THE SUBSIDY BILL.
Last Monday the Senate iase
this measure. , Few public iu av
ures have been more fully dis
cussed both in Congress and ihr
public pre:s. It was before
Congress last session and failed
of passage. It was most bitterly
opposed by that portion of t lie
press which is fighting against
protection. Following the ex
haustive debates on the bill in
the Senate and examining the
provisions of the measure as
enacted must convince anv un
biased mind that such a law is
highly necessary, is wisely patri
otic and, since its provii-i- ns are
very carefully guardc-I, it cer
tainly will stimulate shipbuilding
in our ship yards.
The necessity of the measure
is found in the fact that it cos's
about 25 per cent, more to con
struct ships in our yards and to
operate them after construction
than it does in foreign ship yards
and to foreign operators. This
difference is mainly one of wages.
American mechanics engaged in
ship building receive higher
wages than are paid in foreign
yards and American sailors both
better wages and better subsist
ence than foreign sailors.
Nearly all the nations of Eu
rope sail subsidized ships. Uu
der these conditions we are un
able to create a mei chant marine.
Our foreign carrying trade is in
the hands of foreign ship owners,
to whom we annually pay large
sums for a service which every
patriotic sentiment declares we
should perform for ourselves. At
one time we had a merchant ma
rine which was an efficient train
ing school for men to man our
navv. We now have no such
school and it is with sreat diffi
culty we can man our warships.
Indeed, if all our warships were
required to go into commission
with full crews we could not ob
tain the requisite number of qual
ified men. This condition alone
should be sufficient to induce us
to nut forth everv effort to build
up a large merchant marine.
The provisions oi the bill are
carefully drawn. Foreign built
shins do not receive anv part of
the subsidv. Hereafter foreign
built ships, though owned and
operated by Americans, shall not
be admitted to American regis
try. This provision will prevent
T. P. Morean and his associates
' of the Levland line of British
built steamships from receiving
any subsidy. Steamships em
ployed in carrying the U. S.
mails must not only be American
built but be owned and operated
by Americans. For the first two
years one-fourth and for the re
mainder of their contract period
one-half of their crew must be
Americans. These ships must
be built of iron or steel and are of
even classes, according to rate of
speed, which ranges from 20
knots for first-class to 14 knots
for seventh-class. The compen
sation fixed is from two and
seven-tenths cents for the first to
one and one-half cents for the
seventh class. All ships of the
first four classes shall be so con-;
structed that they may be quickly
converted into auxiliary naval
cruisers. Sailing vessels receive
compensation according to their
gross tonnage and the number oi
hundreds of nautical miles sailed.
Each subsidized vessel is required
to carry one American boy for
each 1. 000 gross tons registry,
who shall rank as a petty officer
and be taught seamaushiD and
engineering. Documented ves
sels ensraeed in deep sea fishing
for at least three months each
year and having one-third of their
crew American citizens shall re
ceive 2 per gross ton eacn year
and each American member of
the crew shall be paid $1 per
month.
The sums expended under this
act shall not exceed $5,000,000
per year until July, 1907, nor
$8,000,000 per annum after that
date.
The final roll was 40 for to 31
against the bill. Four lepubli
cans voted against and one dem
ocrat for it. Senator Mitchell
took an active interest in the dis
cussions 011 the bill and voted for
it. It will be remembered that
just before he left for Washing
ton he said if upon careful exam
ination of the subject he found it
was a right and necessary meas
ure the term subsidy would not
deter him from supporting it.
A GRATIFYING CONDITION.

more and more evident that Con

gratifying to know that the peo
ple of this district have learned a
lesson from the . congressional
districts in the East which
wiel-J such mighty influence in
the House. It pjys a coustitu
eucy to letain in congress any
representative who -truly.- repre
sents the political opinions of the
majority, for experience in office
and the influence of friends made
during service at the capital are
of immerse .advantage to a con
gressman in serving his part',
his district, his state and the
whole country.
When we have in our republi
can delegation at Washington
men who have served for twelve,
sixteen and twenty-eight years
we shall be ab'e to command at
tention to our claim upon the
government. We shall then, in
fsct, have something- of the influ
ence which is exerted by the the
stales of the East.
An inefficient member, cr one
opposed to the political principles
of his constituents, should of
course not be re elected, but
where the incumbent has served
his district as well as Mr. Tongue
has, his re-nomination and re
election at the hands of republi
cans should be assured.
