HE IS THE EXECUTIVE.
It will be recalled that in bis
message to congress the president
referred to the apparent inade
quacy of the laws to restrain cer
tain great corporations, such as
the trans-continental railway com-
panies, and to the inefficient!
agencies ielird upon to enforce
the interstate commerce laws.
The public evidently expected
him to stop at this, or if he did
more it would be to urge congress
t supply more specific laws and
more efficient agents for their ad
ministration. He did nothing of
tie sort. He simply and prompt
ly set about executing the laws
already enacted, and using the
agencies already provided. He
made no fuss nor parade, gave no
preliminary warning of his pur
pose to any one. The "Inter
State Commerce Commission"
was required to exercise its func
t oris to their full limits if neces
sity and the attorney general was
instructed to apply the legal rem
edies at hand to punish infrac
tions of the laws, and to enforce
their provisions. The commis
sion promptly and spiritedly en
tered upon its duties, and is now
busily engaged in calling to ac
count the transportation com
panies which practice the giving
of special and discriminating
rates by means of rebates and
drawbacks, or by whatever de
vice. It is also looking as sharp
ly after the shippers who accept
such special privileges The attorney-general
is proceeding
against the x Northern Securities
merger and several lesser trusts
under the Sherman trust law.
The beneficial effects of these
proceedings are already becoming
apparent. The offenders, in a
number of instances, have fallen
into a full compliance with the
laws. It is not very probable that
any of them, unless it may be the
Northern Securities Company,
will enter into any adverse con
test. They have already learned
that the laws will be enforced.
They grumble and bitterly com
plain that the president did not
advise with them, and assert that
dire disaster was invited through
his failure to do so.
The president has demonstrated
several things: That his official
oath to execute the laws is suffici
ent warning of his purpose; that
even poor laws intelligently and
earnestly enforced work out some
good and are to be preferred, us
ually, to no law at all. Should
he make it apparent that after
all we have all the law necessary
in the premises, it would confirm
the opinion of many thoughtful
and intelligent men.
It is quite probable that the in
fluence of certain trust magnates
will be directed to creating dis
cord, possibly estrangement, be
tween party leaders and the pres
ident. Even now there are not
lacking indications of such a pur
pose; but it will fail, because the
people, the great American peo
ple, are in accord with their
president and do not need a mag
nifying glass to see that he is the
chief executive.

x;ns to make the May Choral Fes
tival a success :
The finance committee of the May
Choral Festival started out with me this
last week to canvass Corvaliis business
houses to sell tickets for the festival.
We had a sad awakening. I for one
apposed that everybody in Corvaliis
knew what this festival was and knew
also that the honor of the good city was
at stake in making this an occasion not
less successful than that at Albany last
May. But, alas, one good citizen thought
we were canvassing for some kind of a
play and he "never went to plays." An
other asked what church we were trying
to help. A third had never been seen at
an "entertainment." A fourth knew
nothing about music and did uot care to
go.
One member of the committee observed
that we were up against a harder proposi
tion than canvassing for a Fourth of July
celebration or a chicken exhibition. Now
the only thiag to do is to invoke again
the power of the press and try to make
things plain.
Four years age an association was
farmed at Eugene consisting of Eugene,
Albany, Salem and Corvallia for giving
at each city in succession a festival or
series of performances of the best music
in May of each year. Eugene gave the
first series, Salem the second, Albany the
third and Corvaliis this year the fourth.
The name of the association is "The Wil
lamette Valley Choral Association."
Each festival has been mora successful
than the last. Albany last year was
tinder the disadvantage of . hav
ing only a comparatively . Bmall
church for - the performances and
had to torn away scores of peop'e from
the doors. Also having so small a room,
they were afraid to advertise the festival.
Bat that church was crowded to the doer
at each perfornianL-e, and all tie Albany
people say now, as they diJ then, that
nothing ever came to the town that did
more good in helping the feeling of ul
fellowship and friendship and pride for
the city.
Now is the tarn of Corvaliis.
We have the college armory for the
concerts, the beat room. I verily believe.
in the state. It will seat 1.500 people.
No one can now tell me that we shall
not have at least as good singers as any of
the other towns. The success of the cho
rus sow in training is quite surprising.
Albany has forty-five singers in train
ing, Eugene about thirty-five. I do not
yet know how muny Salem intends
Bonding up. Corvallia has had about llo
in the ranks the last two Tuesday eve
nings. And there are yet more to come
29 one is thinking of making a cent
of profit out of the festival. No church
or cause if any kind is to get anything out
of it. The work (and there is plenty in
sight) is being done for love, not money
Is Corvaliis to fall behind her neighbors?
The next thing is, what are we going
to offer the people?
The time is May 11th, 15th and 16th
Place, the armory. Wednesday, the
14th, will be given a concert of chiefly
instrumental music by the Portland
Symphony Orchestra, the best on this
coast Thursday, the 15th. will be riven
Mendelssohn's Hymn of Praise and Ros-
sini s Stabat Mater.
Friday, the 16th, Handel's Messiah
The orchestra will oe the same through
ut. The soloists have not yet been finalU
chosen, but they will be the veiv best
obtainable in this state. The chorus
will be the singers now and for
long time past in training in tt e four
cities of the Association Eugene. Al
bany, Salem and Corvaliis not less than
2oa in number.
xue anair will attract to Corvaliis an
audience of the beBt people wfthin reach
who believe in enjoying the best music
in the world, performed by lovers of
who are working, not for dollars, but to
give their best services for the enjoyment
and uplifting of the community. The
tickets for the whole course of the three
concerts are to cost $1.5o, for each one
concert pixty cents.
The expenses ot the festival must be
considerable, as singers and players have
to come from Portland and Eugene
aud to be entertained.

readers of this paper, let it be under
stood that they also are working for the
good of all, and be cheerfully greeted,
and let them haye a favorable answer to
their modefet question, "How many con
cert tickets can you see your way
to
pledge yourself to take for the May
Festival ?"
The committee must know beforehand
what their resources are to be ere they
make contracts with singers, players,
railroads and advertising men. There
fore, this canvass is made now.
