THE PRINCIPAL EVIL.
In an interview recently
pub-
lislied in the Oregcuian, Judge J.
R. McBride of Spokane, speak
ing ot legislative contests over
the election of U. S. Senator
says: "The principal evil thai
thev do is in preventing the men
who would best represent the
state from entering the contest
at all."
This has been the experience
ot possibly every state. It cer
tainly is that of Oregon. Few
States, indeed, are represented in
the United States senate by two
ot the best qualified men thay
might have selected. Men of
the highest aMainmeuts and pre
eminent qualifications are men of
profoundj self-respect. Nothing
will induce them to resort to
chicanery, duplicity, demagogy
and possibly to corruption and
bribery. Men who are self-seeking
candidates for senatorial hon
ors are not always above suspi
cion of employing, or at least of
being willing to employ, any or
all of these artifices to secure
election.
If the wholesome maxim that
"th; office should seek the man
rather than the man seek the of
fice" were applied to the selec
tion of senators it would quickly
clarify the political atmosphere,
remove the apprehension of legis
lative deadlocks and put men into
the United States senate whom the
whole nation would respect and
honor.
It is the application of this
maxim that keeps Hoar and Hale
and a few others in the senate,
and it is the defiance of it that
confers the august title of sen
ator upon the Quays, the Gor
mans, the Tillmans and quite
three score of mere puppets and
"me toos.M
It was once believed that elec
tion of U. S. senators by the
state legislatures would insure
the choice of the best qualified
men to be found in the state.
The clan has worked, all too fre
quently, as every oae knows, of
bestowing the senatorial toga up
on the illest fitted men that could
well be selected It has thus
happened that states great in
their resources, great in the in
telligence, virtue and patriotism
of their people are represented
in the highest council of the na
tion by men whose very pres
ence there reflects humiliation
and disgrace upon the whole peo
ple. It should not excite wonder
that there is a strong and grow
ing sentiment among the people
that they should make direct
choice of whom they would have
to represent them in the U. S.
senate.
Whatever may be said for or
against this manner of choosing
senators, it must be admitted
that it would not give results
more to be generally deplored
than those which attend the pres
ent method of choosing. Next
month the legislatures of a num
ber of states will be expected to
select U. S. senators. Oregon is
one of these states, and of course
the one in whose selection we
have deepest interest.
It should not be necessary to
remind the members of the legis
lature that the people of the state
really care nothing about the
"claims" of auy candidate.
What they desire, what they
have right to demaad is that un
influenced by the importunities
of any candidate's friends or fol
lowing, the members will elect
the best qualified man available
in the state even though the of
fice must seek for him.
This may not satisfy some of
the candidates, nor indeed any
of them, but it will prove emi
nently satisfactory to the mas, of
the people for it will not only re
flect the highest honor on them,
but it will most certainly inure
to the material good and prosper
ity of the state.
Let preeminent fitness deter
mine the choice of a collegue for
Senator Mitchell and the whole
state will approve.
If the christian clergy, teach
ers and professors of the teach
ings of Christ every where would
assume the attitude of Rev. A.
Carrick toward organized capital
and labor, as incidentally ex
pressed in his sermon last Sun
day morning, it would have a
mighty beneficient influence.
And why not? Surely the differ
ences and contentious between
labor and capital present especial
opportunities for practical appli
cation of the ethics of Christiani
ty opportunities which must be
embraced unless the christian
fcburcli would write Ichabod up-j
on her banners. !

of his presence, bat not of the

who was so desperately
wouuded at the time ot Tracy's
escape from the penitentiary that
the loss of his leg resulted, was
in Corvallis soliciting sinitures
to a petition asking the legisla
ture of this state to appropriate a
liberal sum for his relief. Now
conies W. E. Morri of Van
couver, Wash., with a plea for
similar assistance.
Morris is the man who was ac
cidentally shot by members of a
posse during the Search last sum
mer for Tracy and Merrill. The
memb;rs of the posse were Lou
Waggoner, Walter Lyon and J.
I. Skiptou, a former Corvallis
man. Morris was in Salem the
other day soliciting the assistance
of these gentleman in the effort
he will make to have the state of
Oregon refund to him some$Soo,
the amount of money he was
obliged to pay out for hospital
and medical bills, as a conse
quence of the accidental shooting.

friends will present the matter to
the state legislature in tlie hope
of securing some financial relief.
It is now in order for all par
ties who were robbed by the late
bandits, or otherwise injured, in
pocket or peace of mind, to come
forward and have their claims
audited, so the taxpayers can
settle the matter all at once.
Itt Favor of the Dairy.
Much has been said in favor
of dairying in this county and a
great deal is yet untold relative
to this subject. In an address
recently made by Dr. James
Withycombe at a farmers' insti
tute at Jefferson, Or., that gen
tleman made the following state
ment: I am going to call your atten
tion to the possibilities of agri
cultuie in our state. We have
beeu very wasteful of nature's
bounties in the past. We have
worked under pioneer conditions.
It is time we were getting out of
the ruts which we have gotten
into under pioneer conditions.
Formerly we lacked markets.
We found here a rich virgin soil.
Wheat produced a heavy crop.
Wheat and wool being easily
stored and not being perishable,
as they were readily transported,
were the principal crops; but the
time for the exclusive growing of
wheat is past. We have grown
wheat too long. We have ex
hausted the plant food in our
soil by continuous cropping. Just
as the bulliou in the bank is the
banker's capital so ihe plant food
in the soil is the farmer's capi
tal. Every ton of wheat you
raise takes from the soil $7.50
worth of plant food. That is, if
you had a worn out farm, such
as are found in the East, you
would have to spend $7.50 to en
rich your soil with commercial
fertilizers sufficiently to raise the
ton of wheat. At present prices
a ton of butter is worth $600.
To raise a ton of butter you only
use 50 cents' worth of plant food.
Then you have the benefit of the
manure to enrich your impover
ished soil.
