In every community there are those who see, or think they see, a moral Issue involved in what- ever becomes a matter of pub ic concernment, it may De but the selection of a pound-master, or l j 1 .1 . . . I ueciuing wnerner or not certain public Improvements shall be un dertaken; these good people ccme forward with their grave ques tions of morality and endeavor to inject them, as it were, into what is really only a plain business proposition, havin? no moral aspect whatever. Oftentimes the establis2in:ent of public utilities are fruitated and men are chosen to office for which they are wholly unqualifed, because of the blind, unreasoning activity of a few im practical "reformers." That these people are really sincere and honest we may easily believe, but the fact is that some by edu cation or lack of it, and others by chosen avocation, are unqualified to exercise sound judgment upon questions which are purely business propositions. It is a pitiable spectacle when such men are heard talking themselves hoarse in endeavors to give a moral or immoral character to things which plain, everyday. sensible and practical citizens re gard as purely business matters, ATM f a ne moral reiormer is con tinually in error as to methods. because he cannot or will not see that the moral sentiment of no community can be impelled in any direction. It is this senti pent which is the impelling and, if necessary the compelling force. Since the moral sentiment of a community on any subject is the consensus of opinion held by a niajority of the people compris ing the community, it should be plain that it cannot be created by the enactment of laws. It is a growth from within, never from without. It is the slow growth ot educational processes directed upon the individual, ot upon trie masses. . - , It is the experience everywhere that laws enacted ahead of public sentiment are inoperative, be ' canse there is no public senti ment back of them compelling tneir entorcement. In vain may we enact the most righteous laws and select the best men to ad minister them; they will not be enlorced unless clearly demanded Dy public sentiment Our impractical reformers, too, must recognize tnat there are scores of intelligent, upright and moral citizens who, for instance, are total abstainers, and. who would firmly, yea gladly enforce laws lor the suppression and pun ishment of vice and crime and the elimination of "the saloon in fluence," yet who are not prohibi tionists. Other men there are who are especially well qualified to decide upon matters of com munity interest who even deny the divinity of Christ. Why may not the people select such men for their servants without the factious opposition of moral theorists. All worthy citizens are moral and upright, and are teachers . and exemplars of morality, Some are exclusively devoted to teaching morality, and religion. Let all these unite in developing and strengthening public sentiment on lines of hon est,, virtuous citizenship. Whole some laws will then become easy oi enactment and entorcement. and public morality will become a sturdy, healthful, growing force for good rather than a periodic and spasmodic manifestation of theoretical moralities and pestif erous isms.' , The law authorizing the free ferry at Corvallis, found on page 3 of the session1 laws of 1898, is specific in its terms, and author izes the county court of Benton county to establish and maintain a free ferry across the Willamette river at. Corvallis. By the pre sumptions ot law arising from this act it is presumed that there was a necessity for the ferry at that place from the " fact of the the legislature having passed the law on that subject and dehmtely fixed the exact location at that place. Stabbed in the Back. Charles Kennedy, formerly conductor of the old Oregon Pa cific passenger, and well known n this elty, was recently stabbed seven times. Mention was made of the affair in a former issue of the Gazette. A receat Tele gram contains the iollowmg, which throws some light over this mysterious affair: It is the theory of the police that Conductor Charles Kennedy, who was stabbed in the back Friday night, was wounded by his 7-year-old son, wild is supposed to have used a pocket-knife. In the absence of anv '.statement by either Kennedy or his wife and their refusal to discuss the occur-1 rence, the opinion of the officer? i? given. Mrs. Kenneay, say the police n announcing their theory. joined a ledge to which her hus band objected. This led to a quarrel, and the conductor, being under the influence of liquor, at tempted to remonstrate, physi cally. The young boy, seeing his parents fighting stabbed his lather in the back under the im pression that he was assisting his mother. The boy had been given a penknife a few days ago, and the size of the blade is said to correspond with the depth of the wounds in hu father's back. The boy was heard to cry Friday evening about the time of -the stabbing: "You leave my mamma alone!" Kennedy is still at the hospital, and will recover. The American Hen.
