Wholesale Scalp Swindle.

"Through the shrewdness of
County Clerk Hammer, a whole
sale business in the disposal of
coyote scalps was stopped this
morning;. Yesterday evening a
young maa giving the eatne of
Harry EHison presented 25 coy
ote scalps to the county iL-rk for
the $2 bounty on each. As only
10 or 15 coyotes are killed in
this count? iu a year, and the
young man did not seein to know
much about Whatcom, nar
which olace lie alleced to have
shot them, assisted by his ancle,
the suspicions of the county
clerk were aroused and he refused
to eav the bounty nntil further
proof was eiven. This afternoan
upon telephoning to Salem, Eu
gene and Corvallis, it was learned
that about 25 coyote scalps had
ben redeemed at each place, at
Carvalhs last month and at Sa
letn both last month and this
month. At this city also last
month, 22 scalps were taken in
tae absence of the clerk by
deputy from a maa giving: the
flame of George Welch, -' Upon
bemS informed that two men
had been arrested at Eujena this
afternoon the deputy went to
that city to identify them. The
indications are that the scalps
hare been shipped . in from an
other state and that a wholesale
basiaess has been done among
the counties of Oregon. "
Secretary of State Dunbar has
issned a circular letter ta all
County clerks in the state, advis
ing them that under the provis
ions of the scalp beun'y law
they are authorized to require
corroborative evidence from
claimants. He suggests td the
clerks that in case of strangers
asking for bounties such corrober
ative evidence should be re
quire.

aliens. Until we appreciate the
true worth of the farm home no
well directed effort for perman
eatly increasing . its beauty and
attractiveness can be expected.
Progressive agriculture means
batter tiled farms and a more
perfect utilization of the crude
products in the manufacture of
high priced food. The np-to
date tanner will market the pro
ducts of his skill in the most
concentrated form, thus eaono
raizing in transportation and re
taining the waste" products to in
crease the fertility of his land
But farming, in the absenee ef
educated tillers of the soil, will
fail to reach the dignified position
to which it is entitled. The
farmer's boy must be taught to
see and appreciate the beauties
ot nature. A closer alliance be

The somraer school opens at Newport
tomorrow, July 17th. Teachers will be
therj from every part of the state. ' Al
ready some have come from Klamath and
Baker counties, and others will report
from almost all the counties of Oregon,
Eleven conrses of study have been organ
zed and annouceod.

tion of Prof. Erohn, of Portland. Daring

tion in piano, violin, harmony, voice and
class teaching.
Prof. J rank Kigler, of Portland, win

hundred teachers and ten thousand chil
dren In Portland for several years, wilt"
have the superintendence of the Summer
Normal School. He will hi essirted by

tation for superior attainments in -geography
