IS 11 A BLUNDER?
Senator Mitchell believes the
selection of the Panama route for
the isthmian canal is the mistake
of the century. Few men are
better qualified to express a cor
rect opinion on this subject than
Mr. Mitchell. In the Senate,
Senator Morgan is probably the
best informed man on the sub
ject; indeed, he is known as
4 'the Father of the Canal. " For
years he has thought more and
talked more on this than all oth
er subjects. It has been face
ticiously said of him, ' 'had he
set his iaw at the work of dredg
ing it, it would" have been fin
ished long since." The Nicara
gua route was generally accepted
a; by all odds the more desirable
and feasible one. French
company had control of Panama
and we seemed to be precluded
from considering it. Mismanage
ment, losses, scandals and fail
ure carried the company into in
extricable disaster. When the
French company found that the
United States would surely con
struct a canal it made haste tx) of
fer us its property and franchises
at a fair valuation. For the first
time Panama was brought within
the range of choice.
-The House had already passed
the Hepburn bill, adopting the
Nicaragua route, and its friends
in the senate felt certain of the
measure passing that body. That
it did not is due to the i ifluence
of Senator Hanna more than to
anything else. His speech in fa
vor of Panama actually did
change votes. The utmost those
favoring the Nicaragua route
could do was to secure a condi
tional provision leaving the ulti
mate selection of a route with the
president. This may prevent us
from "picking up another man's
lame duck." Mr. Mitchell
thinks the president will not find
the title of the french company
at all desirable, and that Nicara
gua may yet be selected. Attorney
General Knox will soon examine
into the legal phases that may
follow or attend the purchase.
Mr. Mitchell is not by any
means alone in viewing the se
lection of Panama as a stupend
ous blunder. If a blunder at
all. the size of It will probably
accord with our national fond
ness for "big things."
Of Great Importance
It is estimated that Oregon's
crop of hops this year will be
worth in the neighborhood of
$3,000,000. . The picking will
cost about $600,000. This places
hops -well up among Oregon's
principal industries. The aver
age estimate places the crop of
hops for thisstate at 85,000 bales
This, it is thought, will be about
as much as the states of Wash
ington and California will to
gether produce.
The weather conditions have
been ideal for the production of
hops, lxth for quantity and qual
ity. It is reported that the ex
ceedingly hot and dry spell of
weather just passed has killed all
of the lice and left the hops al
most without a blemishC Sop
men sav that a little rain just
now would help fill cut the burr
and give the product a richer
color.
Picking will begin in the
cqurse of ten days or two weeks
and pickers will begin to swarm
about like bees around a honey
pot at least it is hoped they
will. But the fear has been en
tertained by some growers that
pickers will be scarce this year
As a general thing, there are
many, pickers come to the valley
from the mountain districts. A
good many of the Siletz Indians
come and assist through hop
picking seasou. It seems to be
ecnerallv aareed that 40 cents
per box is the price that will be
paid for picking.
Council Notes.
The common council for the City of
Corvallis met in regular session last
Alonday evening. Mayor Woodcock oc
cupied the chair and there were present
Councilmen P. Avery, 1). C. Rose, E.
Alien, W. O. Heck art. Win. Crees. J. L.
Underwood, A. Ilodes and W. J. Wil
banks. The minutes of the last regular
session were read and approved and the
following items of business given atten
tion: In the matter of the bills of Ed Clark,
Ed Smith, II. Harris, M. Lane and F. P,
Bheaegreen for putting out fire, the fin
ance committee recommended payment
of the Bame and said report was adopte 1,
The finance cjmmittee recommended
favorably upon the bill of J. R. Smith &
Co. for $19.23, which report was also
Adopted.
The matter of paying A. B. Young
26Q for constructing a warehouse back I
of the Gazette building for the City o
Corvallia was considered. - All council
men voted for the bill, which wta carried.
The matter of proper manner of pay
ing assessments on lateral sewers was
I considered. After some discussion and
amendment to ordinance the bill went
over to the next regular met ting of ihe

following repjrt to the city council of
Corvallis: "We, your committee to
whom was referred the books and ac -counts
of th3 city treasurer and police
judge, would respectfully report that we
find said books and accounts correct."
Said report was placed on file.
The finance committee made a verbal
report in regard to painting warehouse
and old engine house, and repairing lat
ter inside. The report was adopted and
the matter of painting and repairing the
same was referred to street committee.
Bills were allowed and warrants order
ed drawn on the general fund in the sum
$2,ii8.70. On the street fund warrants
were ordered drawn in the sum of $27.06
The report of th9 chief of police was
read and placed on file.
At this time was present V. E. Wal
ters, county judge of .Benton county.
who spoke in regard to the gravel ferry,
and a suitable person to have charge of
the same, stating that the county court
was willing for the city to appoint a man
for same, and the county would bear its
Bhare of the expense. Tlte council ap
pointed Chief of Police Alexander to
have entire charge and control of the
same.
The matter of sawing wood that be
longed to the city was referred to Coun
cilman Crees.
The police was instructed to cause the
people to clean all rubbish, etc., from the
streets and alleys. Also to give notice
to all owners of dogs that the license on
dogs was due September 1st, and to col
lect the same.
The matter of a watering trough for
horses was referred to fire and water
committee.
The petition of F. P. Sheasgreen for a
sewer through block 5 was referred to the
sewer committee. . ' - .
The council balloted on president tor
the council. After the third ballot, no
majority having been received by any
one placed in nomination, the matter was
postponed until the next regular meeting
A communication from the Pacific
Coast Association of Fire Chiefs was read
and placed on file.
Grand Excursion on the C. & E.
On Sunday, August 17, i02, the C. &
E. R. R. Co. will run another through
excursion from Detroit and all points
West, to Newport, leaving Detroit at 4 -33
a. m , Albany 7 a. m., Corvallis 7:30 a.
111., arriving at Newport about 11:30.
An excursion train -from the Lebanon
Soringfield branch of the S. P. will cou
nect with the C. & E. at Albany. The
Salem military band of fifteen pieces
will meet the excursionists and play
during the, day. Special trick bicycle
riding, surf bathing, and weather per
mitting, a grand surf drill by the U. S,
Life Saving Crew will take place.
Excursion will leave Newport at5 :30
p. m. Fare from Detroit to Mill City in
clusive $2.50 ; west of Mill City to Kings
ton inclusive $2.00; west of Kingston to
Maxwell inclusive $ 1.75; Albany, Corval
lis and Philomath $1.50; West of Philo
math to Cuitwood inclusive $1 ; all points
west of Chitwood 75-:ts.

the year, and the time spent will repay

Was Criticized.
Those who attended the last
local teachers' institute held in
this city will no doubt recall the
fact that Prof.- Ressler, formerly
of Eugene, but recently elected
president of the State Normal
School at Monmouth, made a
brief speech.' The gentleman
appears to be an enthusiastic
school worker, and attended and
delivered an address during the
county teachers' institute just
held in Douglas county. The
Roseburg Review sees fit to criti
cize his efforts on this occasion
as follows:
"The speaker might be criti
cized for failing in many instan
ces to give credit for quotations
included in his address. No ac
cusation of plagiarism is intend
ed, but an educator holding a po
sition of prominence in the state
is expected to be exact and give
credit wherever due when he
makes a public address."

the gentleman said during his re
marks in this city that would
subject him to the charge of
"plagiarism."
