UNPRIZED VIRTUES.
Sympathizers with labor unions
will be quick to coademn the
arraignment of tho-e bodies by
President D. M. Parry in his ad
dress before the National Asso
ciation of Manufacturers at New
Orleans, April 15th. While one
could wish that Mr. Parry had
pronounced a. more sober judg
ment, there is no denying that
there ;s much truth in his utter
ances conctrniag the methods
employed by the great Ubor trust
in accomplishing its purpose.",
and the disrespect manifested b
its members for law and author
ity. It . Mr Parry has been un
reasonable in his attack upon the
unions, his fury has spent itself
in fume an vapor, and the ap
plause which greeted his remarks
only vexed the ears of those who
made it. Labor's attacks' upon
the great corporations which em
ploy it have been no less un
reasonable and they have result
ed most disastrously to life and
property.
When the great giants of or
ganized labor and organized cap
ital come to the realization that
each is necessary to the existence
of the other; that the solution of
the problems with which they
are confronted are only delayed
and made more complex by the
resistance which each has to
meet from the other, forbearance
will be rated higher than un
bridled abuse, and self-restraint
than uacurbed animal passion.
Proposed Water Franchise.
The specifications call for either a di
rct or gravity water system; The plant
to be sufficient capacity to supply water
the 27 fire hydrants of such tizeand
location as shown on the map accom
panying the specifications, and all addi
tional hydrants. A pressure is to be
maintained during fires sufficient to throw
streams through 50 feet of hose with one
and one-quarter - inch nozzle a height of
75 feet from three different openings at
one time from any part of the mains.
All private users of water will be requir
ed to keep faucets closed during fires
At any time during fires, when the pres
are is not maintained as provided for in
the specifications the chief of the fire
department may take entire control of
water system and conduct the same ac
carding to his judgment; provided he
has the knowledge' and ability to operate
the same.'
The company is to extend mains and
put in additional hydrants at its own ek
pense when required to do so by the city
and the sum of $3 per month rent shall
be paid for each hydrant so required
la no case will the company be required
to put in more than 763 feet of pipe for
any one bydjant. ' "Whenever the num
ber of private consumers along the route
of extended mains; and within one block
of either side of same,"shall amount to
$75 per year 'rentals the city Bhall not be
required to pay rent for such additional
-hydrants. . . . ,.:
The company must put in and main
tain a self-registering pressure guage,
and the same shall be open at all time
for the inspection of the chief engineer
of the fire department and all city offi

Upon ten days written notice by the
city, specifying wherein the system
deficient at any time, the company shall!
meet the requirements specified by mak
log repairs, improvements or building up
the system. In the event of failure so to
do the city council shall have power to
make- the required improvements.
. The fire company shall be privileged to
connect at any time with any hydrant on
the system for Ere drill or exhibitions
The company shall furnish all water
necessary for sprinkling Second stre:
from Adams to Monroe inclusive ; Ad
ami, Jefferson, - Monroe between First
and Third streets, and Madison street
- between First and Fourth streets; and
for use on such other streets as the coun
cil from time to time may require, at the
same pro rata rate as the streets specified

house, cisterns and other city buildings
The company will be required to furn.
ish all water necessary for flushing al
main and lateral sewers. The sama pro
rata rate to be charged for sewers here
after put in, as shall be established for
sewers now in use.
The company shall furnish water to all
parties requiring the same within the city
limits. ' Not more than 400 feet of pipe
will be required to be laid for the use of
any one consumer, and then only upon
his agreement to pay the regular rates
chanced for water by the company for two
years in advance.
All water furnished for family or do
mestic-uses shall be good, pure, whole'
some water. Tests and analysis of its
purity shall be made whenever the coun
cil shall so determine; the expense of
such test to be paid by the city. Should
the water fail to meet the requirements
at any time, the company shall, upon
, ten days written notice from the council,
immediately proceed to procure pure
water, if the company fails so" to do,
the council shall have power to procure
an adequate supply of wholesome water,
attbe company's expense.
A pressure of at least . i5 pounds per
square inch shall be maintained at all
faucets for private use.
The franchise is to continue for 50
jars; nut 10 i years, or at me ena or
anv five years thereafter, after giving a
year's police of its pprpose, the city may
boy such . water system, the value to be
determined upon by an arbitrator choeen
by the city and one by the company, or
in case the two cannot agree, they to call
in a third. i ' V
Work is to begin within three months
r.fler approval of the successful bid, and
the system to he completed uihin 12
months thereafter. 'A certified check
fur $2,500 shall accompany each hid', said
check to be forfeited to the city in case
bidder fails to keep hi contract.

Ladybird and Sail Jose. Scale.
Government en tomologists have
demonstrated that the Asiatic
ladybird hais a great liking for
the larve of the San Jose scale
as an article of steady diet, and
are now propagating this species
of insect for distribution among
orchardists in districts affected by
scale, says an official report.
Efforts have been made hereto
fore r to induce American lady
birds to feed on the scale, with
out effect; but the Asiatic article
seems to have a natural predilec
tion for the pest which has caus
ed more troubie and expense to
the orchardmen of the Pacific
coast than anything else. In the
investigations conducted bv the
government, it has been found
that the original habitat of the
San Jose scale was iu northern
and northwestern part of China.
Here also the ladybird flourishes
and is known as the deadly
enemy of the scale. 1 Hence,
when imported to America, the
beetle immediately attacked the
scale from instinct. The off
spring from a single pair of these
beetles number nearly 1,000, and
it has been demonstrated by act
ual count that one beetle will de
vour 7,000 San - Jose scale larvae
in one day. so that it can readilv
be seen that if the , Asiatic lady
bird ever becomes : firmly estab
iished in this country, it will re
sult in a considerable diminution
of the scale. It is supposed that
the scale was imported to this
country from its original habitat
on Chinese peach trees, brought
o California by the late Tas.
