JUDGE WILLIAMS' ADDRESS.
We are indebted to Sunday's
Oregonian for a full report of the
address of Hon. George H; Wil
liams before the Summer School
at Newport. It is replete with
patriotism, wisdom and felicity
of expression and we regret that
we cannot present it to out read
ers in its entirety.
After definia public opinion
as "the aggregation of individual
opinions," he says of its reforma
tion :
"Reformation slionM begin at the bot
tom and work up. I am of t lie opinion
that in onr time ton much value is at
tached to the f.irriMe iirpctim of evils
through llii fiinctiiiiis of ifowrutuuiit and
not enough lu the improvement of indi
vidual citizenship. Legislative enact
ments that do not embody and represent
public- opinion are for the most part a
delusion and a snare. My faith in legis
lation to make men good, moral or gen
erous ia a minor quantity. What is most
needed is something that will develop
and impart controlling power to the in
dividual." Our "moral reformers" should
profit by this, forego their efforts
of moral reformation by law and
direct them to more fruitful pur
pose. Of reformatory agencies,
he said :
"Looking at the subject in the light of
hutorv, it appears to me that tbe moit
effective instrumentality for the expan-
sion and elevation of the moral faculties
of man is the influence of religious insti
tutions upon human affairs. What 1
want to emphasize is that the develop
ment of onr moral faculties is the great-
ejt necessity of the age, and that religi
ous institutions are the best means cow
known to stimulate and expand these
faculties."
He deplores the selfish spirit of
commercialism and finds but one
adequate remedy for it. He says:
"My observation impresses me with
the belief that tbe most effective way of
overcoming tbe cruel selfishness ot the
world is to impregnate the hearts of tbe
people with the teachings of Jesus of
Nazareth."
He believes these teachings are
gaining ground.
"I should sar that sectarianism, dog
matic theology, the ceremonials of relig-
ion and the claim of the inerrancy of the
Scriptures were losing the bold they
formerly hadnpon tbe popular mind.
bnt that the essential teachings of Jesus
Christ are gaining ground I entertain no
doubt."
'," Speaking of the influence of
the clergy, he says:
"Next to the public press, the most
' potent influence upon public opinion
proceeds from tbe clergy. Some of these
gentlemen are erratic, some have a zeal
not according to knowledge and some
are illiberal in their views, but tbe ag
gregate result of their labors, without
question, is to uplift humanity to a high
er and better life."
This conclusion is doubtless
correct, and wft imagine if the er
ratic, the ignorant and illiberal
were unfrocked and their places
' filled with the most efficient men
the "aggregate result" would be
about ninety per cent, more up
lifting. He justly deplores the evils of
vicious journalism:
"Newspapers are more numerous and
more ably conducted now than ever be
fore and wield an incalculable influence
upon the thoughts and actions of men.
They are winged messengers of intelli
gence, the avennes of knowledge to tbe
people, the searchlights of the political
world, bnt then the moral Influence is
not what it might be or what it ought to
be."
He deplores the publication of
vice and crime as demoralizing,
and deprecates the indiscrimin
ate abuse of public men and of
ficials: "Afany people dependent npon the
newspaper for their information take up
the idea that our government is rotten
from top to bottom, and that most ol our
public men are 'grafters,' when the fact
is that tbe administration of our public
affairs is as free from peculation and
fraud as it has ever been since the form
ation of the govtrnment."
This i9 doubtless true, but it
has been mainly through the In
fluence of a free and fearless
press that 'it Is true. While

And independent press keep its
searchlights turned upon public
men and their conduct of public
affairs.
He is sot afflicted with mon
ppoliphobia:
"We 'are confronted with a sudden and
extraordinary outgrowth of treats, mon
opolies and corporations, filling the
minds of many people with painful p.
prehensions as to the future. I do not
Cully share in these apprehensions be
cause I do n6t believe in tbe permanency
of any business policy that is unnatural
and nnjast. Combinations of capital are
.not always unjust They lurve always
Vxisted and. always -tHxtst, :but -when
these combinations step out of the sphere
f legitimate busintjss and enter npon sv
speculative policy and become extortion
ate and oppressive, their ultimate failure
is a mere matter of time."
Of course these cSmbinations
give him no feeling of apprehen
sion nor should they any proper
ly informed and thoughtful man.

exist. Only by massing - capital
is it longer possible to maintain a
high wage scale and cheaper pro
ducts. . There must be econ
omy in production, and that
can be reached only - through
combinations and aggregations of
capital. Never has the whole
country been so healthfully pros
perous. Never has prosperity
been marked by so little spirit of
speculation, extortion and op
pression. Mr. Williams sees this,
for he says:
"The greed for gain is not now so nar
row, sordid and mean as it formerly was.
I believe that good iaflnences are now
gaining ground and that the vorld in all
respects has improved. Never have the
habitations of men been as good and as
conducive to the health, comfort and
happiae?s of their inmates as they are
now. Never has the laboring man been
so intelligent, so highly respected, so in
dependent and so well paid for bis labor
as he is now."
Age usually renders men pessi
mistic in their views. Through
all his honorable life he has kept
in close contact with men ana
affairs. His training, his wide
experience and observation give
peculiar weight to his conclusions,
such weight as cannot possibly
attach to the deductions of men

The agricultural department at
Washington, D. C, issue. the fol
lowing oencerning the wheat
growing conditions of the Pacific
coast:
. There are on an average,
4, 343, 8ox acres of wheat har rest
ed in the Pacific coast region
each year. The averages for the
past io years show that this sec
tion ordiaarily will yield about
15 bushels per acre and produce
a total annual crop of 65,017,58a
bushels.
The average yield per acre in
Oregon during this ten year pe
riod has been 17.7 bushels. In
Washington the average yield is
20.9 bushels. The Idaho yield
is 22.8 bushels per acre. 7
