THE COBMUS GAZETTE' TUESDAY, JUNE is, 1901. AN UNWRITTEN LAW. It is fortunate. for the country, that the' unwritten law, "No president -shall have - -a- third term," is so firmly fixed in the purposes of the people that it has all the force and sanctityof a con-J stitutional provision. ; That it is probable Washington declined , to seek a third term be cause he feared he might fail of re-election is of little consequence. We know that personal and party rancor' bitterly assailed him dur ing the last two years of his sec ondterm and heaped abuse and calumny upon him in such meas ure as has fallen to the lot of but one or two of his successors. Whatever reasons determined him to retire after two terms he build ed better than he knew. . The sentiment that no presi dent should receive a greater number of terms than Washington served grew apace until not even the , immense popularity of Gen eral. Grant was sufficient to over come it. It is almost certain had he been nominated by the convention he would have been defeated at the polls. We heard some suggestions of a third term for Cleveland, but if he or any of his mends had such ambition this unwritten law in terposed an impassable barrier. President McKinley shows commendable sagacity in declin ing to be put forward for another term. Even if he were ambiti ous for a third term, which we do not believe; even if he might think the unwritten law might be set aside he is astute enough to sae that he must yet face several unsolved problems which, how ever, they may be solved, will more likely diminish than in crease his popularity. Had Lincoln lived and the war been protracted beyond his second term we may easily believe he would have been given, a third term. Every sentiment was thrust aside, the constitution it self was subordinated to the su preme purpose of the loyal peo pie to. save the Union. They be lieved when this was accomplish ed and the war ended Lincoln would1 render up to them the con stitution unimpaired, ine exi gency did not occur, but it is be yond doubt Lincoln has been the only president and only under . these conditions to whom the people would have accorded a third term. ' Washington.' Tack- son, Lincoln, Grant, these have been the great popular presidents. None of them received a third term. The . "fool friends" of General Grant ineffectually thrust him forward for a third term. It is not at all probable the country will ever again have a president so papular as any one of these. It is just as improbable that any future president will be given a third term. A change in the constitution extending ther president's term to six years and rendering him in eligible of re-election would ef fectually shut off all third term palaver. This, and the direct election of U. S. senators by the people would go a long ways to ward divesting our politics of many undesirable features. Un til: we have this change, however, we will continue to enforce the unwritten law with due notice to all whom it may concern. Lodged in Jail. Some two or three weeks ago a party giving tha same of Charles Rose called on Walter Smith near Booneville, south of Cor vallis a few miles and askid for work. Walt set him at the task of chopping wood. After half a day he had only . succeeded in chopping a few sticks, so his em ployer concluded he didn(t want any more cut at that time afid let Mr. Rose go. Rose found employment with Mr. G. Harding north of Corval lis. At this time Mr. Harding was also employing Hermann Urno. Rose and Urub roomed together and the former found Out that Urno had quite a little money tied up in a tobacco sack. Mr. Harding was going to let Rose go Saturday, having no more use for him. Early Satur day morning -Mr. Urno missed his money and told Mr. Harding about his loss. The latter advised him to say nothing about the matter. Sheriff Burnett, Deputy" Prosecuting Attorney Bryson and Chief Alexander were quietly informed of the affair. Mr. Harding came to town Sat urday morning accompanied by both Urno and Rose. -; ' Officers watched Rose and kept tTack of hfs various transactions. He visited several general stores, and Cx. Uro' 1 lost money. Besides, he had the" tobacco sack, in which Mr. Unao ,, had kept his money in his pes- ' session. Moreover, it developed ' that he had retired Friday night : some time later than his room- mate. In accounting for this Mr. Rose stated that Da was addiel-ed ; to the habit of hunting skunks and that : he , fc.d I, been ou late m order to indulge himself in his favorite pastime. Justice Holgate saw. fit to bind liltn over in the sum of $250 to await the action of tile circuit court In default of bail he is now a county boarder. Annual Institute. The annual teachers' institute of Benton county will eonvene in this citv June 19th, for a three days' session. The various ex ercises will be held in the public school building. Among the able instructors who will take part in these ex ercises are State Superintendent Ackerman, Prof. H. B. . Buca- am, Supt. K. r. KoDinsou ana ProfW. G. Fisher. Many others will assist in making the . insti tute one of interest and instrue tion. The intruders are" men of reputation, and recognized ability in their orofession. s They will,! beyond: the shadow of a doubt, give -you something to take away with von, those of you who are teachers, which will bet ter prepare you for your work in the school room. Those who are not teachers will be given something new to think about. This might be said to apply to people in every walk of life in this day-and age. We are hying la a new age, which requires up-to-date, " progressive and wide awake people, be they teachers or what they may. . The- program will contain much that- will be beneficial to people who are not teachers, so it is best for all to attend who can and adopt such methods as will be set forth as will best suit their special ; needs. To reduce the expense of the institute no evening ; sessions will be held at this annual. The new school law provides that every school district that contracts with a teacher who holds a certificate, properly signed, at the last an nual teachers' institute, for a period of 16 hours, .will receive in - addition to the $50 art ad ditional sum of $5 in October. This amount will be disbursed by the county superintendent. It will be wise for every " teacher who expects to teaoh : during the coming fall or winter to secure such certificate. If a '-' teacher does not hold such certificate, his application for a school will stand but little chance., by the side of an application that is ac companied by one of these certi ficates. The law makes no pro vision for the allowance of -excuses by the county superinten dent. ; The law also; provides that no school district in the county in which the institute is being held shall have their school rnnuipg during said insti tute. Every teacher is entitled to three days' 'wages for attend ing the institute. It is sincerely hoped , that many teachers will attend and that on this occasion the people of this city will show their Inter est and appreciation ot the im portance of the event and turn out in large numbers, "The Oc cidental hotel will grant a special rate to all teachers who remain there through the entire three days. 7 Special Meeting;. A special meeting of the Cor vallis Fire Department is called for Friday evening, June 21st, at 7 o'clock. All. members and persous interested are requested to be present, by order of the board of fire delegates. It is the purpose to devise means at this meeting by which it will be pos sible to secure . more water hy drants, more hose and more men.
