Often the fdarm is sounded by politicians to captivate votes; sometimes, how ever, f or more substantial reasons. Who does not remember the evils that it wis said threatened the people from corporations and then by monopolies? Yet it is plain to all close observers, that with out corporations, the large busi ness interests of' the country would lie dormant. But when small amouv.ts of capital are asso ciated and the aggregation han dled by organized corporations, anything in a business wav can bs'accomplished that the mind of man can determine.. These gi gantic enterprises give millions of laborers steady employment, many of whom must otherwise be idle. The small amounts may bs contributed and the shares held by widow, orphan and wage-earner as well as the capitalist, and yet, when organized under a corpora tion, the politician pours forth his forebodings. The term monopoly has become politically so ridiculous that even the small boy smiles at the poli tician who imagines the people so easily frightened. To some, however, trusts have presented alarming conditions. It remains to develop whether trusts will damage or benefit the people. The proces of smaller capital ists pooling their money and ef forts and forming partnerships and corporations in order to con duct larger business concerns than could be handled by them individually, is somewhat similar in form and purpose to the pres ent policy of small corporations uniting their capital and energies " in order to conduct still larger business affairs than any one of them could handle alone. These greater combinations are called trusts. One alarmist, .however, rushes to the conclusion that the trusts will consume the country nnrl iniurp the neonle. and straightway advises the enact ment of laws prohibiting the formation of trusts. Another savs eovernment ownership is the proper remedy. Both sug gestions appear to many to be A. . - impracticable. It is difficult to ascertain how the formation of concerns con trolling aggregated capital can be prevented. Where will you draw the line? Will you com mence and abolish . all partner ships, corporations and the larger concerns called trusts i Many believe that the trusts, being so large, may use their power to in jur or oppress the general pub lic unless controlled. All admit that if managed liberally they can be conducted at proportion ately less expense than can each small corporation acting seperate ly. What then is the proper ac tion to take regarding them? Considering corporations and trusts from a legal standpoint, they are formed under laws en acted by some . state or by the United States. The law-making power having created them, it lias always been conceded and so held by the courts that the Fame power has the right to control them and prescribe such regulations as shall prevent them from so exercising their functions as to Jin jure the public, and by necessary and reasonable regula tions to make them instruments for doing good. If, for instance, the railroad companies combine and charge excessive rates the law can be made to prescribe healthful and reasonable rates. If they shall discharge their com petent help to such an extent as to render their service dangerous to life or the public weal, the law can prescribe regulations Jtiak mg them guard the points and dangers which lead to an alarming number of wrecks mid accidents. The state of Oregon, through her legislature, prescribes the rate of passenger fare on rail roads, and the requirements which insurance companies doing business in the state must observe. Other or similar regulations can he imposed upon other classes of business operated by corporations or trusts organized under the law. These remedies can be made cer tain. But, to uudertake to des ignate what trust or corporation shall be dissolved, or the forma tion thereof prescribed, will ever be so vuncertaiu and inpracticable that its accomplishment will remain ."xibtful in everything bet agitation.
