MERCHANT MARINE.
The Portland Oregonian thinks
trie president has not given the

cient reflection. As evidence
that the Oregonian has, it says:
"Europe pays us for our food
ftuffs largely with her services
in the carrying trade. If we
take that away from her she
must either buy less food of us or
else pay us for it with some other
commodity. If we do this work
ourselves it is perfectly certain
either that Europe will deny it
self to the value of our products
for which its carrying tracle pays,
r else that our home products
will be cut off from hon.e mo
tets to the extent of an equiv
alent value which Europe will be
obliged -to send us in puce of the
freights it has been earning."
Europe takes of our foodstuffs
our grain, flour, fish, and
meats because she needs them
and cannot produce them in
quantities sufficient to supply her
need. Her necessity, not the
amount of her freight bill against
us, is the measure of her demand
for our food products. Europe
must have these in no less quan
tities whoever is the carrier. It is
equally certain we shall take
from Europe no greater quantity
' of ''some other," or any com
moditv than we need whoever
may be the carrier.
The cost of carriage is to the
consumer. We pay European
ship-owners for carrying foreign
products to us; Europe pays them
for carrying our products to ner.
In either case necessity, present
or prospective, determines the
, magnitude of the carrying trade,
and this is true, as well, through
out the commercial world. Ship
Owners do not knowingly ''carry
coals to Newcastle."
If we had the only merchant
marine afloat and conducted the
carrying trade of the world there
would be no less of it to do.
We should do our share of it,
at all events, if we had a credita
ble merchant fleet. Once we bid
fair to wrest the supremacy from
England. The sails of our mer
chantmen whitened every sea
and our adventurous sailors car
ried our flag to every port.
The civil war virtually destroy-

ea our mercnant marine.
Since then our own carrying
trade, for the greater part has
been in the hands of foreigners,
and we cut no figure whatever in
the carrying trade of the world.
The president seems to have
- given the subject sufficient reflec
tion to-enable him to name some
of the reasons why our merchant
marine is so insignificant. He
Jraints out "that the original
cost of building American ships
is greater than is the case abroad;
that the wages paid American
officers and seamen are very
much higher than those paid the
officers and . seamen of foreign
competing countries, and that the
standard of living on our ships
is far superior to the standard of
living on the ships of our com
mercial rivals."
There are many cogent reasons
beside those of patriotism and
national pride why we should
build up a powerful merchant
marine. Congress will no doubt
take some measures for this pur
pose. If granting subsidy is the
best measure, subsidy will be
given. Other nations find this
a very efficient auxilliary in
building up and maintaining a
merchant marine and so may we.
Meanwhile the Oregonian may
find time for the 'sufficient re
flection" it evidently has . not
given to the subject.
INTERSTATE COMMERCE LAW.
Speaking of this law the pres
ident in his message says: ."Ex
perience has shown the wisdom
of its purposes, but has also
shown possibly that some of its
requirements are wrong, certainly
that the means devised for the
enforcement of its provisions are
defective."
Whatever may be the defects
of the law, and they are regarded
as serious the chief instrument
, devised for its enforcement is not
. only defective but notoriously
inadequate to the task. This is
a commission known as the In
. terstate Commerce Commission.
, This was first lormed with Judge
, Cooley of Michigan as chairman.
He was a man of high legal at
,. taintnents, of unblemished char
acter and of stern, unyielding in
tegrity. There has never been
any question - that he did not
conscientiously do his duty and
Strive to- have the commission
give the law right .interpretation
and just application. He utterly
failed. It has been charged, in
general terms of course, repeat
edly in the press and from the
platform that the commission
was bought, bribed, corrupted,
controlled, owned by the railway
companies; that Judge Cooley
was placed at the head of the
commission that his well known

character might be a foil, a shield,
a screen for the corrupt prac
tices of the- other members.
However true or false, these

no question but Judge cooley
was bitterly disappointed by the
conduct of the commission, and
almost heart broken in conse
quence of the unenviable reputa
tion it bore. The railway com
panies made no serious complaint,
at any time, and this fact served
but to the discredit of the com

mission,
In the public mind the!
commission is utterly discredited,
and congress can make no greater
mistake than to rely upon such
instrumentality for the adminis
tration of such laws as may be
enacted for. the government of
interstate railways. Let congress
pass just and reasonable laws to
be administered by the courts.
It can provide that they shall be
administered speedily, inexpen
sively and effectively? Our
people never placed much confi
dence in such commissions, and
our experience with them has
been anything but reassuring.
Oregon made trial of a railroad
commission and it is safe to say
that it will be long before we re
peat the experience.

When, therefore, they were assembled

up in the midst, addressed them :

driven back, will return home again, if,
indeed, we would escape death, since, as

. But come now, let us consult some
seer, or priest, or even an interpreter of
dreams for a dream also is from Zeus
who might tell why Phoebus Apollo con
ceived gich anger; whether he finds
fault on account of a vow neglected, or
ob account of a hecatomb not offered, if
perchance, in some way, he, having par
taken of the savor of the fat of lambs and
of choice goats, would be willing to ward
off ruin from us."
Now, when he had thus spoken, he
sat down, and there stood np in the
midst of them, Kalchas, the son, of Thes
tor, by far the best of soothsayers. He
knew the things that are, the things that
will be, and the things that were before;
and, by his knowledge of divination which
Phoebus Apollo gave to him, he guided
the ships of the Achaeans all the way to
Ilium. This one took part in the busi.
ness of the council and addressed them:
"O Achilles, dear to Zeus, thou sum
monest me to explain the wrath of Apol
lo the far-darter king. I shall, there
fore, speak : But do thou give heed, and
swear to me that thou wilt surely and
truly aid me by word and by deed. For
of a truth I am of the opinion that I
shall enrage a man who powerfully rules
the Argives and to whom the Achaeans
submit. For a king is superior when he
is angry with an inferior; for even if he
suppress his anger at the time, yet he
afterward holds his grudge in his heart
until he can make it effective, But make
thou clear to thyself whether or not thou
wilt protect me."
Then Achilles, swift as to his feet,
made answer, acd said :
"Very courageously tell thou the
prophecy, whatever thou kuowest! For
not by Apollo dear to Zeus, by praying
to whom, thou, 0 Kalchas, makest
known to the Danai the oracles, no one,
while I live and behold the ground, will
lay heavy hands on thee near the hollow
ships not even if thou tell Agamemnon
himself who now boasts that he is by far
the bravest of the Achaeans."
And so he blameless seer took courage
and spoke out:
wotthen, indeed, on account of a
vow, nor on account of a hecatomb, but
on account 'of his priest, whom Aga
memnon dishonored, he is offended, nor
did he release his daughter, and did not
even accept his gifts. On this account,
then, the Far-darter sent troubles, and
will still send them. Nor will he re
strain his hands, heavy with pestilence,
until we restore to her dear father the
quick-glancing maiden unbought, with
out ransom, and lead a sacred hecatomb
