TARIFF COMMISSION.
It is unlikely that taiitt revis
ion will be attempted at the next
session of congress, for this is the
tbort sesfion and the work could
scarcely be completed. The pos
sible changes in the personnel of
congress will be another reason
why the work will not be under
taken this session.
It is quite probable, however,
that a tariff commission may be
created and the whole subject of
revision referred to it. This step
is being discussed in some quar
ters and evidently crowine in
favor.
President Arthur appointed
such a commissioj, but it was
susoec'.ed of partisanship and its I
work was practically nuinnea.
Manv business men and finan
ciers favor the idea of a commis
sion, and if such a body might
be created wholly free from par
tisanship it would doubtlesi be
acceptable to protectionists. Just
hre is the chief difficulty, to
create a commission which would
be composed of competent men
who would treat the whole ques
tion of tariffs freed from the in
fluences of partisanship, selfish
interests and sectional considera
tions.
The doctrine of protection by
tariffs is one of industrial econ-1
omics. It is entitled to and
should receive the same consid
eration we give to our monetary
system. A properly constructed
commission could lift the whole
subject up to such a level, not at
once probably, but Steadllv and
certainlv until it ceased to be a
question of party administration,
to be shuffled from time to time
as mere party advantage or other
wise might determine. If such
a commission were charged with
formulating tariff legislation the
schedules would never requ're a
general revision. As soon as a
change in classification or rate
became necessary from any cause,
tne commission would at once
decide what change should be
made. In this manner business
would be secured from hasty, ill-
advised changes and never be de
moralized by long seasons of ac
rimonious contention and uncer
tain action concerning tariffs.

the business interests of the coun
try. Protectionists would accept
any practical plan wnicn
would lift the doctrine of protec
tion out of the domain of petty
politics and insure it the careful
and intelligent consideration
which its importance requires it
should be given.

however, would be that of cheap
politicians in and out of congress.
For long proclaimed favor or op
position to protection, lust as
they felt it might effect their
own selt aggrandizement, nas
been their chief stock in trade.
Were protection taken out of the
domain of small politics, Othello
like, their occupation would be
gone. Yet this is iust what
should be done, and at no very
distant day.
AN IMPORTANT ITEM.
Secretary Woodson, of the Cit
izens' League, has called a meet
ing of that body for Monday, nigh t
tot consider business of import
ance. We are not aware of the
nature of the business to be con
sidered, but we know of one item
that should be given immediate
attention.
Some months ago this city was
visited by a committee of gentle
men representing the Harrimen
system, whose business it was to
solicit assistance in advertising
this portiqn of Oregon, with a
view to encouraging immigra
tion. Their plan was generally
endorsed, and a committee was
appointed by the treague to take
the matter in hand. An impor
tant feature was the publication
of a little booklet along lines sug
gested by the Harriinan bureau
of information. ' Nothing fur
ther, so far as we have been able
to learn has ever been done in
this matter. McMinnville, Al
bany, Salem and other towns
have had their booklets publish
ed and they are now being dis
tributed. Corvallis cannot af
ford to delay a moment longer,
if she intends to . make good her
promises of a few months ago.
Good Roads Convention.
Efforts are still being made to
have the Good Roads train come
to Portland during the meeting
of the Goods Roads Convention
in that city the 14th and 15th of
this month, under the direction
of the office of Public Roads In
quiry, United States Department
of Agriculture.

Resolved, Thai this Encampment ex
tend to his sorrowing wife and child oer
earnest, heart-felt sympathy in this,
their hour of sorrow and sad bereave-
ment, and commend them to Him who
doeth all things well. And be it further
Resolved, That our charter be draped
in mourning, and the officers and patri
archs wear the usual badge of mourning
for thirty days; that these resolutions be
spread upon the journal of this Encamp
ment. an engrossed copy be sent under
the Seal of the Encampment to the wife
and child of our deceased brother and
patriarch, also a copy sent to the Benton
and Lincoln county papers for publica

The loOl session law provides that all
taxes become delinquent the first Mon
day in October, and besides the penalty
of 10 per cent, interest at the rate of i2
per cent per annum additional from the
first Monday in April preceding shall be
collected. The law further provides
that the sheriff shall immediately after
the first Monday in October turn the tax
roll over to the clerk, the clerk extends
the delinquent taxes, tuns the roll over
to the shetiff with a warrant thereto at
tachei commanding safd sheriff to pro
ceed to advertise, aud sell all property on
which the taxes are not paid in full. The
law also provides tt.tit the sheriff shall
on receipt of the roll from the cltrk ad-
