EDITORIAL COMMENT.
Attention is called to the fact
that there has not been a hold-up
in Portland since the Lewis and
Clark promoters went to Wasn
ington. The dispatches, how
ever, announce the senate has its
hands up.
j j
Dowie says he built Zion near
Chicago "because there was more
devilment tnere to me squaic
yard than anywhere on earth."
He now proposes a new Zion City
near San Francisco. Dowie may
be a little off on some subjects,
but he knows something about
cities. He is said to be in doubt
yet as to whether his third ven
ture will be near New York or
Seattle.

the wrath of Representative Her
mann on their devoted heads.
He told Burton that on most
works the damage from failure
to continue the improvements
and protect what had been done
would cost more than the bill.
Fortunaly a great part of the
Oregon work is covered by con
tracts, and will go on. The
result of the committees action
on this matter has caused much
dissatisfaction in congress.
May Not Get Depositors.
Attorney-General Crawford ren
dered an opinion in answer to a
twiiipsfc from Dist. Attorney Geo.
M. Brown, of Roseburg in which
he holds that the law requiring
banks to give Assessors a list of
depositors is void.
The Attorney General says the
tirl of the act is. An act to em-
tvwev Assessors to assess bank de.
-1- . TVto Iwlv of trip act is
to compel fife officers of the bank
to lurmsu a ut- ui x uv.iwi
, and providing fine if they fail to
do so on the request of the Asses
sor. The test is: "Whether tak
ing from the title the subject we
can find anything in the body
which cannot be reterrea to mat
snhiecL"
The subject of the act under
consideration is to autnonze -assessor
to assess bank deposits.
The tody of the act requires the
Assessor to call upon bank
officers and procure a sworn
statement of the names of depos
itors, and to fine such officers if
they fail to furnish it. ine nn
ing of the officers is not includ
ed in the title, to authorize As
sessors to assess bank deposits.
Anv nerson reading: the title
would naturally conclude that
the purpose of the act was 10
confer the cower upon the sev
eral county assessors of the state
to assess money deposited in
banks, and thev would not for a
moment suppose that it was in
tended to compel bank officials to
furnish lists of depositors to as
sessors, or to punish them by a
fine if they tailed, so to ao at ine
reanest of the assessor.
In my opinion, the body of
the act is not germane to we
title, and the act is voia.
