The late movement of the Chi
cago and Great Western Railway,
and other railroads in promulgat
ing a rule requiring total absti
nence as a necessary requirement
in employes, is characterized by
some of the newspapers through
out the country as "a new move
ment in the direction of temper
ance." If it is meant only that
such is a new movement by rail
road managers well and good,
nevertheless it is simply following
in line with the custom of all
conservative and well managed
business concerns of the country
for years past when employing
persons to nil places ol trust and
confidence. While these con
cerns have not promulgated such
a rule, yet, as sure as they seek
help, investigations are made as
to the character ancr habits of the
party seeking employment.

young man who was a babe when
Wendell Phillips died could now
orate upon the character and
qualities of that distinguished
public man without borrowing
ideas or copying suggestions from
the writings concerning him, is
bo ridiculous that child-like sim
plicity would smile at the asser
tion. Yet the circumstances are
very serious in the extreme as to
the conditions of the times and
further illustrates the tendency of
so-called educators ot today: aon-
nrm me runnsr beliet that so
many teachers are learned in the
technical "straight-edged" rules
of the books and yet have net
sufficient understanding of the
practical, every-day affairs of life
to apply the rules to practical
things as they exist.
Studying Poisonous Plants.
Prof. V. K. Chestnut, one of
departmental botanists, has been
detailed by the department of
agriculture at Washington to take
tip a line of investigation in Or
egon which will be of great bene
fit to sheep and cattle men. Prof.
Chestnut arrived in Corvallis last
week and is now in consultation
with Prof. Lake, outlining a sea
son's work of investigation of the
various plants and shrubs that
are poisonous to stock.
A Washington dispatch to the
bnnday Oregoman contains this
information: Last summer Pro
fessor Chestaut, with one other
botanist, studied the poisonous
plants of Montana with great
success. They located upward
of twenty different varieties
that have proven more or less
fatal to the stock of that state,
and in most cases found a success
ful antidote. Professor Chestnut
will make his headquarters at The
Dalles, and make investigations
in points along the Columbiat
river and other localities accessi
ble to The Dalles. He will first
ascertain what Montana plants
are to be found in Oregon and
will then devote his time to stud
ying the plants characteristic of
Oregon. His researches will be
as elaborate as those of last sum
mer in Montana, and his experi
ments just as thorough and far
reaching. It is expected that in
six or seven weeks he will have
been able to locate all of the varj
ous poisonous plants, and by sys
tematically studying each in turn,
as well as its effect upon sheep
and cattle, to find some antidote
which will prove effectual.
It has been found through 'ex
perience in Montana, that these
poisonous plants are much more
fatal to cattle than to sheep, for
the reason that sheep are con
stantly herded, and those that
have fed on the puisonous vegeta
tion are soon noticed. In most
cases, cattle die before it is known
that poison has been taken into
the system. However, the study
that is to be made will look to
preventing death from poisoning
among cattle as well as sheep.
In the meantime, it is the de
sire of Professor Chestnut that
sheep men and rangers who are
interested, and who know of dif
ferent varieties of poisonous
plants, give him the benefit of
their knowlege. It is propably
true m Oregon, as it was in Mon
tana, that some plants are avoided
and regarded as poisonous, which,
as a matter of fact, are good fod
der, and are not in the least harm
ful. This is another featnre which
will be examined into. Of course

the sheep men with Professor
Chestnut while at The Dalles, the
greater the success that will attend
his efforts. With his time limit
ed, he must make the best advan
tage of his time in the state, and
an v assistance that he can have
through the sheep and cattle men
win De appreciated by him.
Lacking in "Falrpiay."
Last week the Gazette made
bold to sus-test that the manner
in whieh the Albany Democrat
was discussing th charges of
plagiarism atrainst Elwood Min-
chin was not characterized by
that broadness and spirit ef jus
tice usually expressed in the
tertn "fair-tlav.n To this
charge that paper took' excep
tions. That we sooke advised
ly, however, is evidenced by the
loilowing communication to the
Herald by Mr. 0. B. Sternberg.
a member of the executive oom-
tnittee of the association. Miss
Blanche Holden. of the O A C.
was also a member of the execu
tive committee and the same in
justice was done her, ef which
Sternberg complains in his arti
cle to tae Herald:
"On Monday last I pave an
article to the editor of the Demo
crat for publication, expecting to
see that article in his paper. The
article related to the Minchin
affair, and was an explanation of
wnat tna executive committee
did in its meeting. I found
afterwards on perusing his paper
of that date that only part of the
article .was there, the most im
portant pari being omitted,
doubtless, to suit the editor's con
venience. ThrouffQ this omis
sion the impression still prevails
throughoat the state that the
committee declared Mr. Minchin
guilty of plagiarism. If the edi
tor had placed the original in his
paper, which contained the re
quest for other papers to copy,
pernaps this ialse rumor linight
have been corrected.
"The reason I gave the article
to the Democrat for publication
was that the statement that it
was intehded to contradict had
first appeared in that paper.
"The committee was not in
favor of condemning Mr. Min-
cnin tor plagiarism not only
from lack of time, as seemed to
be the Democrat's impression,
but also because it was absolute
ly absurd to do so without good
evidence and a fair trial. Per
sonal opinions were not expressed
nor are they considered in this
matter."
"The above mentioned mlsun
derstandin? has caused ise. and
doubtless the other members of
the old committee, much annoy
ance, aad it is our hope that
it may from now on be straight
in the minds of all.
"We did not condemn him of
plagiarism either officially or anv
other way, but simply recom
mended to the present executive
committee that an investigation
be made."
