ducers of tbe Willamette valley

term nearly the same price for
wheat and other produce as was
paid in Portland , will favor Mr.
Herman because of his able ef
fort assisted by Messrs. Dolph and
Mitchell appropriations were had
whereby Yaqnina bay was im
proved making:, possible the re
duction of freights so that farm
ers were able to sell for increased
prices. Had Messrs. Dolph,
Mitchell and Herman been
promptly returned as they should
have been, there is no doubt but
the. appropriation which they
had obtained during the last part
of their terms would have been
sustained, and Yaquina bay
would probably have continued
with increase of traffic until to
day. But the opposing elements
made it possible that neither one
of those gentlemen should be

only way ot regulating ana re
ducing freights was cut off to the
people. As before the improve
ment of Yaquina bay freights on
the river and both railroads run
ning north and south now are
radically the same makme it
prohibitive to develop some other
wise, good industries on account

regulations - guided by his , past
public service know that Mr,
Herman will do all in his power
for these interests, and also he
will do justice to all parts of the
state.

is very comprehensive, concise
and instructive.
of 2,164 commissioned officers
and enlisted men, the muster
rolls of the several organizations
show an organized strength of

organized into one brigade.
The reports of Colonel James
Jackson, inspector-general, and
Lieutenant-Colonel C. A. Wil
. Hams, TJ. S. A., show this force
to be well organized, equipped,
disciplined and instructed, and
eno of which the state may justly
feel proud.
The ordinary citizen is unable
to form an adequate conception
of the long continued and ardu
ous labor which has been neces
sary, especially on the part of the
field and general officers, to cre
ate and develop a body of citizen
soldiery until it attains the high
degree of perfection reached by
guards. -Beginning with a crude
organization working under an
antiquated and impractical law,
and a weak public sentiment to
support their efforts, these men
have persistently and intelligent-
ly .worked on through evil report
and pood reoort until the lnsnec
tor-general is able to truthfully
assert that our military code and
regulations are as well adapted
to the : needs of the guard as in
any state in the union. .
Of the men . who labored for
years to reach these results no
one has been more efficient and
intelligently enthusiastic than
General Chas. F. Beebe. His
first connection with national
tmard service was with tht nrlf.
brated N. Y. Seventh. He en
tered the service in this state as
captain of Co. "K" of the 1st
regiment. He soon became col
onel of that regiment, which he
brought to a high degree of ex
cellency in discipline, drill, and
organization. He was then ap
pointed to the command of the
brigade, and raised that orgaui-
zation to the high character it
reached.
Col. Jackson is a retired officer
of the U. S. army with a mili
tary education . and years of ac
tive service to his credit His
connection with tne National
guaid Via been of the greatest
benefit, and has done raucl to
bringr it up to the standard of ef
ficiency it has reached,
The commancHog: officers of
the organizations forming the
brigade have borne their part ef
ficiently and well. It is with a
feeling'of regret that the reor
ganisation of the guard now made
necessary deprives the state of a
number of her most efficient and
meritorious officers.
We are not informed wh?re
the one regiment of the reorgan
ized force will have headquarters,
nor who will be its commander.

We think this probable, be-
cause Multnomah county nas in
Portland a well appointed ar
mory, capable of housing eight
companies, a large drill hall, am
ple in size for battalion drill, and
also a good indoor rifle range.
With these facilities, the major
part of the regiment should be ia
Portland. ,Colonel Everett is an
experienced, skillful, enthusias
tic and efficient officer, who has
brought his command up to a
high degree of excellence in
every particular, and it is certain
no mistake would be make in le
arning the 3rd Regt. as a nu
cleus of reorganization.
The lower branch ojf the Mon
tana legislature has passed a bill
providing that newspapers shall
publish a statement once a month,
on the first page, setting: forth
the true ownership of the paper,
and requiring further that all ed
itorials must be signed with the
name of the writer. Such legis
lation has been tried in other
states, but is always productive
of little5 result. It may be well
enough to acquaint the public
with the ownership of a paper,
but the identity of - the writer ot
its editorials is not public prop
erty. Editorial utterances de
rive their importance from the
fact that they are an, expression
of the views and policy of the pa
per.in-which they appear. They
are frequently radically at vari
ance" with the man who is em
ployed to write them. If any
reader is dissatisfied with the
statement as published, his re
course is not against the man
who wrote them, but against the
