NO CRUDE LEGISLATION.
Those who expect congress to
apply lammer and tongs legisla
tion in tariff revision, and the
regulation of trusts, are destined
to disappointment. Theie will
be too such legislation at any
time', and certainly not at the
next, or short session of congress,
Certain measures may be given
incipiency, but few can be car
tied to completion. Tariff re
vision will be discussed, there is
no doubt of that, but there will
be no revision of tariff schedules
this Session. The subject re
quires careful, dispassionate con
sideration. Well digested, intel
ligently conceived and wisely ap
plied revision will be given to
the tariff. Protection w ill not be
disturbed by hasty, crude and
hurtful legislation. The busi
ness world now understands this.
Peculation of trusts will be
undertaken in the same spirit
There will be nothing found
in the nresident's message tnat
will unsettle industrial condi
. tions or disturb any business in
terest. Whatever ! recommenda
the nresident mav make.

a disturbing character. At the
beginning of his administration
he declaredhe would pursue Mc
Kinlev's oolicies. These have
brought prosperity to the country
and theie will be uo departure
from them. Anything that i:
found to be obstructive or inimi
cal to the prosperity resulting
from them will be sought out
an 1 removed. This will be the
trend of the president's message.

eliminated. The republican par
ty and the. president are in har

instrumental in lifting the coun
try out of the untoward condi
tions into which democratic par
tisianship and incompetency had
nltirjored it. ProsDeritv abound.

those policies and prosperity will
abound more and more.
The managers of the great
trusts and corporations now see

the wisdom ot republican purpo
ses as set out by the president
and admit that his policy con
templates onlv the removal of
such evils as cannot be defended
and should not be endured. On
lv nartisans and selfish free trad
ers will oppose the policies of the
republican party. lasx tne
poor they are always- with us.
Their opposition is of little sig
nificance. Strong in the will of the mass
es; strong in the consciousness
of its patriotic, helpful purposes
the republican party, led by the
president, controls the helm ot
state.
DEAD DUCKS.
The antis long persisted in de-
clariner that we should give the
Filipinos the same degree of self
government that we gave the
Porto Ricans, in spite of the fact
that the latter were by far better
prepared for self government.
The results have shown that
Porto Ricans are not fitted for
self government, so much less
the Filipinos.
Of two parties in Porto Rico,
one is opposed to American rule;
the other is not so much opposed,
but both parties oppose American
influence andseek to give power
and authority to native munici
pal rulers. This in spite of the
fact that they never had such
beneficient government as we
have given them.
Trade with the United States
is free. Duties collected from
importations from other coun
tries go into the treasury of the
island. The island practically
pays nothing into the national
treasury.
We have improved their har
bors, built them good roads, es
tablished, and -improved their
schools, analyzed their soils, ex
amined their forests and done a
multitude of things to encourage
and improve the people. " Our
whole arrangement with the, Por
to Ricans appears to be based on
charity, with the islanders the
sole beneficiaries.
Having virtually suppressed
the Philippine insurrection we
are about to give the inhabitants
just such opportunities for devel
opment and selt government as
we are giving the Porto Ricans.
Our Senator Mitchell -will in
troduce a bill giving them free
trade with us.; This is laudibl
and really to the Pacific Coast
people will be - advantageous.
Already we have conferred many
substantial benefits on the Filipi
'nos, and Twill, continue to hf)p
them, and to fit'lhem for 't he
work of self government
Most beneficient, indeed, has
our government been to the peo
ple of our insular possessions, in
finitely better than any they
could possibly conduct for them
selves. 'Expansion," "govern'
tnent without consent of ihe goV
erned," once so loud voiced, are
"dead ducks."

Tuesday morning after a session of but a
