. Governor Chamberlain is rep
resented as thinking the demo
cratic candidate for cougress irom
this district has a good show for
election because large numbers
of republicans want tariff re
vision. -
We much doubt the numerical
magnitude of republicans who
are insistent upon a general revis
ion of the tariff. Th clamor for
this is mainly raked by academic
editors, college professors, tariff-for-revenue
and free trade demo
crats. Clamor, noise, persistent
wailing rather .than numerical,
strength are ; the indices which
' express the value of this demand
for tariff revision.
Surelv the - Governor knows
that of all the multitude of
things upon which his party has
merited public distrust none is
better understood and more
odious than its professions of
tariff reform. When by its loud
advocacy of this his party slipped
into power it enacted a tariff so
unfair, so iniquitous that a demo
cratic president refused to sign it.
The tariff will'" be given all need
ed revision in due season, but not
by free-traders.
Apart from all this the people
of tnis district see that the re
publican party has enacted
sreatlv advanced measures for
the regulation and control of
mm
trusts and mercers. Thev see
their president and the attorney
general enforcing those measures
without fear or tavor. Upen,
fair, free competition must reign
over the transportation business
of the whole country. This is
oi much greater interest and
i benefit to the producers to" the
farmer, the lumberman, the stock
raiser, than any possible tariff re
form.
The people of this district will
not "rebuke the administration"
by adding - strength to the nega
tive, obstructive party in con
gress, but i. rather strengthen the
president's hands by electing a
representative known to be in
harmony with his -purposes.
Republicans will not be delud
ed by democratic sophistry.
The democratic, managers talk
nonsense when they ask the peo
pie of the first district to vote for
a democrat, a new, untried and
inexperienced man for congress,
because Mr. Hermann - was in
congress for so long a time that
he gained ability and experience
that enabled him to give the peo
ple of this district better service
than any other congressman was
able to give his constituents. A
farmer or business man who has
an employe who "gives him more
and better service than he is able
to secure from another, does not
dispense with such . faithful ser
vice to take up a new, untried
apprentice of no experience,
simply because the old hand has
worked too long and given better
service than anyone else. For
the same reason, the people of
the first district will vote for Mr.
Hermann for congress.
The performances of Sir Thos.
Lipton's- latest challenger, Sham
rock III, have not alarmed Yan
kee yachtsman for the safety of
the cup. She has made her repu
tation in try-outs against Sham
rock I, but the latter: boat made
a very poor showing against
- Shamrock II, which was beaten
in three straight heats by Col
umbia. .
It was admitted and frequently
asserted by members of congress
from ether states, that Mr. Her
.mann developed ability superior
to any one . in that body in ob
taining and having passed the
measures wanted and most, de
sired by the people he repre
sented. .
Humane" Society.
To the Editor: Where is the
office of your Humane Society,
or your Band of Mercy?" Where
indeed! . And has our town no
need of such organizations? Let
us learn something ot the work
ot these societies before answer
ing this question. The San
Francisco Call says, "The Jeffer
son school is one of the most or
derly in the city. The children
don't fight as they used to
They don't stone cats or tie tin
pails to the tails of dogs, or mo
lest the sons of the Flowery
Kingdom." And why? Every
school child is made a member of
an army for the prevention of
cruelty to animals. The emi
nent French master, De'Sailly,
says: "Ever after I introduced
the teaching of kindness to ani
mals, I found the children not
only more kind to animals but
more kind to each other, and I
am convinced that kindness to
animals is the beginning of moral
perfection and that a child who
is taught humanity lo them will,
w
in later years, learn lo lew his
fellow me." Mr. Cottrell. Gen
eral Superintendent ot the De
tective Association of America,
says: "Very few criminals are
found who have been taught to
love animals, and in searching
for the causes of crime, we find
that a lack of humane education
is the principal one." Weyler
boasted of his cruelties toward
his defenseless 'dumb compan
ions. "
The children of today are the
men and women ot'the future.
Is it not well for us to surround
them with all the best influences
at our command, and the most
subtle, far reaching; to teach them
kindness to animals? Could this
not be made a part of our public
school work? Would not more
children be reached through the
dav school than Ihrotigh the Sun
day school? This is more than
for the present moment; ' it is
building character it leaves its
impress upon mind and heart.
Let us, in our beautiful little
town, build a monument that
shall endure; let our children go
forth into the world as Nature's
noblemen and wonien; sympa
thetic, true, always striving to
ward the upward path of peace
and purity. Who will help to,
build this monument? Who will
aid in organizing a Humane bo-4
ciety, or Band of Mercy? Send
