hope the beys enjoy it in great
measure, but also hope that they
use some judgment in the mat
ter. When it comes to changing
houses and lots on people while
they slumber, it naturally makes
the
Attended His Funeral.
One of the Isrgest funerals
held in that locality in years was
that of the late W.' Fiank Miller
which occurred Friday at Sum -mit.
Many CorvalHs relatives
and members of the Order of Elks
went ovtr on the special train '
in the iorenoon, returning at 4
o'clock - p. m. Forty memoe s
of the order attended from the :
Albany lodge. I
Representatives of the Elks
from Newport also attended the
funeral of their brother member.
Members of the I. O. O. F. lodge
of Kings Valley paid their final
tribute to the memory of the de
ceased, of which order he was a
member. Floral contributions
from the different lodges and also
from the bridge carpenters em
ployed on toe C. & E. load,
were elaborate and beautiful .
Is Becoming Serious.
The car shortage is becoming
one of the most important sub
jects of discussion today among
all classes of business men, "tor all
are affected by the conditions and
business of all kinds is interfered
with because of the peculiar par
alysis that results from the in
ability to secure transportation.
That neighboring counties are in
the same trouble is shown by the
story put out by the Dallas Ob
server, which says:
"The car situation in Polk
county is assuming a serious
aspect. With millions of feet of
lumber piled up in the yards at
Dallas and Falls City, and with
orders for shipments piling in
from all parts of the United
States, the mill men are now se
curing an average of only three
cars per day for the entire dis
trict. The sawmills in Dallas
and Falls City are cutting, on a
safe estimate, 300,000 feet of
lumber a day, and the carsTur
nished will move less than 20
per cent of this output. The.
Falls City Lumber Company has
nearly 3,000,000 feet awaitiup
shipment, the Oberer-Meyer m: 1
is practically at a standstill, and
the Johnson and Willamette Val
ley mills in Dallas are seriously
handicapped by reason of the
lack of transportation facilities.
"The mill owners of the coun
ty feel that they are not receiving
fair treatment at the hands on
the railroads, and are gathering
evidence to show that there is
discrimination against Polk
county.
"Whether this discrimination
is intentional, or whether it so
happens on account of location,
they do not know, but the fact
remains that such discrimination
does exist. Thev announce theii
intention of doing all in their
power to induce the railroad
companies to relieve the situa
tion, and, failing in this move,
it is probable that tbey will carry
their fight for justice into the
next Oreeon Legislature. It is
the general opinion in the Wil
lamette Valley that if the rail
roads do not come lo the llef ot
the mill owners, it is certain that
such a measure would be adopted
by the people at the following
general election, under the new
initiative clause in the state con
stitution."
