GERMANY CONCERNED.
It is given out in Berlin that
as soon as our reciprocity
treaty with Cuba is ratified by
both Governments Germany will
ask for the same privileges. It is
also intimated that other go ern
ments will make similar requests.
This will be done under the most
favored nation clause of our treat
ies with these governments.
There is no reason to fear that
such action on part cf Germany
or any other nation would cause
us to abandon our purpose of reci
procity with Cuba". We should
simply say that we were ready to
negotiate terms ot reciprocity
with any government giviag us
full reciprocal favors.
Germany cares little for the
theory of the most favored nation.
She is reedy to abandon that and
to construct her commercial treat
ies to fit the the trade conditions
of herself and the country with
which she is arranging a treaty.
. In reality Germany is now look
ing to reciprocity for the preser
vation and expansion of her
trade. She fears we shall ar
range reciprocity treaties with
Mexico aHd the governments of
Central and South America which
will ultimately give us a trade
monopoly in those countries.

omists so shrewd as the Germans
are perturbed by the probability
that even at this late day we

time we shall preserve our own
system of protection and thus
demonstrate to the world that
"reciprocity is the
protection."

It IS thougnt by some that but
for the attitude of England to
ward us the Venezuelan affair
would have involved us in war
with the allies. This is , not
probable. Had England no
been one of the allies there
is no real cause to suppose that
the conduct ot; Germany would
have been essentially different.
However warlike the spirit of the
German army and navy toward
us the German government cer
tainly desires no quarrel with us.
It is true, that if Germany
were seeking a quarrel with us
she would undoubtedly attempt
to ally England with her. This
she could not do. England must
have-very grave causus belli be
fore she would go to war with us."
She is dependent upon us for a
large part of her breadstufls.
War with us would cat this off
and before six months time her
people would find starvation con
fronting them. All other con
siderations such as the enor-'
mous cost of war, the risk she
would incur of losing her North
American possessions aside, her
dependence upon us for necessary
food supplies would impel her by
all honorable means to avoid war
with us.
We may speculate as much as
we please as to how far mere sen
timent would operate to prevent
war between England and the
United States, but nations are not
swayed by sentiment in the final
analysis of things, but by self-interest.
England's self-interest is
the strongest guarantee that we
rely on for her friendship and
good will.
Germany's self interest to avoid
war witn us is not so great, per
haps, as England's, but.it is
enough powerful to make war
with Germany very improbable.
Both England and Germany de-
sire, aoove an else, to build up
their commerce and extend their
trade relations. They cannot do
this on this continent
the arts of conquest and coloni
zation. Commercial conquest of
any part of Mexico, Central and
South America must be through
the arts of peace, friendship .and
just treatment
We will be their chief competi
tor. We shall provoke their com
mercial jealousy and stir up in
tense commercial strne, out we
shall have no appeal to arms, no
resultant war. Diplomacy di
rected by self-interest will avoid
war.
Just here, and as a factor.mak
ing for peace, is found amp?e rea
son why the United States should
create and maintain a laree an 1
highly efficient navy.

selected at a voting contest; a pub
lic wedding, a donation of the mar
riage fees and $25 worthTof house
keeping furniture to go to the hap
py couple; a competitive drill by
the uniform degree teams of the w.

numerous entertainment features
which will be provided by the street
carnival shows.
Circuit Court In Session
Judge Hamilton arrived in Corvallis
laBt Friday, and at 9 o'clock the follow
ing morning convened court in prelimi
nary session, at which time the various
rases on the docket were put in shape for
expeditious handling when the regular
session ot tbe court began yesterday.
