A letter from Mr. Failey, pub-'
lisbed in the last issue of the I
Times, discloses the fact that
Mr. Farley attaches undue im
portance fto the attention given
himself in the Gazette's arti
cles on the question of county
road improvement. The GA
ZETTE has neither time, space
nor inclination to discuss Mr.
Farley, but it has the right to
discuss all matters touching the
publics' interests, and it proposes
to exercise it. It was the plan,
known as the "Farley plan,"
that the Gazette considered in
its article of tfee i8th inst, and
not the name of the plan itself.
If Mr. Farley can show wherein
the plan he advocates is better
than the one suggested by the
GAZETTE, he will be expending
his energies to some purpose,
His idea is a fairly good one, but
it is not above criticism. In of
fering what it still believes to be
a better one the Gazette said
"We have attempted here on
ly to outline in a crude way a
plan of Procedure, which, we
believe, will give us good roads
quickly, at a moderate cost, and
in such a way that the burdeu
will not all come at once, but be
distributed over a number ot
vears. We offer it for the con-:
sideration of the people of the
county, and solicit opinions from

Mr. Farley is now given
special invitation to express his
opinion of the merits of that plan
as then set forth. He must un
derstand that the Gazette has
bo auarrel with him. If it were
discussing Mr. Farley it would
have nothing adverse to sav. In
setting him right, however, it
aust correct some of the state
ments made in his article in the
Times.
The Gazette did not say
'that discussion of the roads was
not for the best." What it said
was this:
"Agitation of the matter of
bad toads is going to prove hurt
ful to the community, unless
some adequate remedy cau be
supplied. Let us quit harping
about the 'fearful condition of
our roads' we all know they
are bad enough, and devote our
attention to 'Good roads; how
to get them."' All of whic-i had
no reference to Mr. Failey or
his plan.
In the same article we said:
"Oar road supervisors have
shown commendable interest in
offering plans and methods of
procedure, but there are good
and sufficient objections to every
thing suggested thus far."
Mr. Farley's contention that
his district is as much entitled
to aid as a district near Corvallis;
that Corvallis districts should
not be given greater aid in pro
portion than districts in other
localities, and that nothing can
be done with a two-mill road tax,
is not in dispute, but is just
what the Gazetse has main
tained. The plan suggested by
it will give proportionate assist
ance to every district in thei
county, will provide sumcient
funds for improvement of 200
miles of road in this county, and
give us better roads in a shorter
time, at far less expense, than
any other plan so far devised.

If so, I am forced to question their de
mocracy. Verily, it is apparent to the
most superficial observer that the politi
cian's faith in the gullibility of the mass
