The following short editorial
from the Oregonian may be a
rude shock to those who believe
that the abolishment of athletio
sports in our higher institutions
of learning is necessary if we
would have the student excel as
a student, but those who believe
that youth must find a way to
expand its surplus energy, and
that it is better that this youth
ful vigor find vent in healthful
exercise rather than in college
pranks or dissipation, will sub
scribe heartily to the sentiment
that a healthy mind is found
only where there is a healthy
body, and vigorous outdoor ex
ercise is essential to perfect
bodily health: "Sons of Ore
gon showed California how to
play football. The victory
means more than athletic
supremacy, beoause the best
athletes are the best students."

Used Knives.
There seems to have been
quite a lively time at a dance re
cently given at the Siletz. The
News' gives the following ac
count ot the affair:
Last Friday night while a
dance was in progress at Bob
Metoalf s near the Siletz Agency,
two Indians Larkey Logan and
Jaok Spear became involved in
a quarrel daring which Logan
drew a knife and procoeded to
oarvehis opponent after the most
approved fashion, slashing him
across the neck and two or three
times in the breast. The cuts,
though quite serious, will not
prove fatal, it is thought. The
ofle in the neck narrowly missed
the jugular vein.
Larkey was immediately ar
rested and placed in the Siletz
jail, to await the arrival of a U.
S. marshal from Portland.

Considered Tax Collections.
The fourth annual convention
of county judges, couuty com
missioners and county assessors
opened Tuesday morning' in
Portland. The greater part ofj
Tuesday was taken up with or-1
ganizatiou. The reports of two 1
committees were adopted in thei
afternoon.
The first by the committee on
assessment! of personal property
recommended that '-the taxes
upon personal property be due
and collected on or before 30
days after the same have been
listed by the assessor, the last
preceding levy to be applied in
determining the amount of taxes
due."
The committee cn manner of
collecting taxes reported recom
mending: "That the treasurer
shall be the collector of taxes up
to the time they shall become
delinquent; that the sheriff shall
collect the delinquent taxes..
"If the present law on the
subject is not adequate, it should
be made so thafe a levy on real
property or sale of same for de
linquent taxes should not be
made necessary.
' 'That all property when as
sessed shall be a lien against all
property of the taxpayer.
"That the assessor shall be
the collector of all taxes on per
sonal property, not secured by
lieu on real estate-
"That all taxes shall become
due and payable January x, an
nually and become delinquent
on March 1 following, and that
a penalty of 10 per cent be then
added, with legal interest on
same after becoming delinquent.
' 'That some better method be
devised of disposing of real
property sold for delinquent
taxes than tho present one of
authorizing the county judges to
bid it in for the county."
Regarding the scalp bounty
law, J, W. Hobart reported that
the state treasurer was already
engaged ia sending out notices
to the county treasurers where
the bounty tax had not been
paid, asking them it they were
going to pay, and the reasons
for the delinquency.
In the remaining two days'
session the most important re
port yet to be received will be
considered, which is that of the
committee of assessors appointed
in February to draw up a bill for
presentation to the legislature on
assessments and taxation.
Report on Eastern Oregon.
In his last annual report, Dr.
James Withycombe, vice di
rector of the O A C Experiment
Station, under the head of
"Plant Husbandry," makes
special mention of the arid, or
semi-and, region of Oregon ly
ing east of the Cascades. In
this connection he makes refer
ence to a matter of interest that
is not generally known. It is
that there are four experimental
plats in Eastern Oregon. The
following is an extract from the
report:
Four experimental plats of
ne-fourth of an acre each were
established at Moro, Sherman
county, in 1899. Upon these
plats leguminous plants, consist
ing of the Canadian field pea,
two varieties of vetch, vicia vil
losa and vicia sativa have been
grown as rotation crops for yrain
the past tyro seasons. The pea
has given verv satisfactory re
sults, but the vetch so far has
been a iailure there. The ob
ject of the experirnente is to as
certain whether or not humus
forming and nitrogen-gathering
forage plants valuable lor stock
food can be successfully grown
there as rotation crops with
grain. Dr. Withycomba be
lieves that an experimental farm
should be established in that
portion of the state for the pur
pose of testing various grasses
and forage plants, so that their
value under semi-arid conditions
may b determined.
