COURAGE AND TACT.
That both the operators and
the miners should consent to sub
mit their differences to a coinnrs
sion appointed by President
Roosevelt is the strongest possi
ble evidence of the unbounded
confidence the people have in his
courage, integrity and patriotism.
Not since the days of Lincoln
have the American people had a
president in whom the common
masses so thoroughly believe and
to whom they so heedfully listen.
We cannot go so far as some
portions of the press in laudation
of the president and of Mitchell, .
the president of the Miners' Un-
ion. The president has but done
a patriotic duty. He is the first
president to attempt the solution
of labor difficulties by peace
ful reasoning and reasonable
methods. His immense popu
larity and the peculiar conditions
of the sfrife made it possible for
him to lay hold of the difficulties
and impel them toward a just and
speedy settlement It required
caurage and tact to do this. He
possesses these, just as the people
believed.
As to Mr. Mitchell, he is en
titled to small credit lor the ad
judication ot the trouble. That
the strike was ordered to take
place during an election year,
and that it has been prolonged
until the consumers of coal have
felt the discomforts of its lack
are old and frequently practiced
tactics of labor leaders. Large
numbers of the strikers had pass
ed beyond his control and were
engaged in mob violence, attend
ed with destruction of life and
property. The military power
of the state had to be called upon
to restore order. When this was
done the only thing the Miners'
Union could do was to see work
resumed without it or accept ar
bitration. This was the juncture
of affairs the president tactfully
improved.
It is a mistake to claim that
organized labor has gained a vie
tory through the action of the
president. Not one question at
issue between the operators and
the miners has been passed upon
This is the function of the com
mission. The operators, who
had already declared their will
ingness to submit to the decision
of an unbiased aud impartial
body ot arbitrators, and had, in
deed, suggested one, do not feel
that the acceptance ot the presi
dent's commission is any sort of
victory over them.
So far, it is but a reasonable
victory of the public over the
hurtful, selfish, cold-blooded con
duct of those engaged in supply
ing a public necessity. In the
abstract, the difference between
the operators and their employes
are of little moment. The pub
lic has its own grievances against
the great coal corporations, and
by far more important than any
the Miners' Union can have. It
is not probable the commission
just appointed will consider any
of these. The great .state of
Pennsylvania did not amend her
constitution until these coal
owning, coal-carrying corpora
tions were in full legal possession
of their franchises and properties.
It was a case of lock'lng the sta
ble door after the horse was
stolen. Yet they must be, final
ly will be, controlled. Mean
while, let there be no boasting of
victory of either party over the
other.
Schools Visited.
Snp't. Denman, who has been busily
engaged for the last few weeks visiting
the schools of our county, has kindly
onsen ted to give us a few notes on his
observations in his school visitations.
While the law only requires tbe County
School Superintendent to visit the schools
of the county once a year, it is the rule
of Supt. D jo man to visit as far as possi
ble the schools in the country, twice a
year. This increases the interest of the
pupils and patrons alike. There are in
Beaton county 57 school districts which
raqnirs considerable time and traveling
to do the work that has been done by
Supt. Denman. The schools visited and
th few observations are as follows :

teaching the present term.

are in good repair. The house is fur
nished with good seats. Tbe addition of

of a great assistance to the teacher and
benefit to the pupils.

Muvh can be added to the comfort cf
the pupils if a few needed improvements
could be made. P.'of. J. D. Wood, the
oldest teacher in Benton county, and
perhaps in Oregon, i3 employed. Prof.
Wood is now teaching on his lloth
term. Forty four years ago he taught in
the same settlement. He has taught for
nearly 43 years ia eleven counties in
Oregon. Daring this entire time he has
never laid off a j'car and has never ad
journed his school a day for sickness.
