EDITORIAL COMMENT.
The passenger railway strike
that has been keeping Chicago
Sa turmoil for weeks and making
trouble for thousands of people
that had no part in it, has at
last been settled. That it was
settled by compromise proves
. conclusively the folly of those
who inaugurated it. The men
are back where they started from,
all thev have to show for their
long and bitter fight is a dead
loss of over $80,000 in wages
that they ought to have bad.
The company's loss foots up oyer
a quarter of a million, which
they are better able to lose than
the men. The loss to the gen
eral public, the patrons of the
road, and merchants cannot be
computed in coin, but it would
be safe in placing the entire loss
to Chicago and Chicago citizens
at a good half millionand al
for what?

- Young Frank Hurt, of this
ty has not yet recovered his
normal mental equipoise, aad
still remains under the spell cast
on him by Parson Creffield . He
recently made an attempt to in
fluence Miss Esther Taylor, once
a member ot tne society nere, to
remain true to tne iaun. ine
young lady is now at the home of
the Boys and Girls Aid Society,
in East Portland, suffering from
mental derangement due to the
religious mania said to have been
brought on by the ravings of the
fanatics. With a carelessness
almost criminal, Miss Taylor was
allowed to be taken to church on
Sunday last, and on the way
young Hurt met and urged her
to "Remember and keep on vic
tory's side." This greatly ex
cited her, as her inind is still
very weak, and she made a scene
in the church. The officers of
the Home are to be blamed for
making this scene possible, and
it is hoped that Igreater care will
be exercised in the future.
A good move in the way of
good roads is being put forward
in Congress. If the bill, which
was introduced into the house ot
representatives of the Fifty-eighth
coagress. on November 19th, by
Representative ; Brbwnlow, ' of
Tennesee; becomes a law, the
State of Oregon will become en
titled to the sflm ; of $250,000,
'payable in three; years, 1904-5-6,
to be expended in the improve
ment of her public highways,
providing that the state, counties
and municipal districts in which
the proposed improvements are to
be made will co-operate in the
.work and bear their pro rata share
of the expense. The main ob
jects of the bill are to create in
the department of agriculture, a
bureau to vbe known as the Bu
reau of Public Roads, and to pro
vide for a system -of national,
state, and local ' co-operation in
the permanent improvement of
the public highways. The gen
eral policy of the bureau, so far
as may be, is a uniform method
of road construction,, repair and
maintenance throughout -the
United States, and to co-operate
with any state or civil sub-divis
ion thereof in the actual con
struction of permanent highways.

The article - published in last
Tuesday's issue of this paper e n
titled "To Stop Tax Dodging"
was sent to the Gazette for pub
lication by a newspaper office
from another county. The Ga
zette complied with the request
and published it accordingly but
overlooked stating its origin
' in making up the paper the ar
ticle was placed upon the edito
rial page. From its position in
the paper it would naturally be
considered by the reader to voice
the sentiment of the Gazette
upon tne points tnerein mention
ed. While there are some things
in tne ; article - interesting and
could be made to subserve the
public good if carried into prac
tical effect, yet there are some
points stated which do not apply
to conditions existing in teuton
county, ;; and, therefore, do not
express the views of the Ga
very few persons in Benton
county who may not give in all
ot their property the cases are
the exception. There is positive
statme law requiring every per
son 10 list and give to the assessor
a complete itemized list of all of
his or her property. 1 o retrain
from completing such list is a
violation of positive law and the
parties who fail to comply with
that law, "dodge taxes," neces
sarily become law breakers.
Benton county is not made up of
a lawless population, but her citi
zens are law abiding, God obey
ing and peaceful people, as is
abundantly evidenced by the rec
ords of the Benton County
Courts. The circuit courts of
some counties are in session all
of the time and others for two
or three weeks at a time with
frequent sessions. In Benton
county, circuit court seldom lasts
over three or four days at a time,
and rarely over a week. The
people ot isenton county as a
rule list their , property for the
assessor completely and fairJy,
the exception being rare for
which there is ample law to re
quire those who fail to comply,
The low valuations, mentioned
in the article so as to cause tax
payers to not pay more than otie-
' tenth of their proper taxes does
not apply to Benton county, be
cause the tax roll for the present
year abundantly evidences pieces
of property listed on the tax roll

erty for sale, while all other
pieces of property in the county
is valued high.

sponsible for the taxable value
placed upon property assessed
It is the assessor who places the
value thereon. The law requires
the taxpayer, to make a complete
itemized list of his taxable prop
erty, but does not require or per
mit him to put the taxable value
thereon, but the law does require
the assessor to value all property
at an equal ratable cash value
thereon, such 'cash value to be
governed by the same cash value
as he places upon any other tax
payer's property, and this is the
kind of a cash value which is in
tended by the tax law.
The talk named in the article
purporting to have taken place
between neighbors to the effect
"that they would list their prop
erty completely, if their neigh
bors would make also as complete
a list" does not apply to Benton
county, because as stated the tax
payers are good aoout making
proper lists.
As to the forms mentioned in
the article of publishing each in
dividual taxpayer's assessment
prior to the meeting of the board
of equalization to thus give pub
licity and general knowledge to
the mass of the people as to the
condition of the taxation of the
property in the county, would be
an excellent thing providing such
inexpensive methods of details
can be ed vised, in the way of ad
vertising to carry it into effect so
that the taxpayers can affprd to
pay the expense thereof, because
all new or additional . labor put
upon the gathering of taxes must
finally be borne and paid by the
taxpayer, and yet publicity is the
great level er and equalizer of all
public concerns.

the secretaries to promply report
all elections of officers as soon as
held.

Typewriting meets on Monday and
Thursday evenings of each week, in the
Corvallis Business College.
