There can lie little question
that our farmers are now making
their products, for the greater
part, as cheaply as possible. This
is especially true of grain produc
tion. A bushel of wheat is now
produced as cheaply as it is pos
sible to produce it. The wheat
grower can not make any more
maney through improving or
ckeapening his process The

profit to the wheat grower is in

of carriage is to his benefit.
We practically have no mer
chant marine engaged in the for
eign trade. We do scarcely more

vessels and controlled by foreign
ship owners. -No one is so unso
ohisticated as to believe these
owners are sailing their ships for
the orofit of America and the
benefit of American farmers.

The producer who controls his
own means of transportation al
ways has a decided advantage
over one who depends upon
others for such means. With
our own merchant marine we
would keep in our own hands the
$200,000,000, we now pay annu
ally to foreign ship owners, but
the subsidy will never exceed
4q. 000, 000. By granting this
subsidy we save to ourselves up
wards of$i90,ooo,ooo, and this
we do while paying our own
ships the same tonnage rates we
now pay foreigners. It is not at
all unreasonable to believe that
oar own ships will serve us more
efficiently and cheaply.
View the matter as we may, it
is certain that with our own ships
we shall not only save the money
we mow pay away for carriage,
but we shall more easily control
the price at which we sell our
products. " This will benefit the
American producer, and none
more than the farmer.
Since we in no case shall sell
Europe a bushel of wheat more
than she needs we should cer
tainly make every effort to carry
all she mav need of us.

Notice is hereby given that the viewers appointed
by the Common Council of Corvallis, to estimate
the proportionate share of tne cost tnat tne several
property owners should pay toward the construction
of a sewer fiow tho north line of Block 15, South
ward through the alley to the North line of Block 14,
old town of Corvallis, have filed their rtjiortof which
the following is a copy to-wit:

To the Hon. Mayor and Councilmen of the Com
mon Council of the city of Corvallis, Oregon.
GENTLEMEN:
We the undersigned hereto
fore appointed by yen as viewers to estimate the
proportionate share of the cost of a pewrr to be con
structed in the city of Corvallis from the n an-ho)e
on the sewer now on Jefferson Street on the N, side
of Block 15, City of Corvallis, thence Southerly fol
lowing the alley of said Block 15 in a straight line to
a point on the H. line of Block 14, and to asstss the
same to the several owners of tha property benefit
ted thereby, beg to report as follows:
That we met at the office of the Police Judge of the
City of Corvallis, on the 12th day of Nov. A. D. 1901,
at 3 P. M., when were present (of your viewers) 8. I.
Henderson and Virgil K. Watters, and after hearing
the objections of Mr. B. F. Hyland and havinr
carefully examined the line of said proposed sewer
and the adjoining property, we adjourned to meet
Saturday Nov. 10th, 1901, at 6 H. M.
And now having carefully considered said matters
find: That said proposed sewer will be 398 feet in
length ; that a man-bole and two catt-h basins will be
attached thereto and located in the stroets of Cor
vallis That the contract to construct taid ttwerbaa
been awarded in the sum of fU8.75:That the expense
of the constnictim of the 98 fet and man-hole and
basins, amounting to 8155.723 si culd be borne by
the City, and that the pi'perty owners are equally
benefitted in prorortiok to thu uun.ber of tots
owned.
We therefore estimate and assess the proportionate
share of the cost of said sewer as follows:
