THE PEOPLE VS. THE SENATE.
One of the most interesting
things in our political evolution
is the change wrought in public
sentiment regarding the United
States senate. Many thoughtful
men regard the dual character of
our national legislative boar as
quite cumbersome and unneces
sary, 'and would readily consent
to the elimination of the senate.
It is not probable that any con
- siderable number of the Ameri
can people would tavor sucn a
change, yet there is no doubt
that there is a widely diffused
feeling among the people that the
senate should receive some sort of
reconstruction that would render
it a more efficient legislative
lxxly. Many characteristics be
lieved at first to be necessary are
now held not only to be of no
utility, but to be otherwise most
undesirable.
It was quite natural that when
our forefathers took up the work
of forming: constitutional govern
ments for themselves they should
frame their organic measures s
as to embody those features of
England's government which
were most desirable. They were
Englishmen, determined to per
petuate the rights and liberties of
Englishmen under written con
stitutions. Karly in 1776 they
began to form such governments
and presently eleven of the thir
teen colonies had instituted con
stitutional government In eight
of these the legislativt depart
ment, following the model of the
English parliament, consisted of
two branches. It was held that
this division would guard against
crude and hasty legislation, cor
ruption and bribery; that the
members of one branch or house
being drawn from a different
class of citizens and bearing dif
ferent responsibilities would ren
der it a greater check upon the
other.
As a matter of fact it was in
tended that while the lower
house should represent the mass
of the people the upper house or
senate should represent the weal
thv. the cultured, the influential.
That this was the main pur
pose in dividing the legislature
into two branches is evident when
we recall the arguments set forth
bv those who, later, opposed the
extention of the election fran
chise. In 1 82 1 New York am
mended her constitution which
had been adopted in 1777. It
was proposed to abolish the prop
erty qualification of the electors.
Chancellor Kent, the most able
jurist New York ever produced,
earnestly advocated that property
qualification for electors of the
senate should be retained. He
said the senate should be "the
representative of the landed in
terest securing it against the ca
price of the motely assemblage of
paupers, emigrants, journeymen,
manufacturers, etc."
In 1820 Massachusets amend
ed her constitution, when Daniel
Webster actively and vehement
ly opposed removing the proper
ty qualification required for elect
ors of senators, using arguments
similar to those of Judge Kent
The arguments that the senate is
necessary to safeguard the rights
of property had been set out in
the debate of the convention that
framed the federal constitu
tion int 1787, and the qualifica
tions of senators and their duties
had been determined with view
that sena tors would be selected
from a different, a more able and
influential class of men than the
representatives.
Thus from the

An effort was made to cheat the
people into regarding the U. S.
Senator as being molded Irom al

sary for congressmen. It is a
fiction which finds no place of
rest outside the personal vanity
of senators.
Wealth of itself is intitled to
no special privileges. Intelli
gence is too widely diffused to be
represented exclusively by ninety
TJ. S. senators. The American
people have learned to do things.
This is their great mission.
They aim to do things prompt
ly, expeditiously, effeciently.
The senate, weighed down by
its useless, senseless traditions of
superior intelligence and wisdom
and gravity stands in the way.
In the eyes of the people it is
yearly becoming more offensive
ly obstructive. This is one rea-
son, perhaps the chief one, why
the people desire to make direct
choice of senators. The senate

and harmony with the spirit and
purpose of oar national life or
ultimately be cast into the rub

at 7:30 o'clock. The meeting tu well
attended aid after discussing several
topics of general, interest, it was decided
by rote of members present that the
sweetpea aboold be made oar city flower;
We bare the "City of Elms" in the far
East ; the first city of our own state is
called the "City of Rosea, and other
places have their city flower.
Mr. Gray, of the Commission Hooae,
was appointed a committee of one to at-1
tend to the matter of procuring sweet
pea seed, which will be kept at his store
and sold at abont eighty cents per pound.
The society very much desires, that our
citizens, so far aa possible, should be
come actively interested in this work of
general improvement, snd plant and care
fully cultivate the sweet pea this year.
It has been noticed that the new aide
walks in our town in some instances
have not been properly laid, and Judge
Woodward was appointed a committee of
one to call attention to this fact, also -to
solicit tfrom the C. A E. B. R. Co., free
of charge, a carload ef broken rock to be
used in work which is to he dene at the
depot.
A 10-cent subscription for tke purpose
of helping on improvement has been
cheerfully responded to by nearly every
one solicited.
Next meeting will be held on the first
Monday evening in March, at the court
house. -
