TOD ATS CONVENTION.
The republican convention
which meets today has i.ot
aroused the interest usually man
ifested in this important event.
The reason is found in the dispo
sition which has practically ciys-
talized into unanimous consent
to adopt the policy, quite gener
al in the state this year, to post
pone the nomination of county
officers until some future date.
The early meeting of the state
and congressional . conventions
makes necessary the holding of
county conventions at this time
to elect delegates to these bodies,
but there is no j.ood reason for
subjecting the voters of the coun
ty to tbe turmoil and excitement
of a long campaign. The nomi
nees are usually well-known
men, and thirty days is sufficient
time for voters to decide upon a
choice.
Already the opposing party is
endeavoring to nominate the re
publican ticket, but republicans
are competent to select their own
candidates, and have learned "to
beware of the Greeks when they
come bearing gifts." The dem
ocrats are not promising to sup
port one portion of their oppo
nents' ticket unless they are as
sured of compensation in shape
of support some placi on their
own.
ALWAYS CONSISTENT.
One of the seeming anomalies
of politics is the exchange of po
sition on public questions which
places a party where its antago
nist formerly stood. This has
taken place in our political his
tory quite frequently.
just now this change is made
apparent by the contention over
the financial measure prepared
by congressman Fowler, chair
man of the house committee on
Banking and Currency, and
agreed' to by the committee
This measure proposes the grad
ual retirement of the greenbacks;
a simultaneous issue of bank
notes based upon the assets of the
banks, together with a guarantee
fund equal to q per cent, of the
outstanding circulation; permis
sion to establish branch banks,
and requiring that silver dollars
and gold dollars shall be inter
changeable at the treasury.
The advocates of this measure
claim that so long as the green
backs are unredeemed the stabili
ty of the currency and the busi
ness prosperity of the country
will be continually menaced.
The opponents of the plan hold
it is one which will simply work
lor the benefit of the banks.
Here is, in fact, a contention
between those who hold that
banking is not a proper function
of the government, and those
who wish, to see it continue as it
now does, allied with those who
hold that all currency should be
issued directly by the govern
ment and banks of
abolished.

great parties stood n almost ex
actly opposite sides of this ques
tion from where they now stand.

evidence of political inconsis
tency. This is rarely if ever the
case. It more frequently occurs
because there has arisen altogeth
er a new set of conditions. What
was right, necessary and wise
under the conditions which exist

be wrong, unnecessary and un
wise under the conditions now
existing.
It is true that principles do not
change; but whether this or that
set of principles shall be adopted
and followed depends very much,
if not wholly, upon present con
ditions and the possibilities and
necessities these conditions
present.
The party which should advo
cate the application of the same
principles under all circumstan-1
ces to a question of public policy
would soon be left behind by the
onward march of progress, and
ljecome merely a party of ob
struction and negation, consist
ent only in its honest inability to
understand the requirements of
chaneed conditions and in its
certain opposition to all measures
which intelligently recognize
such change.
It is the just boast and the
glory of the republican party
that it is wedded to no hoary pre
cedents which prevent it from
advocating such measures and
policies as the present condition'
of the country- requires. It is
this which has made its policies
fruitful of good to the whole
country, and its measures vehi
cles bearing the American people
upward and onward in-an indi
vidual and national development
which amazes the world.
Not always wholly free from
mistakes, but gathering strength
and wisdom even from these,
purified when necessary and
kept true to its patriotic purposes
by the active, independent and
intelligent spirit of its rank and
file, the party stands today for
all the. best interests of a mighty
people who confidently look to it
for a right and wise solution of
every problem which confronts
them. -

we are asked for the recipe for the white
wash used ou the government buildings
We have answered this inquiry a score of
times through the question and answer
department, and ten score times at least
by mail to individuals. 'Now, in re'
sponse to half-a-dozen inquiries for it,
which we find on file, we give it in the
Open club as follows:Slake half a bushel
of lime with boiling water, keeping it
covered during the process- Strain
and add a peck of salt dissolved in warm
water; also three pounds of ground rice
stirred into boiling water and boiled to
thin paste, one half a pound of powdered
Spanish Jwhiting, and a pound of clear
glue dissolved in warm water. Mix
these well together and let tbe mixture
stand for several days. Keep the wash
thus prepared in a kettle or portable fur
nace, beat it when wanted for use, and
put it on as hot as possible with a white
wasn brusn. inis receipt is the one
given out by the lighthouse board of the
Treasury Department and is largely used
for public buildings. It has been found
that this (wash may be applied with
equal success to wood, brick, or stone,
that it is nearly as durable as oil paint,
and far cheaper.
