IN NO HURRY.
Some six or eight months ago
Russia dispatched the Baltic fleet
to the Far East to annihilate the
Japanese fleet under Admiral
Toga. Great things we were
given to understand were to hap
pen to the Japanese in short or
derthey were soon to lese con
trol of the seas of the East.
At no tiniecan the Russians be
charged with anything of a 'bril
liant nature since their depart
ure. : True owing no doubt to
the extreme nervousness of those
in command, they poured shot
and shell upon a fleet of inoffen
sive English fishermen, and beat
a hasty retreat for fear the fish
ermen would do them damage.
The hasty , departure of Rojest
vensky on this occasion, was
either the result of cowardice or
cold-heartedness." If, as he claim
ed, he mistook the fishermen for
the enemy, ,he appeared in his
hurry to get away to be extremely
afraid of said enemy. On the other
hand, if he did discover the mis
take made, -there was no sym
pathy showed for the killed and
wounded, nor the condition in
which he left the fishing fleet.
Either way you look at the mat
ter there is nothing here that re
dounds to the glory of Russia.
From this time on to the pres
ent the fleet has lagged, tarried,
dallied, anything to kill time and
retard the dreaded meeting with
the Japanese. Finally after many
months longer tnan would be - re
quired for an ordinary craft to
-cover this distance the Baltic
fleet arrived in the China sea. ;
Here it is claimed that the fleet
violated French neutrality laws,
and much international friction
and correspondence ensued, and
it appears that more from shame
(if such were possible) than from
anv other cause the fleet made a
feint to leave French waters.
Judging from the fishing inci
pient, the alleged, violation of
Trench neutrality, and the re
markable sluggishness" of the
movements of the Russian fleet,
one-is forced to the conclusion
that the Russians sought not
their foes, but were desirous of
in some way involving the other
nations.
Of late the great object .with
the Russians appears to be not
to meet them, but to dodge them
.and arrive safely at Vladivostok.
In all probability an engagement
will occur soon between the two
fleets, as it is hardly believeable
that the Russians are good enough
dodgers to escape Togo. ' - .
Look at the matter as you will,
;there ' is nothing of a brilliant
character chargeable to the Bal
tic fleet 'to date. An engage
ment of some nature will soon
occur it is thought and it is pos
sible, but. not probable, that the
naval forces may redeem them
selves in the estimation of the
world. '
' Since writing the above the
fleets have come together m
battle. Dispatches were flashed
throughout Christendom yester
day announcing "that a. great
naval battle had been fought,
and was" still thought to be in
' progress. The latest report was
that the Japanese were victor
ious, having annihilated the
Russian fleet. Twejve . Russian
warships are reported to have
been sunk or captured .by the
Japanese. ' : -"

be a public holiday in the three
states of Oregon, Washington and

houses will close. The attend
ance at the Fair during the day
is a matter of conjecture, Vbut
there are those. who predict that
it will reach 100,000 people;

the size of Portland and the com
paratively limited population in
excursion distance,': would be ' re-t

will be available from; all points
in the Pacific Northwest, and it
is believed that there will be such
a gathering on that day in Port
