OUR PUBLIC SCHOOLS.

their system of public schools, '
for which the state Las made
such generons provision and tor
the support of which our people
cheerfully tax themselves.
There can be no question that
the existence of a well supported
and efficient system of public in
struction is a strong Incentive in
directing immigration to the
stale, and for this reason the fact
that Oregon has such a system
should be widely published.

of rare occurence we may direct
, air efforts towards increasing
their efficiency.

to be accomplished through their

Elsewhere educators have made
this mistake, and the charge is
sometimes made that our school
, men have thrust their ednca
tional theories upofl the school
system and carried it into fields
of endeavor wholly foreign to Its
rightful porpoie. It is not the
purpose of the Gazette either
to affirm or deny this, but simply
to set forth what we eonceivft to
. be the prime purposes to be ac
complished through the agency
of publics schools.
Briefly stated it is to provide
tha youth of the state within cer
tain specified ages with the means
of securing such an elementary
English education as shall qHalify
them, at a future period, Intel
ligently to assume tha ordinary
duties ef American citizenship,
while it also shall be a solid
" foundation upon which the ladi
vidual through his own efforts
may build any educational fabric
he chooses. This is the prime
function of the public school
from which it should not be di-
. verted by fine theories as to the
. placte it should Occupy in an ex
tended educational scheme be
ginning with the public school
and . ending with the university,

proper mission which certainly
is quite apart from that of the
oollege, seminary or university,

believed to be as efficient as any

by constant and watchful care on

control may their efficiency be
-maintained and increased.
Parents and guardians whose
children and wards are attending
them should frequently visit the
schools, become acquainted with
the teachers and encourage both
pupils and teachers by manifest
ing a lively interest in their work.
Every right-minded teacher will
appreciate such visits.
Efficient public schools pre
elude tha necessity for private
schools which work on the same
lines, for few men will ftav heavy
tuition fees for the instruction of
their children in prirate schools
while paying taxes to support
public schools which should give
such instruction and give it more
efficiently. Where such private
schools exist within the radius f
the schools controlled by them,
'directors should sharply inquire
whether or not the abuse of
power, neglect of duty or ineffi
ciency of any teacher in the pub
lic schools under their direction,
or any sort of mismanagement
on their own part contribute to
the existence of the private en
terprise. The earnest friends of
the public schools desire to see
them become so efficient ia their
own proper sphere as to preclude
all shadow of necessity for other!
agencies worKing on tue same
educational lines. '
How to Build Walks.
The Corvallis Improvement
Society considered at its last
meeting the subject of walks ia
general. Some - thoughts from
readings on mat occasion are
submitted, if in any way they
may be helpful to others.
The controlling principles in
making walks are the relation of
the house to the entrance gates
Paths are lines which divide our
grounds into, three or more parts
and the form of these parts,
whether good or bad will govern
every thing we may attempt in
planting. If these walks are not
carefully studied out, and hap
pily arranged, our1 grounds are
a failure; while most effective
results may be easily attained b'y
a well digested plan, i ;
However smaM the grounds', let
the paths be sufficiently wide to
be really serviceable, and have a
hospitable look as nothing de
tracts from the appearence of a
place as do narrow walks.- A
walk .should be from five to six
fpet wide. It is the common '
disposition of a path. io have it
lead around, close to the house,
from the front to the back door,
leaving only a little strip of turf
next the building, and this en
cumbered with flowers. This
condition is brought about bv
having the gate way riht in
front of the house 'instead of
some fifteen or twenty feet fur
ther on; this latter arrangement
would give two graceful curves
coinciding at, and growing from
the gateway, and would leaye
the tarf direotly about the house
undisturbed.
The path must be first exca
vated in its whole width and
length, and should be convex at
the bottom, having- eieht inches
in depth at the sides, and four
inches in the middle: grooves
are also dug along the side for
four inch tiling. The coarsest
gravel is placed in first, and the
stones tlecrease in size upward,
until tne interstices are rilled
with fine screenings from the
coarse gravel. The surface should
be slightly convex; now comes
the granite three or font? iuches
deep, or loam and fine gravel, in
the proportion of i to s. This
must be ljrell packed by heavy
rolling. In making the walk,
stt out a row of sharpened pegs
on the center line, the 'Whole
length, so the course of the walk
can be teen at a glance, and the
pegs altered until a satisfactory
sweep is attained. The edge of
the path is then marked in the
same way. ; . -
