WHERE IS THE ECONOMY?
We are told tbat a special ses
sion of the legislature will result
in the lopping off of $50,000 of
expense to the state this coming
year. Investigation discloses
the fact that this sum represents
fees and pciquisites now being
drawn by the various state offi
cers. Moreover, this $50,000,
or the great bulk of it, comes
Out of the pockets of corporations
-and private individuals, and lop
pine it off will not lessen the
burden on the taxpayer in the
least. But the acceptance of
foes or perquisites, from whatever
source, by state officers is a vio
lation of the constitution. Then
the new legislature can put a
stop to this unconstitutional pro-
eeedincr immediately, and tne
0
"saving" can be made as com
pletely and as effectively as s
special session could make it.
As for fiat salaries, the consti
tution already provides for them
To be sure the salaries provided
by that document are ridiculous
ly small in some instances, bat
the legislature has no power to
raise them without a constitu
tional amendment.
On this point, Congressman-
elect J. N. Williamson, who is i
member of the legislature, repre
sentine Wasco, Crook, Lake and
Klamath counties, pertinently
. remarks:
"The first thing we will do
down at Salem next winter is to
hold ud our hands and swear
that during; our deliberations we
will support the constitution o
the state of Oregon, which wil
either result in some very modest
salaries, or a stretching of that
old and badly outgrown docu
merit until it is verv turn in
spots."
UJWe fail to see the economy in
holding a special session of the
legislature next year at an expense
of 5615,000 or $20,000 to taxpay
ers, even if it should result in
saving of $50,000, as is claimed
to corporations and private indi
viduals.
The re-appointment ot Mr. B
W. Tohnson to succeed himself
as postmaster in this city is
nice compliment to that gentle
man's efficiency in that position,
and fast recognition of his care
ful and obliging service for the
oast four vears. When he was
named for this place by Presi
dent McKinlev in the summer o
1897, there was strong opposition
and the senate withheld its en
dorsement for some time. Mr
Johnson's appointment was made
this time, however, witnout tne
aid ot petitions or special effort
of his friends, and the senate ap
proved it without hesitation.
The Salem journal answers
the Gazette's editorial inquiry
for the economy in a special ses
sion of the legislature next
spring, by saying:
"As the editor of the above
paper cannot trust his readers
with the facts as to the
present fees, perquisites, emolu
ments, compensations, and indi
rect financial grafts of over i
hundred different sorts and de
scriptions, what is the use in an
swering the above t"

' Editor Gazette :
In the Gazette of July ist, Dr. Davis
says that the Coast Land & Live Stock
Co.'s lands, for which he ia agent, were
asseeeel for i90i at $i.25 per acre, and
that I had said they were assessed at 80
cents per acre. I did not say that.
aid they were assessed at an average of
83 cents per acre. Which if I figure it
right must be true. On pages ICS and iC9
f the Benton -county tax roll fori90i,
those lands are assessed, 16 40i acres at
Si3,0i7or an average of something less
than 83 cents per acre. If they had
been assessed as Mr. Davis says they
were, at f r.25 per acre then they would
have aggregated $20,50i.25 and would
have brought the county about one-
third more taxes than this company
p d. The O. & C. lands were assessed
for r9oi at $i.5 per acre on 55,559 acres,
making IG9.S69 and then tax of $3,0i4.S4
was paid at that rate, whereas, the com
pany of which Dr. Davis is agent, gets
off at an average of about 80 cents per
acre.
The O. A C. B. B. Co. assessment is at !
page 161 to 1 GO of the Benton comity tax
roll for i90i, and any one can examine
ibe two assessments and see who is cor
rect about it.
I conceive this to be a matter of public
concern and one in which all taxpayers
are interested.
Dr. Davis also mentions that no busi
ness man pays invalid claims against
l.ia properly, but he does not point oat
wherein the taxes now delinquent on the
Benton county tax roll against the prop
erty know n as the "Bong" lands, are in
valid. Can he do so? If the taxes
against these lands are invalid then so
must all other taxes on those rolls haye
been invalid. But is this claim sincere?
Dr. Davis bid at the tax sale for r898
taxes (822.8i of these same taxes, in
cluding a few dollars costs, anil-he had
the same information concerning their
validity then that he can now have, yet
be paid for his purchase. He mast have
believed the claims valid then or be,
(being a business man,) would not have
paid that money. But now, having got
ten his residence property for that bid,
he says in his letter in the Gazetts of
July 1st: "I shall certainly enforce the
return if those taxes are proven invalid."
He got the residence property on a tax
sale. Now he seems to want to get back
the money he paid for it. Then who
gets the residence property?
Dr. Davis also speaks about the good
faith of 1 be Astoria Co. in taking these
lands oat of the hands of (he court. Now
let us examine that I can only speak
from the county records, but- they give
some interesting information.
On July 6th, i900, a deed was recorded,
Book 38, page 493, Benton county deed
records, dated April 11, from Arthur
H. Masten, receiver, to The Astoria Co.,
conveying the f-irty odd thousand acres
of lands formerly held i tkist by Geo.
S. C'le. and also the twenty acres in the
west side of Cor vail is, known as the
Hogg place," and the depot property,
and the "Hoag" residence property,
where Dr. Davis lives in Corvallis. The
consideration in this deed was $1 and
other good and valuable consideiations.
And the deed says it is "Subject however
to all tax liens, encumberancss, and as
sessments thereon of every kind and
nature whatsoever." This deed carries
a $5 cancelled revenue stamp, indicating
that the Astoria Co. .paid $5,000 for this,
property, to .the receiver. It did not re-i
quire much "good faith" one would
think, to induce one to get property!

But was the Astoria Co. stuck, as

Davis' letter would seem to imply?
The Astoria Co. conveyed this propertv I
, .....,
or nearly all of it, to the company dow
asking to settle its taxes for this tremen
dous reduction, by a deed which says t,
$i consideration and which bears fi2
cancelled revenue stamps indicating a
consideration of $i2,ooo or a profit of
7,ooo within less than a year after tak
ing the lands out of the hands of the
court. Was the Astoria Co. so badly
used as Dr. Davis would have us believe?
The plain , naked truth is that these
lands have been assessed just as other
lands of like character have been assess
ed for the five years for which their taxes
are delinquent. The tax is just as hon
estly and legitimately due Benton coun
ty as any other tax on those rolls, and
for Dr. Davis, or this company, to at
tempt to get out of payiug this tax in
full is unjust to other taxpayers who
have paid their taxes uncomplainingly,
no matter how hard pressed.
It is said that this company has nego
tiated a sale of all the lands to Eastern
parlies at a price two or three times
greater than the assessed value, but that
they have to square up the back taxes
first. It is right that they should da so.
It would not be right for them to be re
leased of this debt while others have to
pay in full. CITIZEN.

Notice is herebv given that the assess
ment made by ordinance No. Ii4, for the
construction of a eewer from the man
hole of the main sewer on Jefferson street
on the north side of blocK 2i, old town of
Marysville, now Corvallis, through
blocks 21, 20, 19. Corvallis, blocks L and
K. Avery's Addition, in the manner pro
vided by ordinance No. 103 in each of the
follouing mentioned lets, and parts of
lots, was entered in the docket ot the cfcy
liens. Corvallis, on the xSth day ot June,
1 9(2. and is due and payable at the office
of the city treasurer of Corvallis, in
United Stated gold or silver coin, and if
not paid on or before the 5th day of July,
1902, the Common Council will order
warrants to be issued to the chief of po
lice for collection thereof, together with
interest thereon at 8 per cent, per annum
from that date, and cost of collecting,
