to ignore much of its own past
history and to assail accomplish

Passing over its utterances on
local subjects, it demands "that
the reserved rights of the state
and the people be -upheld" and
condemns "centralization." This
is merely automatic- action. The
habit of this speech became bo
firmly fixed in the old slave-holding
days that the party cannot
avoid it now. Of course there is
not one word indicating where
and by whom those sacred
're-
served rights" are assailed.
It demands "a strict construc
tion of the constitution." This,
too, is from force of habit and
must sound quite humorously to
those democrats who recall that
the time in our history is not
far past when a strict construction
of the constitution from a demo
cratic standpoint would have left
us without a constitution.
But it hastens to renew "faith
in tarift reform." It does not in
form us directly whether it is Mr.
Cleveland's or Prof. Wilson's
scheme of tariff reform in which
it renews faith. When the party
had the opportunity its work de
stroyed all honest faith in tariff
reform through the agency of the
democratic party. In the demo
cratic view tariff reform is icono
clastic. Protection is assumed to
be a republican idol and this is
sufficient reason for destroying it.
This is the meaning and whole
scope of democratic tariff reform.
"The production of the country
so far exceeds it power of con
sumption that Our foreign markets
are a prime .condition of its con
tinued prosperity' ' is a condition
set forth as a reason why protec
tion should be destroyed.
. If supplying our foreign mar
kets is a prime condition of our
continued prosperity and protec
tion enables us to sell in these
markets it would be most unwise
to destroy protection. The demo
cratic and free trade, press make
no end of demanding the with-
... drawal of protection because our
manufacturers are selling in for
eign markets, with probable loss
to themselves, cheaoer than at
home in order that they may gain
control of these markets. The plat
form declares these necessary to our
continued prosperity then de
mands the destruction of the only
agency that enables us to sell in
foreign markets. This is a fine
exhibition of pure democratic
consistency!
The declaration that trusts are
tae outgrowtn ot protection is
simply party clap-trap. The
Standard Oil Co. is the most pow
erful trust in the country. It has
influenced legislation as greatly
as any other. For many years it
was almost wholly in the hands
of Ohio democratic politicians.
It receives no protection from
from tariff laws. It has demon
strated the truth of three things;
these are that trusts exist under
free trade conditions; that they
are quite as much democratic as
republican in politics, and that
they cheapen production and so
give the consumer cheaper pro
ducts. The most comprehensive
and imperious today is the labor
trust. This is an importation
from free trade England, but be
cause of its voting power it re
ceives unqualified democratic en
dorsement. Some of our Ameri
can workmen remember a demo
cratic president who achieved the
expressive cognomen of "ten
cent Jimmy," and nearly all are
shy of pure demagogy.
The plank on territorial ex
pansion would have more weight
if it were the utterance of a party
which had not plunged the coun
try into the most unjust of modern
wars for the sole purpose of tern
torial expansion.
It tlie democratic party were
in cower today would it abandon
' the Philippine islands? Certainly
not. It would not dare do so.
Would it give them self govern
ment at . once? Of course not.
It could not if it would. " What
more and better could it do than
a republican administration has
done? Nothing whatever. ' Fate,
the God of battles, has placed
, these islands and people in our
hands and ,tlie American people
will not cowardly shrink from
. nor shirk any duty so clearly laid
upon them by their manifest des
tiny as their duty to these peo
ple. . Imperialism cannot be

zation. What we find to com
mend is not in the platform, but
i in the proceedings of the conven
! tion. It is the abandonment of ,
the free coinage of silver. It has
required two successive defeats to
bring the party to this. How j
the populist contingent may re
gard it is none of our concern.
The "middle of the road" popu
lists can now say to the fusion
ists, ' 'we told you so. "
As now with free coinage so
ultimately will it be with their
attack on protection. They will ;
learn that our, people believe in j
protection, and since the democ- j
racy has nothing better to offer !
we shall hold on to that. The
tariff will be modified as may be j
found necessary but it will be by
the friends of protection. The j
people are not yet prepared to ac- j
cept the democratic party and
free trade. However, the Ohio j
platform is to be commended and
democrats' congratulated rather '
because of what it does not era i
body and as evidence that the '
democracy, though far in the rear
of the column, is slowly march
ing on.
