EDITORIAL COMMENT.
Take all of our great national
iudustries, and the best paying
of all is that of mining. We re
fer particularly to gold, silver,
copper, lead and zinc. The
common impression that mining
does not pay is unfounded. Tak
ing the figures compiled from the
United States census report of
1890, and an analysis of the re
turns is interesting and instruc
tive. The statistics are based on
the per capita returus from agri
culture, forest industries, manu
facturing and mining. Agri
culture yields $297 to each per
son engaged; forest industries,
$425; manufacturing is $764,
while mining reaches the very
respectable sum 01 $1910 per
capita. This is a surprising
showing, to say the least, and
must be encouraging to every
one interested in developing the
mineral wealth of the state.
From the mayor's veto, found
in another column, of the ordt
nance recently passed by the
common council granting a fran
chise for ten vears and fixing the
price ot arc lights at $b per
month and incandescent at $1.41
per month, it appears that an
other bid which was proposed at
the time the ordinance was pass
ed offered to furnish arc lights
for $5 per month and incandes
cent at $15 per month. The
new bidders liave put up a bond
for $2,500, approved by the
mayor, guaranteeing to enter
into contract within 30 days if
accepted by the council. These
are the good and substantial rea
sons which the mayor gives for
vetoing the ordinance. The
mayor figures that $1,800 will be
gained to the city by the new bid.
The mayor's veto-will give the
council ample opportunity to
take plenty of reflecting time.
. The great difficulty with all im
portant matters before a city
council is too much haste and
generally loss to the city. In
many cities throughout the
United States franchises are sold
to the lowest bidder, not under
sealed bids, but by open bids as
an auctioneer cries off a horse or
any other article at crier's sale.
The council might do well to
advertise and let the electric light
contract by open bids, every
man to bid as often as he desires.
Now is the time for the council
to do good service for the city.
Certainly no man will bid lower
than the light can .be furnished
for at a profit.
The defects in the tax law
passed by the last legislature
brings vividly to mind the re
sults of tax agitation. The en
tire state, everv municipality,
county and schoor district are
wonderfully "perplexed to know
what will be the result. While
the governor may realize that it
is his duty to call an- extra -ses
sion ot the legislature to cure
stupid; blunders iu the tax "Jaw,
he also knows that , the majority
of persons elected to the legisla
ture are inexperienced people."
Such people are more likely to
be agitators than men of sound
experience. . The two greatest
evils of the day are the tax agi
tator and the tramp labor dele
gate who never works but with
his mouth and becomes a labor
agitator. The average inex
perienced would-be statesman
easily , imagines there is some
difficul ty with taxation, valua
tions and equalization of taxes.
No matter what official position
he occupies the ever present ques
tion of taxation affords him a
ready theme with which to em
ploy his energies. After he con
tinues; his agitation until he
learns some few things, about
taxation, he realizes that the
difficulties which makes up the
sum total of his methods and
questions' of agitation have ex
isted in all ages since taxation
was practiced. The amateur
legislator is nearly always found
busying his thoughts with tax
bills. After the law is amended
to suit his suggestions, to his
surprise he finds more things out
of joint than before. v ,

township 10 south, range 4 west, of the Willamette
Meridian, in Benton County, Oregon, and running
from thence, north 24.75 chains, thence west 27.88
chains, thence south 18 chains, thence east 10 chains,
thence south 6.75 chains, thence east 17.83 chains to
the place of beginuingy containing 62.25 acres more
or less and that a ceitain mortgage executed by
Squire Montgomery and Sarah A. Montgomery to
the Oregon and W ashington Trust Investment Com
pany Limited, on the 1st day of December, 1876, and
recorded on December 5, 1876 in Book U at page 1
of the record for mortgages for Benton County, Or.,
be decreed paid and the same be cancelled and satis
fied, and for such other relief as may be meet in
equity, .
This summons is published in the Corvallis Ga
zettb by order of the Hon. Virgil JO. Watters. coun
ty judge of Benton county, Oregon, made at Cham
bers in the city of Corvallis on the 17th day of Octo
ber, 1903. And the date of the first publication of
this summons is the 23rd day of October, 1903, and
