Deny it as they may, dodge it
as persistently as they are able,
democratic campaign orators and
aati organs can not alter the fact
that the issue in the present state
cimpaign is the retention or
abandonment of the Philippine
islands, and cot the personalty of
candidates. The only effect their
policy of denial and evasion can
tiossiblv have will be to convict
them of being ashamed of their
Tjlatform and its principles.
It is fortunate that both parties
have placed before the people
candidates of good character and
more than ordinary ability, for
this eliminates the question o
personality and forestalls the bit
terness that too often intrudes it
self into a campaign where men
and not measures are being con
sidered. So far as their person
ality is concerned, Mr. Chamber
lain and Mr. Furnish s'aud on
common ground. In fitness for
rfisrhannne- the duties of the
office to which each aspires, Mr.
Furnish is easily Mr. Chamber
lain's suoerior. While this
should go far in determining the
votes of those who are waveiing
between a choice of the two cau
didates. the vital question is this
"Will the voters of -Oregon, by
their ballots next June, endorse
the policy of the republican ad
ministration in the Philippines,
or will they declare against it
Should Mr. Chamberlain be elect
ed the democratic press of the
entire country would declare that
the state of Oregon had endorsed
the scuttle plank in the demo
cratic platform. Ne one outside
ofthis state will know or care
what is the name of the man
elected. The country at large
will be interested in knowing
only whether Oregon has gone
republican or democratic.
And the democracy ot Oregon
realize this. They are endeav
oring to coat the scuttle pill w?th

ter evidence of this fact is neces
sary than that furnished by the
recent democratic convention.
The greater part of its time and
attention was taken up with con
sideration of the Philippine
plank. For the better part of
two days the platform committee
argued aud quarreled over the
language of this plank, and every
spell-binding delegate who was
permitted to enter the committee
room fumed and vapored over its
provisions. And all for what?
If the Philippine question is not
an issue in this campaign, win
did the late democratic conven
tion expend so much time and
talent in defining its position on
this question? For ways tint are

says: "The republican par
ty expects to hear grand news
from Oregon 011 the night of June
2nd. The Oregon republicans
expect to roll up a good sized

than once that June election in
Oregon has given encouragement

country in important national
canvasses There is good reason
to suppose that the same state will
rise to the importance of the oc
casion in the present instance,
and by the magnitude of its re
publican vote, inspire enthusiasm

The .-ketch which outlines the

boy's battle with the world. Born,
in the state of Iilinois, Decem
ber 24, 1S65, Mr. Risley came
to Benton countv with his pa
rents when he was ten years of
p.gc. Until he was 21, he woik
ed rn his father's farm, grubbing-,
chopping wood and doing the
varior.s kinds of work familiar to
all lsds who have crown to man-

He attended school a lew
months ech winter, and finally
entered the Agricultural Co lge

Corvallis, and one ear in the

carry him through college, Mr.
Risley put in Saturdays and
spare time woikiug on the col
lege farm. He aho earned a few
dollars acting as pressman for the
Benton County Leader, then edit
ed by M. L. Pipes.
In the spring cf 18S8, Mr.
Risley took examination under
vSupt. J. J. Bryan, for a teacher's
certificate.Beingsuccessful, he se
cured a school and began teach
ing. Since that time he has
taught fourteen terms in the va
rious school districts cf this
county. He attended the state
normal school at Mcnmeuth, to
better fit himself for this work.
Ten years ago Mr. Risley
bought a small tract of land.
xs his means allowed he added
more land, until now he owns
56 acres nine miles north of this
citv. He has taken an active
part in the work of the Granf
aud was chosen a delegate from
Fairmount Grange to the County
Grange convention held in Cor
vallis last March. lie was elect
ed secretary of that body, aud
was chosen as one of the rep.e
sentatives to the State Grange.
As assesssr of this county he
will make fair and equitable as
sessments, and he has the ability
and determination to administer
the duties of that office honestly
and well.

I think my friend was a democrat
when we started out I convinced him
