OFFICIAL PATRONAGE.
It was Governor Marcy of New
York, we believe who first de
clared, with reference to govern
ment positions within executive
control "to the victor belong
the spoils." President Jackson!
was the first president to grasp
all the patronage he could control
and then dispense it rewarding
his personal and political friends
and in developing and building
tip a Jacksonian party. It was
easy for succeeding executives to
imitate his methods.
Removal from office for politi
cal reasons became the rule and
was extended to include every
one holding a government posi
tion, by appointment. As ap
pointive officers necessarily mul
tiplied rapidly the patronage in
the hands' of the executive be
came a mighty instrument in en
abling him to carry out policies,
to control legislation, to shape
the very destiny of the nation.
There sprang up a most
vicious, debasing and dangerous
"spoils f office" system which
exerted a baneful influence upon
every community.
A demand for reform ultimate
ly arose and gathered strength
and influence slowly but surely
until in 1883 it found expression
in "an act to regulate and im
prove the civil service of the
United States," commonly known
as the civil service act. This
act classifies the civil service and
requires that employment in the
service must be obtained through
competitive and public examina
tion as to necessary qualifications,
Much demagogy has been prac
ticed in the name of civil service.
Its over zealous friends have fre
quently done the cause as great
harm as its avowed enemies nave.
The system is not perfect by any
means. It is a most difficult un
dertaking to fit a system of civi'
service to the genius of our gov
ernment. Americans are accus
tomed to believe that a right to
hold office is inherent to Amen
can citizenship, and each citizen
is ready to declare himself quali
fied to fill anv office, whether
elective or appointive, from vil
lage pound master up to presi
dent of the United States.
There are also many good pa
triotic men who deplore the evils
of the spoils system yet fear the
creation of a privileged office-
holding class. The evils correct
ed were most serious and palpa
ble to everv one, while those
feared from the reform are main
ly imaginary, so the reform
movement steadily grows in pop
ular favor. The scope of civil
service will be enlarged from
time to time, and the provisions
brought up to a better adaptabil
ity and consequent emciency.
Apart from the fact that the
president controls the adminis
tration of the civil service law,
he yet has at his disposal a power
ful and extensive public patro
nage. The disposal of this,
whether directly, through the
heads of departments, or to sen
ators and congressmen forms no
enviable part of his duties. It is
doubtless the source of much an
noyance and perplexity, and even
when carefully disposed ot many
eventuate in humiliation and
regret.
It is somewhat unfortunate and
also rather ludicious when grave
senators cannot agree upon a
man for appointment to office, as
is the case in Washington's dele
gation, Oregon's and other states.
It is unfortunate for the president,
for the aspirants and for the sen
ator who desires to reward old
friends or secure new ones.
The ludicrous feature may be
expressed in an old-time nursery
rhyme "There s s

The State Fair.
The Oregon State Board of
Agriculture met at the capitol at
Salem, last week, for the pur
pose of arranging some matters
in connection with the state fair
for the current year. In a re
vision of the premiums no jad
ical changes from last year's list
were made. The premiums for
the county exhibits were' contin
ued as iollows: SUoo for the
best county exhibit of agricul
tural and horticultural products;
$250 to second; $200 to third;
$150 to lourth; $100 to fifth, and
$75 to sixth. Exhibitors will be
required to furnish a complete
and correct list of all articles ex
hibited, for the use of the
privaleges.

was re-appointed suprintendent
of the pavilion; J. W. Bailey,
Portland, re-appointed superin
tendent of the dairy department;
George Chandler was appointed
