CUBA AND OUR DU1Y.
There is much discussion both
in congress and the public press
concerning our dnty to Cuba.
What are our duties to Cuba and
how far should they influence
our commercial relations with
her? These questions are dis
cussed in . connection .with the
proposed reduction of customs
duties on Cuban sugar and tobac
co brought into the United States.
Senator Cullom, who is a
member of the Senate committee
on relations with Cuba, takes the
ground that Cuba is our ward
and it is our duty to give her
people prosperity. He favors a i
reduction on Cuban sugar of 35
to 40 pr cent, of the present
duties.
There is much, far too much
mere sentimental gush over our
duty to Cuba. The real truth is
that apart from our duties to hu
manity we owe no dnty to Cuba
and are under no sort of obliga
tion to her whatever.
We declared we would not per

Spain to any other power. Once j
