That our readers nay learn
how those at the front in our
new Philippine possessions look
upon the taotics.of certain papers
in the United States regarding
the condition of military affairs
in the islands, and also that the
public may know what encour
agement the rebels are receiving
from Mr. Bryan aud h's lieuten
ants, we republish the following
editorial from the Manila Times,
of September 25, 1900:
Plain-spoken correspondents
of home papers are very emphat
ic in declaring that "the war in
the Philippines" is not yet- over.
They enlarge upon the constant
petty attacks made on U. S
troops by bodies of inssurrectos
and almost lead their readers to
believe that Manila itself is prac
tically in a state of siege. On
tha other hand, officers of re
sponsibility, and those who can
distinguish between "war" and
armed opposition to the govern

is over.
Now that the period of amnes
ty has expired, it is high
time that our friends in the
States were enabled to form an
accurate estimate of the position
The word "war" no longer ap
plies, as wax can only take place
between two powers to which
the world at large accords inde
pendent rights. As no power
whatever rftcognizes the "ili
pitO Republic" and tha U. S.
government has proclaimed all
found fighting on its behalf as
rebels, the only term now appli
cable to existing" affairs is insur
rection r "rebellion" and those
who oontin.ua in arms against
the government are "insurrec
tionist" or "rebel." It may seem
to matter very little by what
name armed opposition is called,
but it really matters a great
deal -as regards the Filipinos
themselves. So long as their
newspapers are allowed to print
news day after day under the
heading "de la Guerre," so long
will the hopeless struggle now
maintained be dignified in their
eyes.. "The War of Indepen
dence" has a high-sounding
ring about it that is wanting in
the more prosaic ',Petty Fights
by the Rebels" which is the cor
rect caption of the news appear
ing from day to day. So, tob,
at home. "The War in the
Philippines" is a heading that
rejoices the sub-editorial mind to
which "a fresh brush with Phil
ippine rebels" seems scarcely
worth the same sized type.
We cannot but think that in
allowing the Filipino organs to
inevitably refer to insurrectory
movements as regular warfare
vnuoh has been done to keep the
insurrection alive. That there
are a certain number of "natives
who are acting from really pa
triotic motives is quite probable.
They are but tha tools of those
who, while fully aware they can
never upset American rule, have
their own purpose to serve in
prolonging opposition to its es
tablishment. The honest, but
mistaken, men are those who
figure in the daily items such as
"the enemy lost two killed and
there were eight wounded." But
they march light-heartedly to
death or suffering, for are they
not engaged in a "patriotic
war?"
Nobody of course can prevent
the insurrectos from calling their
raids by any name they like;
but the Spanish aud Tagalog
press can be pievented from in
vesting them witi the digniVy of
a war as between two contending
powers. Phrases have much ef
fect on people generally, and the
impulsive, hGt-Tlooded Filipino
is no exception to the universal
rule. The non-re-cognition of a
state of war as existing- between
the Filipinos and ourselves is of
pecnliar importance at ihis mo
ment in view ot AguinaUlo's re
cent proclamation in which he
promises his followers indepen
dence as the immediate result of
Mr. Bryan's expected election to
the presidency. A notification
that everybody found with arms
in his kaxds would ba treated as
a rebel and that no parole would
under any circumstances be
granted would make a good
many pause before again joining
an attack upon our troops.
WE ARE PROSPEROUS.
The bare statement of the num
ber of mortgages filed during any
stated period is no safe criterion
of the material welfare of a com
munity, and any one who pauses
to give the matter cousideration
is aware of this. The question
arises how many of these mort
gages are renewals of oid mort
gages at a lower rate of interest?
For what purpose were these
mortgages contracted? To meet
obligations or to secure ready
money for invcetment in soma
promising speculation? When
mortgages are being foreolosed
we may sately say that times are
hard, but when times are good
man often mortgage their be
longings at a low rate of interest
on liberal security, not because
they are being pressed by credi
tors, but because they see an op
portunity to make a good invest
ment and need cash for the pur
pose. In his speeoh at Oak
Grove last Friday evening Mr.
J. B. Irvine, father of the Times,
set at rest all this cry about
times not being any better.
Every farmer in Benton county
and everybody else knows that
we are far more prosperous
than we were four years ago.
No one is out of employment
who will work and wages are
much higher than they were in
1896. Our-county is nearly out
of debt. The publication of sta
tistics with an attempt to prove
that the people of this county
are not enjoying the same meas
ure of prosperity which all other
portions of the country are en
joying, will have no effect here
where the people know better,
but it will give an impression
abroad whieh will act to our
detriment.
