METHODS, NOT PERSONALITIES.
Benton county roads ate badly
in need ot improvement. This,
we believe, is a statement winch
no one acquainted with the con
ditions will gainsay. That all
possible expe Hence shall be made

dition for travel during all sea
sons of the year, is, we are safe
ia saying, the earnest desire of
all. The one place where there
is difference of opinion, is regard
ing the method to be employed.
The method is the most import
ant factor in the entire matter;
upon it depends the success or
failure of the whole enterprize.
For years money and labor have
been expended upon the roads 01
this county, and there has been
little, if any, permanent improve
ment. That there should be honest
dsffereMce of opinion upon the way
to proceed in the future is natural
and necessary. No man who has
an eye single to the public good,
will abuse another who may hon
estly differ with him in opinion
Personal attacks will accomplish
nothing for good roads; they will
only result in attracting atten
tion from the real question at is
sae.
If a plan is offered that does
not meet with approval, let the
dissenter show wherein he be
lieves the argument of the pro
moter is at fault. The personal
ity of the parties to the contro
versy, if they are honest in their
contentions, is of no consequence.
VVnat we are all interested in is:
The best, the quickest, the
surest, 'the cheapest way to get
good roads.
At the last session of the legis
lature a law was passed which
contains this provision:
At tbe first regular session of the coun
ty court in the year 1902, and annually
there after, it shall be the duty of the
ounty court to appoint a roadmaster or
masters who shall serve oue year, or un-
til his successor is appointed and quali
fied, unless said office becomes vacant by
resignation, death or removal for cause ;
and the said county court, when ttiey ap
pint a roadmaster or masters, shall pay
said officer or officers a salary sufficient
to justify a competent person or persons
to devote his or their whole time to the
matter of roads and bridges from March
1 1 December 1 of each year. Before

shall take and subscribe an oath to faith-
f jllr and imnartiallv nerform the duties
of his office, and he shall enter into
bond in the sum of not less than $2.-
OOJ, as the court may direct, made pay-
able to the county, with three or more I

tbe faithful .perfomance of his duties,

It iurther provides :
The county roadmaster shall have the
power to .determine when and in what
manner tbe road supervisors of the sev
ral road districts in the county shall ex
pend the tax apportioned to (their sever
al districts, !and the instructions of the
aid roadmaster in all matters relating to
the construction, improvement or repair
f the public roads and bridges shall be
implicitly obeyed by the said road super'
visors. It shall be the duty of the coun
ty rotd master to investigate peti
tions for road improvement and to report
his findings and recommendations there
on, in writing, to the county court."
The law makes it obligatory
upon the county court to appoint
a roadmaster; to provide a salary
lor nun; to require mui to give
bonds; to remove him for cause,
and to appoint his successor.
That law prescribes the duties oflax

The court of this county has
complied strictly with the law,
It appointed Leo. W. bmitli to
serve from March i, igoa, to
December i, 1902. He was re
quired to give a bend of $2,000,
and his salary was fixed at $3
per day, with the stipulation
that he was not to draw to ex
ceed $75 during any one month.
Mr. Smith has proceeded ex
actly as the law requires. He
has not exceeded his authority in
any particular. If the action of
the court or of Mr. Smith has
not met with the approbation of 1
taxpayers, the law is at fault and
not those who have put it into
effect.
Roadmaster Smith has admin
istered his office most economi
cally. While he is lawfully en
titled to $75 per month, he has
nly charged the county for act
ual time employed. His bill for
March was $15, for April, $57;
and for May, $66.
He has saved the county more
than these amounts by practicing
economy. Near the Wren-school
house is a bridge which, in the
past, was no feet long. Mr.
Smith had a permanent fill put
in and a bridge only 20 feet long
will be required here in the fu
ture. The fill and the new 20
foot bridge cost only $ t.q.
On the Independence road j
near liie folk, county line is an- j
other bridge which was 75 feet in j
length. A fill has been put in, j
and now a bridge only 16 feet .
and fill cost $35. All this work
was done by bid, as by law re
quired. Bids have been opened for a
bridge three miles south of Mon
roe, on the Junction City road.
The old bridge is 60 feet long.
A fill will ba made at that point,
and a bridge 20 feet in length
will serve in future.
At tke last session of the coun
ty court, subscription papers, rep
resenting donations of more than
$r,ioo in labor for iraproTement
of roads were presented to the
court. The petitioners asked
the court to contribute a like
amouat in "cash from the funds
of the county. The petitioners
reserve the right -to -apply the
work where they choose.
Mr. Smith, very properly, re
ported adversely on these peti
tions. He could not give his ap
proval to the expenditure of this
large amount of mousy, which
was only the fore runner of larger
sums to be asked for, unless the
amounts subscribed by the vari
ous petitioners be paid in cash
instead of labor.
This matter of road building is
a purely business one, and senti
ment should not be permitted to
make a mess of it Every busi
ness man and conservative farmer
will endorse Mr. Smith's action.
His attitude is this: Let peti
tioners for road improvement
subscribe cash, and let the coun
ty court appropriate sums in
equal amount from tfce county
treasury. The supervisors, act
ing under the road master as by
law required, can then employ
those who have subscribed cash
and pay them decent wages for
their labor. In this way the
county will get better service and
the contributors will not be any
more out of pocket, than they
would be if they subscribed labor
instead of cash.
The court has also been sub
jected to some abuse, because it
refused to appropriate money
